The celebration of Community Development Week in the City of Miami Beach has come to
a close. During a ceremony that took place on April 25, 2003, members of the community,
non-profit subrecipients and volunteers gathered to hear keynote speaker Jim Chaplin,
from the U.S. Department of Housing and Urban Development. Mr. Chaplin celebrated
Miami Beach's unique community development and housing programs, some of which
serve as a model to the rest of the nation. Attendees also celebrated the presentation of
the fourth annual Community Heroes Awards. See attached for Resolution No. 2003-
25169, dated April 9, 2003, which proclaimed the celebration of Community Development
Week 2003.
The Community Heroes Awards Program has been so successful that, in 2001, the
Administration made it an annual program to coincide with the celebration of Community
Development Week in Miami Beach. The City and the Community Relations Board have
presented these awards during the last four celebrations of Community Development
Week, to individuals, government agencies, nonprofit organizations and business partners,
to commemorate their work for the benefit of the residents of Miami Beach.
Nominations were due March 8, 2003, and articles regarding the program ran in the Herald
on February 6th and February 9th, and in the Hola Amigos newspaper on February 14th.
The Community Relations Board made their selections on April 8, 2003. See attached
copy of Letter to Commission No. 37-2003, which details criteria for selection of award
recipients. See attached for a list of nominees for the Fourth Annual Community Heroes
Awards. The winners are:

Award recipients have demonstrated outstanding volunteer work, serve as community
leaders or role models, demonstrate acts of generosity or kindness and/or perform
extraordinary accomplishments. Winners were notified by mail and received their awards
during the April 25, 2003 main ceremonies for Community Development Week.

CITY OF MIAMI BEACH, FLORIDA, PROCLAIMING APRIL 21, 2003
THROUGH APRIL 27, 2003 "NATIONAL COMMUNITY DEVELOPMENT
WEEK" IN THE CITY OF MIAMI BEACH.
V~rHEREAS, the Community Development Block Grant (CDBG) program has operated since 1974 to
provide local governments with the resources required to meet the needs of persons of low and moderate-
income and CDBG funds are used throughout the nation to address pressing neighborhood and human service
needs; and
WHEREAS, the CDBG program has had a significant impact on the City of Miami Beach's local
economy through j ob creation and retention, physical redevelopment and improved local tax bases, with funds
used for capital improvements, housing, social services, economic development, coa-~-nercial revitalization, and
residential rehabilitation and preservation programs; and
WHF~REAS, the City of Miami Beach, through CDBG funding, has developed a strong collaborative
network of relationships with its residents and the many nonprofit agencies that provide services and help make
possible the City's commitment to its neighborhoods; and
WHEREAS, the City of Miami Beach recognizes that the CDBG program is a partnership of federal,
local government, nonprofit and community efforts, and that services funded by the federal CDBG program,
administered by the City of Miami Beach, and delivered by local sub-recipient organizations, rely heavily on
the dedication and good will of our combined efforts; and
WHF~REAS, the week of April 21, 2003 through April 27, 2003 has been designated as "National
Community Development Week"; and
~gHEREAS, during Community Development Week 2003, the City of Miami Beach will give special
thanks and recognition to all participants whose hard work and devotion to the neighborhood and their low and
moderate-income residents help insure the quality and effectiveness of the Community Development Block
Grant program.

AWARDS

Nominations are being accepted for the fourth annual Community Heroes Awards. The
City has presented these awards for the last four years, to commemorate the
achievements of individuals and organizations, at work for the benefit of the residents of
Miami Beach. The program has been so successful that, in 2001, the Administration made
it an annual awards program to coincide with the celebration of Community Development
Week in Miami Beach.
Criteria for selection of award recipients include: Outstanding volunteer work, serve as
community leaders or role models, demonstrate acts of generosity or kindness and/or
perform extraordinary accomplishments. Any Miami Beach resident, company,
voluntary/non-profit or governmental organization, or agency operating in the City of Miami
Beach makes nominations. A panel of members of the Community Relations Board
reviews the nominations and selects the award winners. Attached is a nomination form.
This year National Community Development Week will be the week of April 21~ to Apdl
27m. This annual national celebration is for entitlement cities to commemorate the myriad
of achievements made possible through the use of Community Development Block Grant
(CDBG) and HOME Investment Partnerships (HOME) funds.
In keeping with the Administration's desire to recognize the award winners during the
celebration of National Community Development Week, the Administration has officially
opened the nomination period and set a deadline for nominations of March 8, 2003. Award
recipients will be notified and invited to attend an award presentation to take place April 25,
2003, during the celebration of National Community Development Week 2003 in the City of
Miami Beach. Nominations should be directed to the attention of Joanna Revelo, Housing
and Community ,Development Director.

