Morales, City Manager DATE: December 21, 2018 SUBJECT: NORTHBOUND ROAD CLOSURE — PINE TREE DRIVE: 2-DAY CONTINUOUS CLOSURE FOR CRANE SETUP TO REMOVE AND REPLACE COOLING TOWERS ATOP THE TOWER FORTY ONE CONDOMINIUMS The purpose of this LTC is to update the Mayor and City Commission on the pending approval of a road closure request submitted by Allegiance Crane on behalf of Tower Forty One Condominium Association, located at 4101 Pine Tree Drive. The Administration has received a road closure request submitted by Allegiance Crane, and approved by the State of Florida Department of Transportation (FDOT) under Lane Closure permit number 19778, and Miami Dade County Public Works (MDCPWD) under Design Review number 2019000252. The purpose of the requested road closure is to be able to remove and replace the cooling towers for Tower Forty One located at 4101 Pine Tree Drive. The proposed Maintenance of Traffic (MOT) plan involves full closure of the northbound travel lanes of Pine Tree Drive between 41St and 42nd Streets. Motorists traveling northbound on Pine Tree Drive will be forced to detour west to Sheridan Avenue to 44th Street, and continue north on Pine Tree Drive. Access will be maintained to the Simkins Family Jewish Community Center and neighboring properties via 44th Street. Two-way traffic MOT will be in place in the northbound lanes of Pine Tree Drive between 42nd and 44th Streets, with Off Duty Police Officers strategically placed as illustrated on the attached MOT plans. The Contractor and Condominium Association have been working closely with the City, FDOT and MDCPWD for some time now to procure all necessary permitting, and select the best timeframe to accomplish this replacement. The height of the existing structure, location of the cooling equipment and topography of the site creates an extremely challenging situation, where a 300-Ton crane has to be utilized to get the job done. Given the impacts to Pine Tree Drive, staff and contractor have coordinated to schedule the work to occur December 26, 2018 and December 27, 2018. Given that Public Schools will be on their winter vacation, lower volumes are anticipated in the area.
