A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CREATION OF AN
ADDITIONAL CAPTAIN'S POSITION WITH THE MIAMI BEACH POLICE
DEPARTMENT, FOR THE PURPOSE OF OVERSEEING THE
ENTERTAINMENT DISTRICT DURING THE EVENING AND OVERNIGHT
HOURS; AND FURTHER RECOGNIZING THAT SUCH NEW POSITION
SHALL BE FUNDED BY EXISTING FISCAL YEAR 2018-2019 FUNDS.
WHEREAS, in the City of Miami Beach, and in most major urban centers, the entertainment
district has a high concentration of residents, tourists and visitors in often overcrowded venues,
which contributes to a higher call volume, the potential for an increase in criminal activity and
various enforcement challenges for the Police Department; and
WHEREAS, in an effort to maximize public safety, maintain residents' quality of life and
support local business, the Miami Beach Police Department created a new Entertainment
District/Area 4 patrol command two years ago, which is supervised by a Police Captain who
oversees Police Department resources deployed in the Entertainment District; and
WHEREAS, that Captain has ably fulfilled this assignment, but the Entertainment District is
a constant challenge and one individual cannot be present at all times; and
WHEREAS, during the October 31, 2018 Neighborhood and Community Affairs Committee
meeting, the Miami Beach Police Department, with the support of the City Manager, proposed to
use existing 2018-2019 fiscal year funds to add one Captain position to the Police Department's
command staff so that an executive leader can be assigned to the Entertainment District during the
evening and overnight hours, with a particular emphasis on weekend presence and coverage; and
WHEREAS, an additional Captain will be able to administer and follow up on all active
police anti-crime initiatives, maintain and foster community partnerships, coordinate the delivery of
city services, and report daily to the Police Chief and City Manager on any overnight developments
or issues in the Entertainment District; and
WHEREAS, the Fraternal Order of Police and the Ocean Drive Association have both
expressed support for this initiative, and the Neighborhood and Community Affairs Committee
recommended approval of this proposal by the City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby authorize the creation of an additional Captain's position with the Miami Beach Police
Department, for the purpose of overseeing the Entertainment District during the evening and
overnight hours; and further recognize that such position shall be funded by existing fiscal year
2018-2019 funds.

THE PURPOSE OF OVERSEEING THE ENTERTAINMENT DISTRICT DURING
THE EVENING AND OVERNIGHT HOURS; AND FURTHER RECOGNIZING THAT
SUCH NEW POSITION SHALL BE FUNDED BY EXISTING FISCAL YEAR 2018-
2019 FUNDS.
RECOMMENDATION
Policing in entertainment districts is a challenging task in any major urban center. Factors including a
high concentration of residents, tourists and visitors in often overcrowded venues, contribute to
higher call volume and the potential for increases in crime as well as quality-of-life and enforcement
challenges.
In an effort to maintain residents' quality of life, support local business, and maximize public safety,
the Miami Beach Police Department two years ago created a new "Area 4/Entertainment District"
patrol command, supervised by a Captain who is charged with overseeing all resources deployed in
the area. Captain Ian Robinson has ably fulfilled this assignment and coordinates all police activity
while also broadening relationships with the business community.
Making the Entertainment District safer while improving tourists', visitors', and residents' experiences
has been a discussion topic at many City Commission and Committee meetings in the past two years.
During the most recent Neighborhood and Community Affairs Committee (NCAC) meeting, on
October 31, 2018, Police Chief Daniel Oates pointed out that policing the Entertainment District is a
24-hour challenge and that one police executive cannot possibly be present seven days per week.As
an alternative, Chief Oates, with the support of the City Manager, recommended the addition of one
Captain position to the Police Department's Command Staff so that an executive leader can be
assigned to the Entertainment District full time during evening/overnight hours, with a particular
emphasis on weekend presence and coverage.
This additional Captain would serve as the Area 4 Captain's alter-ego/representative during the
evening/overnight hours. His/her duties would include: following up on all active police anti-crime
initiatives; maintaining and fostering community partnerships; coordinating the delivery of all city
services within the Entertainment District; and reporting daily to the Police Chief and City Manager
on any overnight issues or developments. The Police Department would use existing 2018-2019
fiscal year funds for this additional position.

The Fraternal Order of Police (FOP) and the Ocean Drive Association have expressed support for
this initiative.At the October 31, 2018 NCAC meeting, the Committee recommended approval of this
proposal by the entire Commission. Following this support by NCAC, the MBPD seeks approval from
the Mayor and City Commission to move forward with the creation of this new Captain position for the
Entertainment District, using existing 2018-2019 fiscal year funds.