Investment Partnerships (HOME), and/or
Housing Opportunities for People with AIDS
(HOPWA), and have made significant
contributions to the Miami Beach community.
Nominees must have demonstrated outstanding
volunteer work, serve as community leaders or
role models, demonstrate acts of generosity or
kindness or have performed extraordinary
accomplishments.
SELECTION PROCESS
A nomination review panel comprised of
representatives from the City of Miami Beach
Community Relations Board will review all
nominations. The nominator may be contacted to
verify the information provided.
NOMINATIONS
Miami Beach residents, companies,
voluntary/non-profit or governmental
organizations, or agencies operating in the City
of Miami Beach may submit a nomination.
Members of the Community Relations Board, the
Community Development Advisory Committee,
or the Housing and Community Development

In keeping with the theme of this
year's Miami Beach Black History
Month celebration, 'Bridging the
Community through Art, Culture and
Business," the City of Miami Beach
is showcasing a month-long exhibit
of works by international and local
artists and will honor the Miami-
Dada Chamber of Commeme for its
long-standing leadership role in the
African-American community.
A reception will be held on Tuesday,
February 25 at 5:00 p.m. at Miami
Beach City Hall's Fourth Floor
Gallery to showcase the art and
honor the Chamber. The event will
also feature guest speaker Gail
Thompson, executive director,
Performing Arts Center of Greater
Miami.
The Miami-Dada Chamber of
Commerce has provided opportuni-
ties for local business entrepre-
neurs, provided thousands of dollars
in college scholarships for youth,
and have promoted and assisted in
community and economic develop-
ment programs.
The exhibit, made possible by
Diaspora Vibe Gallery, features the
following artists: Ray Parris, Andree
Ferdinand, Christine Matuschek,
Asser Saint-Val, Nakazzi
Hutchinson, Rodney Jackson,
Michael Mendenhall, Roger
Brathwaite, Phillip Mallory-Jones,
Gregory Owens, Gerard Paul,
Rhoma, Samuel Watson and
Glenford John. Diaspora Vibe
Gallery is a local arts organization
offering support and exhibition
opportunities to Emerging Artists
from Latin America and Caribbean
Diaspora. The event is co-spon-
sored by the City of Miami Beach
Community Relations Board. For

"Girls Behaving Badly" turns up the
heat on Miami when the hidden-
camera prank show storms the
beaches on the first stop in its
"Prank Across America Tour.' The
Miami show airs on Oxygen in April
as part of a week of special
episodes filmed in cities across the
'Girls Behaving Badly" features an
all-female cast pulling hidden cam-
era pranks on unsuspecting 'marks.'
While in town, the "Girls" will take to
the streets to catch the residents of
Miami off-guard with their signature
pranks. Cafes, nightclubs, the
beach...anyplace is fair game for the
"Girls" outrageous brand of humor.
"Girls Behaving Badly," which airs
Sundays at 8:00 p.m.,' is the only
hidden camera show where women
are in control of the comedy, and the
cast of eight will do almost anything
in the name of humor.
Oxygen will also run a sweepstakes
as part of 'Prank Across America."
Viewers can go online to
oxygen.com to 'Rank The Prank'
(their favorite "Girls Behaving Badly'
prank) viewed via streaming video
and enter the sweepstakes. The
grand-prize winner gets a trip with
three friends to Miami Beach worth
$10,000.
After Miami, the "Prank Across
America Tour" hits the road to
shoot additional episodes in New
Orleans, San Francisco, Detroit,
and Chicago.

Nominations
The City of Miami Beach ia seek-
ing nominations for the fourth
annual Community Heroes
Awards, a program to commemo-
rate the achievements of individu-
als and organizations benefiting
the residents of Miami Beach. It is
an annual awards program with a
celebration that coincides with
the Community Development
Week celebration in Miami Beach.
This year, National Community
Development Week will be held on
the week of April 21 - 27.
This annual national celebration
Is when entitlement cities across
the country commemorate the
myriad achievements made possi-
ble through the uae of Community
Development Block Grant (CDBG)
funds. Deadline for nominations
is March 8, 2003. Awards will be
presented April 25, 2003, during
the celebration of Community
Development Week 2003 in Miami
Beach.
"Aa it moves forward with the
third year of this successful pro-
gram, the City wants to celebrate
the important contributions that
individuals and organizations
have made to our community,"
said Miami Beach City Manager
Jorge M. Gonzalez.
The City of Miami Beach expects
to receive approximately $2.1 mil-
lion in CDBG funds for fiscal year
2003. These funds will provide
broad-baaed community services
that run the gamut from hot meals
to neighborhood revitalization;
from programs that assist the
homeless.ts child cam aervices;
from elderly services to VOCation-
al tuition waivers to home-deliv-
ered meals. The programs funded
with CDBG funds benefit one in
every eight of the City's residents.
Any Miami Beach resident, com-
pany, voluntary/non-profit or gov-
ernmental organization or agency
operating in the City of Miami
Beach can make nominatioce. A
panel comprised of members of
the Community Relations Board
reviews the nominations and
selects the award winners.

APPLICATION PERIOD FOR
FUNDING PROGRAMS
The City of Miami Be~ch announces the opening
of the application period for three funding pro-
grams: Community Development Block Grant
Program; Emergency Shelter Grants Program;
end Home Investment Partnerships Program.
Interested parties may obtain a copy of the appli-
cation materials starting Monday, February 3,
2003, after 9:00 a.m., by visiting the City of Miami

ENTRIES SOUGHT
FOR FILM AWARDS
The Florida Moving Image Archive is accepting
entries for its 15th Annual Film and Video Awards
Program.
The program recognizes excellence in film and
video production made in or about Florida. There
are leu; ~a~e~ories, which include documentaries,
new, artistic productions and productions incor-
poratin9 a~chival materials.
Each ~i,r .~ judged by a panel of local and
national jurors, who will look at content, creativi-
ty, execution and service.
The entry deadline is April 1. A nonrefundable $75
fee is required for each entry.
Awards will be presented in a ceremony in June.

FREE ASSISTANCE
AVAILABLE FOR TAX FILING
Low-income, elderly and residents who are not
English speakers can have their federal Income
tax forms completed for free as part of "The
Volunteer Income Tax Assistance" program.
The program will be available at Miami-Dade
Community College campuses.
MDCC business students will help residents with
their tax forms.
