210A-95 RDA RESOLUTION NO. 2 1 OA..... 95 A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY ACCEPTING THE REPORT AND RECOMMENDATION OF THE PROPOSAL REVIEW COMMITTEE; APPROVING DISPOSmON OF PROPERTIES TO PORTOFINO ENTITlES; REJECTING OTHER PROPOSALS AND NOTICING ITS INTENT TO ACCEPT PORTOFINO'S PROPOSAL. WHEREAS, on June 22, 1995 the Redevelopment Agency advertised a Notice of Proposed Property Disposition and invited proposals therefor, pursuant to Section 163,380, Florida Statutes, regarding the potential disposition of certain properties in the Redevelopment Area as described on Exhibit "A" hereto (the "Properties"); and WHEREAS, the Proposal Review Committee reviewed such proposals as were submitted and recommend the proposal of the Porto fino Entities; and WHEREAS, the Redevelopment Agency accepts the report and recommendation of the Proposal Review Committee and desires to give notice of its intent to accept the proposal of the Portofino Entities, subject to the approval of the Development Agreement. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY that the Chairman and Members of the Miami Beach Redevelopment Agency hereby: (1) accept the report and recommendation of the Proposal Review Committee; (2) approve disposal of the Properties to the Porto fino Entities substantially in accordance with the proposal submitted by the Porto fino Entities, subject to the approval of the final form of the proposed Development Agreement with the Portofino Entities; (3) reject all other proposals; and, (4) give notice of its intent to accept the Portofino Entities' proposal in accord with Section 163.380, Florida Statutes. TO: SUBJECT: RECOMMENDATION The Administration and City Attorney/General Counsel recommend that the property advertised in accordance with Section 163.380, Fla.Stat., on June 22, 1995, be disposed of in accordance with the response ~ubmitted on July 24, 1995 by the Portofino Group, subject to the approval of a development agreement with the Portofino Entities. BACKGROUND In response to the aforementioned advertisement three bids were received. The responders were: 1) Maximo Alfredo Ramos; 2) Micky Biss; and 3) Portofino Group All three bids were reviewed in terms of the criteria established in State Statute 163.380. These criteria include . uses specified in the redevelopment plan . obligation to provide public improvements within a reasonable time S()lJDi f)()I~ Vedevelvpment Ulstr1ct Cln' Cr:~r:l? l?edevelvpment UistJict AGENDA ITEM 2-0-(2) July 26, 1995 · value in public interest for uses in accordance with the redevelopment plan The redevelopment plan states four major goals: 1) to reestablish the area as an economically viable and functionally diverse urban neighborhood/resort community 2) to involve minimum relocation and condemnation 3) to enhance the diversity of form and activity through the use of established planning and design principles 4) to create a traffic system that adequately serves both through and local traffic needs of the area ANALYSIS With these criteria and goals in mind, the RFP Review Committee consisting of Harry Mavrogenes, John Dellagloria and Marla Dumas determined that the Portofino Group bid best advances the redevelopment of the area and thus is in the public interest. Specifically, this proposal responds to all of the properties in the RFP. The long term benefits will result in ownership of ten acres of public land, construction of public improvements, establishment of design guidelines and commitments to public parking. Additionally, acceptance of this proposal will avoid approximate costs of $40 million dollars. CONCLUSION It is recommended that the Chairman and Secretary of the Agency Board execute the attached Resolution authorizing an agreement with the Portofino entities for the disposition of property in the South pointe Redevelopment Area in accordance with the Section 163.380, Fla.Stat., subject to the approval of a development agreement with the Portofino Entities.
