RESOLUTION NO. 12483
WHEREAS the Metro Home Rule Charter has divested the
several municipalities of Dade County of all right of control
and regulation of traffic on the streets and highways of
Dade County, including the operation and control of traffic
lights , on the theory that by county-wide control efficient
coordination and synchronization would be achieved, and
WHEREAS, however, the theory, although plausible on
its face, has been, from observation over prolonged periods
of time, a deplorable failure, in that the traffic light
system in the City of Miami Beach operates wholly without
relation to traffic conditions, stopping heavy traffic on
the one street to favor extremely light or wholly non-existent
traffic on another street, and
WHEREAS such unnecessary and inordinate traffic tie-ups
and delays are not only frustrating, but also are the cause
of great economic loss to drivers and merchants alike, and
WHEREAS the conditions above described are attributable
either to a profound lack of knowledge of local traffic
conditions , or to a failure on the part of the Metro Traffic
Division to make adequate studies of current and existing
traffic conditions in the City of Miami Beach, and
WHEREAS the City of Miami Beach is particularly
anxious that the heavy traffic to be generated by the
Republican National Convention be handled efficiently and
expeditiously,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, that Metro Dade County
be and it is hereby requested to conduct a prompt and thorough
investigation of the traffic light control system in the
City of Miami Beach and to have expeditious action taken to
correct the manifest deficiencies in the operation of the
same, and
BE IT FURTHER RESOLVED that copies of this resolution
be transmitted to the appropriate officials of Metro Dade
County.
