MEMORIAL DAY~/VEEKEND 2003 - COMMUNITY MEETING
As reported on March 19, 2003 at the City Commission meeting, the Memorial Day 2003
Holiday Weekend (Thursday, May 22, 2003 - Monday, May 26, 2003), is expected, once
again, to bring thousands of visitors to our beautiful City. The City of Miami Beach has
been planning diligently to prepare a comprehensive and coordinated Major Events Plan
(MEP) for the upcoming holiday weekend to ensure the safety and enjoyment of our City.
As part of the plan, the City will continue its efforts to seek cooperation with respect to the
City's quality of life and order maintenance laws.
Attached, you will find the Community Notice that is being disseminated to the area
residents and businesses, outlining the events taking place at public venues. Additionally,
this notice provides the community with insight into the City's planning efforts vis-a-vis
enhanced staffing during the weekend, the Goodwill Ambassador Program, the
Transportation Plan and information on how to contact the Answer Center or Tourism
Hotline if they should have any questions.
On May 12, 2003, at 6:00 p.m. in the First Floor Conference Room, the City will
conduct a community/town hall meeting and your attendance and participation is
appreciated. The attached notice regarding the Community Meeting has been transmitted
and will continue to be distributed at the numerous meetings City staff is attending as well
as being distributed throughout the community.
On May 21, 2003, a final report will be provided regarding Memorial Day to the City
Commission. Prior to the Holiday weekend, an Operations Manual with key information
regarding the Weekend's activities, will be provided to each of you. In the meantime,
please contact me if you have any questions.

The City of Miami Beach is committed to providing excellent public service to all who Dive, work and play in the
City. Miami Beach is a very unique and special place -- home to close to 90,000 year-round residents and a
host to millions throughout the year all within a 7.1 square mile area. The-City works hard to ensure that
basic quality of life issues are supported so that everyone can enjoy this wonderful destination.
Memorial Day Weekend is expected, once again, to bring thousands of visitors to our beautiful City. The City
of Miami Beach has been planning diligently to prepare a comprehensive and coordinated Major Events Plan
(HEP) for the upcoming holiday weekend to ensure the safety and enjoyment of our City. As part of the plan,
the City asks for everyone's cooperation and respect in maintaining that special quality that Miami Beach
holds.
The City's HEP was successfully implemented during several major events and holiday weekends in the past,
including Winter Music Conference, New Year's Weekend, Art Basel, Labor Day Weekend, *NSYNC & Friends
Veterans Day Benefit Concert, The Source Awards, and during last year's Memorial Day Weekend 2002.
Miami Beach Events at Public Venues
Lummu$ Park:
Umoja Culture Festival, an art fair that celebrates African culture and unity, will be held in Lummus Park,
east of the coral rock wall and west of the dune, between 11th and 13th streets from Friday, May 23, 11:00
a.m. to 8:00 p.m., and Saturday and Sunday, 11:00 a.m. to 6:00 p.m. Estimated attendance: 30,000.

Umoja Music Festival, a ticketed concert event, will be held in Lummus Park Beach, east of the dune
on the hard pack sand, between 10th and 12th streets on:

Resources
The City is working with other agencies to ensure that resources are appropriately allocated for this holiday
weekend. The City will enhance its personnel, including Police, Fire, Code Compliance, Beach Patrol, and
Public Works (Sanitation and Property Management), throughout the weekend beginning on Thursday, May
22. Miami-Dade County Police and other County Departments, Florida Highway Patrol and Department of
3ustice will also be assisting our City.
Goodwill Ambassador Volunteers/God Suuad
Over a hundred Goodwill Ambassadors will be assisting the City during the holiday, as they have during other
recent major events. The primary role of these civilian volunteers is to serve as a buffer or liaison between
the police and the visitors to the City during major events and busy holiday weekends. The teams will be
wearing bright gold T-shirts identifying themselves as Goodwill Ambassadors. God Squad members will also
be assisting during this weekend and can be identified by their orange/red shirts.
Tran$oortaUon and Parkino
Ocean Drive (5th - 15~ streets) will be ope~-~nly to vehicular traffi-~hroughout the weekend unless closure is
required for public safety and crowd control measures. Beginning Thursday, May 22 at 6:00 p.m. through
Tuesday, May 27 at 6:00 a.m., the east/west streets between Washington Avenue and Ocean Drive will be
restricted to vehicular traffic from 6:00 p.m. to 6:00 a.m. The 200 block between Ocean Drive and
Washington Avenue (5th -- 15th streets) will be restricted to local resident parking only.
In the event a street closure of Ocean Drive is necessitated, valet operations on Ocean Drive will be relocated
to Collins Avenue. All valet operations on the east side of Washington Avenue will be relocated to the west
side of Washington Avenue.
Vehicular traffic entering from the Mac. Arthur Causeway will be closely monitored. Vehicles traveling on
Washington Avenue between 5th Street and Lincoln Road will be deterred from entering the neighboring
residential neighborhood. Residents can enter their neighborhood from 5th Street (south), Alton Road (west)
and 17th Street (north).
The Miami Beach Transportation Management Association will provide freeshuttle service during the holiday
weekend: Friday, Saturday and Sunday from 10:00 a.m. to 2:00 a.m. and Sunday from 10:00 a.m. to 1:00
a.m. The park-n-ride service will travel north and south along Washington Avenue to Convention Center Lot

The City of Miami Beach Neighborhood Services Department Answer Center is the easiest way to contact City
Hall during the Memorial Day Weekend. Friendly, professional, staff members will be happy to assist you with
information and referral, comments and service requests. Visitor and resident information, as well as all other
pertinent information will be available at the Answer Center. The Answer Center can be reached by calling

For your convenience hours have been extended during the Memorial Day Weekend. The following are the
Answer Center's operating hours for the Memorial Day Weekend:

Miami Beach Holds Town Hall Community Meeting
on Memorial Day Weekend Plan
Miami Beach, FL -The City of Miami Beach will hold a community town hall meeting on Monday, May ~.2,
2003 at 6:00 p.m. to discuss plans and disseminate information for this year's Memorial Day Weekend. The
meeting will be held in the City Commission Chambers, third floor, City Hall.
As part of the City's Major Events Planning process, the City engages participation with the hotel and nightlife
industries, commercial districts and businesses, other agencies and municipalities, and residents.
The City developed a Major Events Plan in 2001 and has successfully implemented the plan on several
occasions over the last two years. As a beach community, the City has emerged as a preeminent special
event venue, which has created a significant demand on the City services and resources. The City's overall
goal is to attract quality events that benefit the community, its residents, visitors and merchants.
The City encourages cooperation and respect among all who live, work and play in the City to ensure that
everyone's experience is safe and pleasant.
