97-22418 RESO RESOLUTION NO. 97-22418 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING $15.00 OF THE PREVIOUSLY APPROVED $30.00 RATE INCREASE IN MONTHLY PARKING PERMIT FEES AT THE CITY-OWNED SURFACE LOT AT COLLINS AVENUE AND 46TH STREET, EFFECTIVE IMMEDIATELY, UNTIL OCTOBER 1, 1998. WHEREAS, on March 18, 1997, the Mayor and City Commission adopted a $50.00 p ~r month, plus tax, Uniform Monthly Parking Program; and WHEREAS, the Uniform Monthly Parking Program was implemented Citywide on \1: y 1, 1997; and WHEREAS, the City has subsidized parking at the City-owned surface lot at Collins A v.~m Ie and 46th Street, (the lot) at a monthly rate of $20.00, plus tax, for more than ten (10) years; an j WHEREAS, the Administration believes that this subsidy of parking in the lot should en 1; and WHEREAS, the City recognizes the potential impact of the immediate increase in tl.e monthly parking rate with respect to the users of the lot; and NOW, THEREFORE, BE IT DUL Y RESOL VED BY THE MAYOR AND ClT Y COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a waiver of$15,(10,)f the previously approved $30.00 increase in the monthly parking rate at the Collins Avenue and 46 h Street lot, shall be effective immediately, until October 1, 1998. ADMINISTRATION RECOMMENDATION Approve the Resolution. BACKGROUND On March 18, 1997, the Mayor and City Commission adopted a $50.00 per month plus tax, Uniform Month y Parking Program. The recommended and adopted rate, and lot-specific nature of the program, was basd on two factors: (1) a South Florida survey of monthly parking rates charged in neighboring municipalitie:; and (2) recommendations contained in the Lockheed Report on Parking of March 1995. Previously, the] e was no established policy or procedure in place to address monthly parking rates in municipal facilities, ar d parking permits and spaces were assigned without consideration of the effect that reserved and permittd spaces had on the availability of parking for the public. ANALYSIS The Administration believes that the recommendation for the Uniform Monthly Parking Program at a ra e of $50.00 plus tax per month -and the lot-specific nature of the program-, and the Mayor and Cil y Commission's adoption of this rate was correct. The City of Miami Beach has subsidized parking fIr employees of hotels in this area using the 19-X facility for more than 10 years by charging $20 per monf l. In those 10 years, there has never been an increase. At that rate, recipients of the permits paid an avera! e of $0.90 per working day (calculated at an average of22 working days per month), while taking up 4C 0 spaces (for three employee shifts) of an available total of 485 parking spaces. Although not all 400 pal k in the lot at once, physical counts have shown that anywhere from 160-200 permits between the two month y permit users in this facility.are in the lot at any given time. The Administration believes that the City's long-time subsidy of parking in this facility should en!. However, due to the impact of the increase in the monthly parkirig program for hotel workers, many l,f whom are minimum wage earners, and recognizing the potential impact of the increase on their livelihood;, the Administration is recommending a two-step increase in the price of the monthly parking permit~ D.r AGENDA ITEM R~t\ \ ~-~n- DATE these hotel employees. The Administration recommends a waiver of$15.00 of the previously approvtd $30.00 increase, effective immediately, until October 1, 1998. It should be noted that, in discussing He Uniform Monthly Parking Program with the management of the Fontainbleau Hilton and the Eden R( c hotels, they expressed concern with the magnitude of the increase; Fontainebleau's management SUpp(lirt~ i an incremental or step increase for this facility. The recommended change in the adopted Uniform Monthly Parking Program price of $50.00 to a k:SSI r amount for permit holders in this specific lot has financial implications. By waiving $15.00 of the rae increase for 15 months (June 4, 1997-0ctober 1, 1998) there is a loss of $6,000/month, or $90,000.(10 ! n permit revenue, for this lot. The Parking Department and the Miami Beach Transportation Management Association are working Wil, h both hotels toward developing ride-share programs and van pool programs to help hotel employees to lowlr both their transportation and parking costs, and to effectively lessen the need for 400 permits in this poputer beach front municipal parking lot. CONCLUSION The newly adopted Uniform Monthly Parking Program was implemented as a tool to better managt: tl e City's limited parking supply, and to establish a uniform monthly rate for employers and employees. n e lot-specific program has had positive results in the central business districts of the City, where demand s greatest, because it has freed up parking for the public that was previously encumbered by permit parl:in~. The Administration believes that the current demand on the 19-X (Collins Avenue and 46th St"ee) municipal parking lot can handle 400 monthly permit parkers because workers use the lot in three sbift i; and recommends a two-step increase in the price of parking as a reasonable approach that recognizes tl e impact that the rate increase could have on the lives of these employees.
