ACTION: Discussion held. Resolution -883-28 * adopted. Motion made by Commissioner
Steinberg stating that parking should be on one side of the street only, and that City of Miami
Beach still objects to the FDOT recommendations, as this is a safety concern; seconded by
Commissioner Gross; Voice vote: 7-0. Fred Beckmann to handle.
Gus Pego, Director of Operations, District 6, Florida Department of Transportation (FDOT),
spoke.
Craig Miller, FDOT consultant, gave a presentation.
Rory Santana, FDOT traffic engineer, spoke.
Discussion held.
Barry Klein, President of the North Beach Development Corporation, spoke.
Motion made by Commissioner Steinberg that parking should be on one side of the street only,
and that the City of Miami Beach still objects to the FDOT recommendation. This is a safety
concern. Administration to issue a letter expressing the concern of the City Commission that
this is a safety concern; seconded by Commissioner Gross; Voice vote: 7-0. Fred Beckmann to
handle.

A PRESENTATION BY THE FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT) REGARDING A PROPOSED ROADWAY
SAFETY PROJECT FOR HARDING AVENUE, FROM 88TM STREET TO
75TM STREET.
As recently requested by Vice-Mayor Garcia, the Florida Department of Transportation
(FDOT) will make a presentation of the FDOT-proposed roadway safety project for Harding
Avenue, from 88~ to 75th Street. The project was developed in response to the residents'
concerns over pedestrian and traffic safety issues on the corridor, as expressed bythe City
Commission at their March 14, 2001 meeting.
The resulting FDOT study identified and analyzed four different alternative projects for
Harding Avenue, and recommended Alternative Four as the most effective at addressing
safety issues. The Miami Beach City Commission also reviewed the findings from the
FDOT study and recommended that Harding Avenue be reduced from 3 travel lanes to 2
two lanes, and if not successful in this effort, to support FDOT's Alternative Two instead of
Alternative Four. The Administration was instructed to contact FDOT and provide them a
copy of the resolution indicating the City's preference.
The FDOT received the City's resolution, but continued to recommend and support
Alternative Four, as being the best solution for improving safety on the Harding Avenue
corridor. The Administration was again instructed by City Commission to send to FDOT a
second resolution sponsored by Vice-Mayor Garcia, stating the City's desire for Alternative
Two, instead of Alternative Four, and to arrange a meeting between the Vice-Mayor and
representatives from FDOT to further discuss the safety concerns on Harding Avenue.
This meeting was held on April 22, 2003 and it was decided by all concerned parties to
allow FDOT an opportunity to present their findings and reasons for their recommendations
at the City Commission Meeting of June 11,2003. The project is preliminarily estimated to
cost around $2.4 million, and would be 100% funded and constructed by FDOT.
