MIAMI BEACH REDEVELOPMENT AGENCY
REPEALING RESOLUTION NO. 186-94 WHICH
DECLARED ACQUISITION OF THE
SHORECREST HOTEL LOCATED AT 1535
COLLINS AVENUE TO BE A PUBLIC
NECESSITY AND AUTHORIZED THE
ACQUISITION OF THE SHORECREST BY
PURCHASE, DONATION OR THE FILING OF
EMINENT DOMAIN PROCEEDINGS.
WHEREAS, on December 14, 1994 the Chairman and Miami Beach Redevelopment
Agency adopted Resolution No. 186-94 of the Miami Beach Redevelopment Agency which
declared acquisition of the Shorecrest Hotel located at 1535 Collins Avenue to be a public
necessity and authorized the Redevelopment Agency to acquire the Shorecrest by
purchase, donation or the filing of eminent domain proceedings for use in the City
Center/Historic Convention Village Redevelopment and Revitalization Area; and
WHEREAS, the Chairman and Redevelopment Agency now find that acquisition of
the Shorecrest Hotel at this time is not a public necessity in conjunction with the City
Center project and is not in the best interests of the City; and
WHEREAS, if the Chairman and Redevelopment Agency find at a future date that
acquisition of the Shorecrest Hotel is a public necessity, they may, at that time, adopt a
new Resolution authorizing acquisition of the Shorecrest Hotel.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND MIAMI
BEACH REDEVELOPMENT AGENCY that Resolution No. 186-94 attached hereto as
Appendix "A" and incorporated herein, which authorized the acquisition by the
Redevelopment Agency of the Shorecrest Hotel is hereby repealed.

WHEREAS, the City of Miami Beach is proceeding with its goal for economic stimulation
and development by constructing convention quality hotels and an appropriate Request for Proposals

addressing and further detailing same has been issued, with bids received, and negotiations underway;
and
WHEREAS, for the purpose of realizing the type of hotel developments contemplated by
Request for Proposals, the City must acquire the property known as the Shorecrest Hotel located at
1535 Collins Avenue. Miami Beach. Florida, (the "Shorecrest Site")~ and
WHEREAS, the Mayor and the City of Miami Beach Commission by Resolution No. 92-
20646 and the Dade County Commission by Resolution No. R-14-93 declared the area known as the
City Center/Convention Village which includes the Shorecrest Hotel to be a Redevelopment Area in
which conditions of slum and blight have been demonstrated~ and
WHEREAS, the Mayor and the City of Miami Beach Conunission acting as the Miami Beach
Redevelopment Agency have adopted a redevelopment plan for the area known as the City
Center/Convention Village; and
WHEREAS, acquisition is a remedy to eliminate slum and blight and preserve historic
properties by undertaking the necessary efforts to redevelop them according to approved plans~ and
WHEREAS, the Shorecrest has been designated by the City of Miami Beach in the City's
Historic Properties Data Base as a contributing building in the Ocean Drive/Collins Avenue Local
Historic Dislrict; and . .
\VHEREAS, the Summary of Findings Pertaining to Proposed Convention Headquarter
Hotels in Miami Beach, Florida. dated March, 1990, prepared by Laventhol & Horwath and the
Miami Beach Convention Village. Phase One: Convention Hotel Compatibility Study dated
September, 1992, prepared by Wallace, Roberts & Todd, Zyscovich, Inc., Kenneth Leventhal & Co.,
Hardy, Holzman Pfeiffer Associates and other studies detennined that in order for the Miami Beach
Convention Center to survive, convention hotels supporting the Convention Center were necessary
in the immediate area; and
WHEREAS, the Miami Beach Redevelopment Agency finds, determines and declares that
the acquisition of the Shorecrest is a public necessity and is necessary, practical and in the best
interest of the City of Miami Beach; and
WHEREAS, the Executive Director of the Agency recommends that the Miami Beach
Redevelopment Agency authorize the Agency attorney to institute eminent domain proceedings on
the aforementioned property; and
\VHEREAS, the Miami Beach Redevelopment Agency finds, determines and declares that
It IS necessary to acquire fee simple title to the Shorecrest property for use in the City
Center/Convention Village Redevelopment Project; and

WHEREAS, the Miami Beach Redevelopment Agency finds, determines and declares that
the acquisition of the Shorecrest by purchase, donation, or eminent domain proceedings including
declaration of taking is for the public use and benefit.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND THE
MIAMI BEACH REDEVELOPMENT AGENCY, that:
1. The Miami Beach Redevelopment Agency finds, determines, and declares that those
matters set out in the foregoing recitals are true and correct, and they are hereby incorporated as a
portion of this Resolution.
2. The recommendation of the Executive Director of the Agency that the Agency's
attorney institute condemnation proceedings in order to acquire the parcel described hereinbelow for
the City Center/Convention Village Project is hereby accepted and approved.
3. The Miami Beach Redevelopment Agency declares that it is necessary to acquire fee
simple title to:

RECOMMENDATION:
It is recommended that the Miami Beach Redevelopment Agency Board
adopt the attached resolution which repeals Resolution No. 186-94
which declares the acquisition of the Shorecrest Hotel, 1535
Collins Avenue to be a public necessity and authorizes the
Redevelopment Agency to institute eminent domain proceedings on the
property to acquire fee simple title to same for use in the City
Center/Historic Convention Village Redevelopment and Revitalization
Area.
ANALYSIS:
On December 21, 1994, the Mayor and City Commission approved
Resolution No. 94-21432 ratifying Resolution No. 186-94 of the
Miami Beach Redevelopment Agency declaring acquisition of the
Shorecrest Hotel, 1535 Collins Avenue, to be a public necessity and
authorizing the Redevelopment Agency to institute eminent domain

proceedings on the property to acquire fee simple title to same for
use in the City Center/Historic Convention Village Redevelopment
and Revitalization Area (CC/HCV). Further, on January 4, 1995
the Mayor and City Commission adopted Ordinance No. 95-2967 which
authorized the acquisition through filing of eminent domain
proceedings of the Shorecrest Hotel and declared said acquisition
to be a public necessity in conjunction with the project known as
the City Center/Historic Convention Village Redevelopment and
Revitalization Area.
This property, in conjunction with the adjacent Royal Palm Hotel
property, had been identified as the site for the development of an
African-American owned convention-quality hotel by the HCF Group,
Inc. (HCF) in its joint development proposal with Sheraton Hotels.
However, since that arrangement did not come to fruition and HCF
has been seeking alternative partners which will most likely result
in a smaller, scaled back hotel development project, the Shorecrest
Hotel site is not needed at this time.
Therefore, the Agency Board now finds that acquisition of the
Shorecrest Hotel at this time is not a public necessity in
conjunction with the CC/HCV project and is not in the interests of
the City of Miami Beach. However, if the Agency Board finds at a
future date that acquisition of the Shorecrest Hotel is a public
necessity, they may, at that time, adopt a new resolution making
such finding and authorizing acquisition of the Shorecrest Hotel
through the filing of eminent domain proceedings.
CONCLUSION:
The Agency Board should adopt the attached resolution which will
repeal Resolution No. 186-94 calling for the filing of eminent
domain proceedings regarding the Shorecrest Hotel, located at 1535
Collins Avenue, and declaring the acquisition to be a public
necessity.
