Meeting Minutes
Tuesday, October 9, 2018
Members in attendance – Robin Schwartz, Cindy Brown,
Dale Stine, Gayle Durham, David Lancz, Mark Wylie,
George Neary, Alexander Palenzuela, Roger Thomson,
Craig Garmendia, (phone), Dan Rios (GMCVB), Rolando
Aedo (GMCVB), Rebecca DeVille (Terranova Corporation)
Called to order at 1:00 p.m.
Ongoing Business:
A. Approval of the July 10, 2018 minutes, Motion: George Neary, Second: Dale Stine
B. MBPD Updates – None
C. GMCVB / social media updates – Rolando Aedo introduced Dan Rios, George Neary’s
replacement at the GMCVB. Gave a quick presentation
New Business:
Members went around and introduced themselves.
A. Discussion about in person training for City employees- Robin Schwartz motioned that
the Commission put in place an in person diversity training. Dale Stine seconded. LTC
will be written. All in favor.
B. Presentation on Mobility Fee from Transportation - Lynda Westin from Transportation
gave a powerpoint presentation on the Mobility Fee that is going to go into effect.
C. Presentation from Terranova Group on art installation on Lincoln Lane - Rebecca
DeVille spoke about how the Terranova Group wants to do an art installation and they
spoke about partnering with the Committee because they heard about the art
installation the Committee wanted to have built. They want it for their opening of the
Lincoln Eatery that will be opening in December; they are willing to put up $50,000 .
Subcommittees Reports and Next Actions:
1) HRC Rating (Dale, Herb, Cindy, Liz)- 100% rating again. Discussion was held and it
was mentioned that it gets harder every year and the City needs to work to get points
on the items we have missed, not just for the points but because these are the right
things to do. We did not get points for Homeless services and Transgender services.
City Communication and Marketing Department need to do more to promote the HRC

rating. The Committee asked Morgan to reach out to the City’s Communications and
Marketing Department to plan a celebration/Press Conference.
2) LGBTQ Visibility/Marketing/ Tourism(George, Gayle, Mark, Jamie, Alex, Stephen)-
Discussion was held. Locations of the art installation were discussed at the
Neighborhood/Community Affairs Committee and they chose either Lincoln Road or
12th and Washington Avenue. It will be discussed at the Finance and Citywide Projects
Committee on October 26th in regards to funding. Commissioner Steinberg would like
to recommend $50,000. The Committee thinks $200,000-$300,000 is more reasonable.
3) Health and Wellness (Ricki, Jamie, Craig, David, Robin)- Discussion was held. The
subcommittee is looking for data sets to base work on. There is no data based on
sexual orientation. Suicide rates are higher in all categories. Craig spoke about asking
the City ask for data on LGBTQ folks nationally and in the State of Florida. Healthy
People 2020 will not ask SOGI questions. The subcommittee will wait until after the
election to determine what steps to take. Craig will be taking the lead on the
Committee. Will remove Robin and David.
4) New subcommittee on housing was created- includes George, Robin, and Cindy
5) New Ad hoc subcommittee for Terranova art installation- includes George, David, and
Gayle
