A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND CITYWIDE PROJECTS COMMITTEE, AT ITS NOVEMBER 30,
2018 MEETING, AND AUTHORIZING THE ADMINISTRATION TO WORK
WITH NORTH BEACH TOWN CENTER DEVELOPMENT, LLC (DEVELOPER)
TO IDENTIFY A MUTUALLY AGREEABLE OUTSIDE CONSULTANT TO
PERFORM, AT DEVELOPER'S SOLE COST AND EXPENSE, AN ECONOMIC
IMPACT STUDY OF DEVELOPER'S PARKING GARAGE/RETAIL
DEVELOPMENT PROPOSAL INVOLVING CITY-OWNED PARKING LOTS IN
NORTH BEACH.
WHEREAS, at its November 30, 2018 meeting, the Finance and Citywide Projects
Committee (FCWPC) voted in favor of the City Administration working with North Beach Town
Center Development, LLC, (Developer) to identify a mutually agreeable outside consultant to
perform, at Developer's sole cost and expense, an economic impact study for Developer's
parking garage/retail development proposal involving City-owned lots in North Beach; and
WHEREAS, this study will be utilized by the FCWPC, in part, to evaluate the economic
value of the proposed development and determine whether or not to recommend proceeding
with the project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Citywide Projects
Committee, at its November 30, 2018 meeting, and authorize the Administration to work with
North Beach Town Center Development, LLC (Developer) to identify a mutually agreeable
outside consultant to perform, at Developer's sole cost and expense, an economic impact study
of Developer's parking garage/retail development proposal involving City-owned parking lots in
North Beach.

2018 MEETING, AND APPROVING THE CITY TO JOINTLY ENGAGE, ALONG
WITH NORTH BEACH TOWN CENTER DEVELOPMENT, LLC (DEVELOPER), AT
DEVELOPER'S SOLE COST AND EXPENSE, A MUTUALLY AGREEABLE
OUTSIDE CONSULTANT TO PERFORM AN ECONOMIC IMPACT STUDY
REGARDING THE PARKING GARAGE/RETAIL DEVELOPMENT PROPOSAL,
INVOLVING CITY-OWNED PARKING LOTS IN NORTH BEACH.
RECOMMENDATION
Adopt the Resolution.
ANALYSIS
At its November 30, 2018 meeting, the Finance and Citywide Projects Committee (FCWPC)voted in
favor of approving the City to jointly engage, along with North Beach Town Center Development,
LLC, (Developer), at Developer's sole cost and expense, a mutually agreeable outside consultant to
perform an economic impact study regarding the parking garage/retail development proposal,
involving City-owned lots in North Beach. This study will be utilized by the FCWPC, in part, to
determine the economic value of the proposed development, and whether to recommend proceeding
with the project.
CONCLUSION
The Administrations recommends the Mayor and City Commission adopt the Resolution, accepting
the recommendation of the Finance and Citywide Projects Committee, and approving the City to
jointly engage, along with North Beach Town Center Development, LLC (Developer), at Developer's
sole cost and expense, a mutually agreeable outside consultant to perform an economic impact study
regarding the parking garage/retail development proposal, involving City-owned lots in North Beach.
