2018-30642 Resolution RESOLUTION NO. 2018-30642 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE SUSTAINABILITY AND RESILIENCY COMMITTEE TO PROCEED WITH PROCUREMENT OF DEDICATED PORTABLE GENERATORS FOR THE TWO (2) STORMWATER PUMP STATIONS FOR THE SUNSET ISLANDS 3 AND 4 RIGHT-OF-WAY NEIGHBORHOOD IMPROVEMENTS PROJECT. WHEREAS, on September 10, 2014, the Mayor and City Commission adopted Resolution No. 2014-28749, pursuant to Request for Proposals No. 2014-051-SR, authorizing the Mayor and City Clerk to execute an agreement with Ric-Man International, Inc., for design- build services for Neighborhood No. 8: Sunset Islands 3 and 4 Right-of-Way Infrastructure Improvements (the "Project"); and WHEREAS, the scope of the Project consists of the design and construction for the earthwork, pavement reconstruction, overhead utility undergrounding, sidewalk construction, water main improvements, water meter replacement, storm drainage infrastructure installation, sanitary sewer main and structure lining, new conduits, conductors and service point for the existing street lights, and streetscape/planting improvements; and WHEREAS, on July 25, 2018, the Mayor and City Commission approved funding, in the amount of $1,200,000.00, for permanent auxiliary power generators to provide a consistent power supply to both of the stormwater pump stations for Sunset Islands 3 and 4; and WHEREAS, on August 28, 2018, the Board of Directors for the Homeowner's Association of Sunset Islands 3 and 4 requested that the City obtain dedicated portable generators for Sunset Islands 3 and 4, and for the City to investigate alternatives for back-up power to the pumps and the generators; and WHEREAS, on September 12, 2018, the Mayor and City Commission referred the item to the Sustainability and Resiliency Committee; and WHEREAS, on October 30, 2018, the Sustainability and Resiliency Committee recommended proceeding with the procurement of dedicated portable generators for two (2) stormwater pump stations for Sunset Islands 3 and 4, highlighting the unanimous decision by the Board of Directors for the Homeowner's Association of Sunset Islands 3 and 4. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby accept the recommendation of the Sustainability and Resiliency Committee to proceed with procurement of dedicated portable generators for the two (2) stormwater pump stations for the Sunset Islands 3 and 4 Right-of-Way Neighborhood/ Improvements Project. Morales, City Manager DATE: December 12, 2018 SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE SUSTAINABILITY AND RESILIENCY COMMITTEE TO PROCEED WITH PROCUREMENT OF DEDICATED PORTABLE GENERATORS FOR THE TWO (2) STORMWATER PUMP STATIONS FOR THE SUNSET ISLANDS 3 AND 4 RIGHT- OF-WAY NEIGHBORHOOD IMPROVEMENTS PROJECT. RECOMMENDATION The Administration recommends adopting the Resolution. ANALYSIS On September 10, 2014, the Mayor and City Commission adopted Resolution No. 2014-28749, pursuant to Request for Proposals No. 2014-051-SR, authorizing the Mayor and City Clerk to execute an agreement with Ric-Man International, Inc. (RMI), for design-build services for Neighborhood No. 8: Sunset Islands 3&4 Right-of-Way(ROW) Infrastructure Improvements. The scope of this Design-Build project consists of the design and construction, associated with the earthwork, pavement reconstruction, overhead utility undergrounding, sidewalk construction, water main improvements, water meter replacement, storm drainage infrastructure installation, sanitary sewer main and structure lining, new conduits, conductors and service point for the existing street _ lights and streetscape/planting improvements. , The project is now almost complete with the two (2) stormwater pump stations in operation and the final lift of asphalt installed. The only remaining item is the tree installation to mitigate the lost canopy and landscaping in the Sunset Lake Park, which will begin shortly. On July 25, 2018, the Mayor and City Commission approved funding in the amount of $1.2M for permanent auxiliary power generators, to provide a consistent power supply to both of the stormwater pump stations. The City has requested that the Design-Build Firm submit a proposal for the design, permitting, procurement and installation of a generator for each of the two (2) pump stations. On August 28, 2018, the Board of Directors of Sunset Islands 3 & 4 Property Owners requested, through a resolution (Attachment A) that the City obtain dedicated portable generators for Sunset Islands 3 & 4 and to also investigate other alternatives for back-up power to the pumps and the generators. On September 12, 2018, the Mayor and City Commission referred the item to the Sustainability and Page 776 of 1751 Resiliency Committee. On October 30, 2018, the Sustainability and Resiliency Committee recommended proceeding with procurement of dedicated portable generators for two (2) stormwater pump stations for Sunset Islands 3 and 4, while highlighting the unanimous decision by the Homeowner's Association Board. CONCLUSION The Administration recommends that the Mayor and City Commission adopt the resolution. Legislative Tracking Capital Improvement Projects ATTACHMENTS: Description o Attachment A ❑ Resolution Page 777 of 1751 Attachment A SUNSET ISLANDS 3 AND 4 BOARD MEETING 8/28/18 (a) 6:00 pm The following motion was duly made and seconded and approved unanimously: The Board of Directors of Sunset Islands 3 & 4 Property Owners, Inc. hereby authorizes the President and the Construction and Capital Improvements Committee of the Board to work with the City to obtain exclusive portable generators for Sunset Islands 3 & 4 and to also investigate other alternatives for back-up power to the pumps and the generators and to report acceptable alternative solutions back to the Board for consideration as quickly as possible. The Board accepts the approximate $1.2 million that the City has contemplated for generators for Sunset Islands 3 & 4 or any other means of providing back up power to the storm water pumps on Sunset Islands 3 & 4. Although we appreciate the City's offer, at this time the Board of Directors of Sunset Islands 3 & 4 Property Owners, Inc. rejects the permanent generator solution as presented by the City to power the pumps on Sunset Islands 3 and 4.'
