2018-30629 Resolution RESOLUTION NO. 2018-30629 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, TO AUTHORIZE NEGOTIATIONS RELATING TO REQUEST FOR QUALIFICATIONS NO. 2018-327-KB, FOR WASHINGTON AVENUE CORRIDOR CONCEPTUAL DESIGN PLAN; AUTHORIZING THE • ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH ZYSCOVICH, INC.; FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH ZYSCOVICH, INC., AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH BROOKS + SCARPA ARCHITECTS, INC.; FURTHER, IF THE ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH BROOKS + SCARPA ARCHITECTS, INC., AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH GEHL STUDIO INC.; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. WHEREAS, on July 25, 2018, the Mayor and City Commission authorized the issuance of Request for Qualifications (RFQ) 2018-327-KB for Washington Avenue Corridor Conceptual Design Plan; and WHEREAS, RFQ responses were due and received on September 17, 2018; and WHEREAS, the City received proposals in response to the RFQ from the following six (6) firms: Arquitectonica GEO Corporation; Brooks + Scarpa Architects, Inc.; Eastern Engineering Group Company; Gehl Studio Inc.; The Street Plans Collaborative, Inc.; and Zyscovich, Inc.; and WHEREAS, on November 14, 2018, Eastern Engineering Group Company notified the City of their withdrawal of their proposal submission; and WHEREAS, an Evaluation Committee appointed by the City Manager pursuant to LTC# 598-2018 convened on November 20, 2018, to consider the responsive proposals received; and WHEREAS, the Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information on the scope of services and a copy of each proposal; and WHEREAS, the Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ; and WHEREAS, the evaluation process resulted in the ranking of proposers as follows: Zyscovich, Inc., was the top ranked proposer, Brooks + Scarpa Architects, Inc. as the second ranked proposer, Gehl Studio Inc. as the third ranked proposer, Arquitectonica GEO Corporation as the fourth ranked proposer, and The Street Plans Collaborative, Inc. as the fifth ranked proposer; and WHEREAS, after reviewing all of the submissions and the Evaluation Committee's rankings and commentary, the City Manager concurs with the Evaluation Committee and recommends the authorizations of negotiations with Zyscovich, Inc., as the best qualified firm for the Washington Avenue Corridor Conceptual Design Plan. RECOMMENDATION Adopt the Resolution. ANALYSIS The City of Miami Beach sought proposals from urban design firms to analyze and assess the Washington Avenue corridor in order to create a conceptual design plan that seeks to increase vibrancy and attractiveness, promote pedestrian activity and connectivity between neighboring streets and local cultural anchors. Washington Avenue is a critical commercial corridor in South Beach; recently, a Business Improvement District was formed for Washington Avenue, with the goal to better improve the district through infrastructure and programming initiatives that will help increase economic vitality and vibrancy along the corridor. The BID is seeking to find creative interventions that allow for residents and tourists to gather and activate the corridor throughout the day and evening hours. The purpose of this scope of work is to create a comprehensive vision and identity for Washington Avenue that promotes pedestrian activity and supports the principles of creative placemaking, with a focus on both tourist and resident uses and gathering spaces in the corridor. Additionally, this work should incorporate recommendations for the newly created Business Improvement District that address marketing, branding, and event programming in service of a larger vision for the corridor. The plan needs to reflect and use the prior Washington Avenue 2015 Master Plan recommendations along with the 2016 City of Miami Beach Transportation Master Plan goals for Washington Avenue. The Committee was comprised of Jose Gonzalez, Director, Transportation Department, City of Miami Beach; Rodney Knowles, Greenspace Division Director, Public Works Department, City of Miami Beach; Marc Lawrence, Board Member, Washington Avenue Business Improvement District (BID); Andrew Resnick, Chair, Washington Avenue Business Improvement District (BID); Heather Shaw, Acting Director, Tourism, Culture, & Economic Development Department, City of Miami Beach; Debbie Tackett, Chief of Historic Preservation, Planning Department, City of Miami Beach; and Elizabeth Wheaton, Director, Environment & Sustainability Department, City of Miami Beach. The Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law. The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ. The evaluation process resulted in the scoring of proposals received as follows (Attachment A): 1st-Zyscovich, Inc. 2nd- Brooks+ Scarpa Architects, Inc. 3rd- Gehl Studio Inc. 4th-Arquitectonica GEO Corporation 5th-The Street Plans Collaborative, Inc. A brief description of the top three ranked proposers, as provided in their response to the RFQ, follows. Zyscovich. Inc. Zyscovich Architects is a 120+-person integrated Urban Design, Architecture and Interior Design firm headquartered in downtown Miami with additional offices in Orlando, West Palm Beach, New York City, and Bogota, Colombia. The firm has garnered a national reputation for its expertise in the area of market-based design solutions, as well as for the creative and implementable strategies it brings to complex redevelopment master plans and urban design projects. Over the past 41 years, the firm has produced numerous master plans and urban design regulations that successfully integrate visioning and design concepts with the needs of the local economy and the desires of the community. The firm has provided these services to both the public and private sectors—locally, nationally and internationally. As a firm that has produced varied scales of urban designs and master plans in diverse cities throughout the country, Zyscovich brings a breadth of knowledge on current effective processes and creative tools that can shape the public realm through carefully crafted guidelines. Its team has in- depth knowledge and a solid understanding of urban planning, code writing, municipal code implementation, and how to effectively integrate multiple districts, agencies, institutions and priorities into a coherent vision. In 2014, we established two offices in San Francisco and New York, enabling us to work more closely with clients and collaborators in the U.S. We are pleased to partner with Alta Planning on this project. Building on 40 years of public life research, two-decades of people first planning and design, Gehl has played an important role in the transformation of streets, neighborhoods, and entire cities through the lens of 'making cities for people.' Our combination of strategic planning and policy expertise with iterative placemaking tools is a powerful combination for the challenges that cities face today. Ultimately, the placemaking process is about people: involving more of them in the creative process, taking outreach to where they already are, and giving more of them ways to "own" their public spaces. The Alta team (subconsultant) has unparalleled experience in active transportation and multimodal planning, design, engineering, and programs in communities and regions of all scales. Their team is at the forefront of the industry when it comes to transportation innovation and implementation. Alta helps their clients innovate on a daily basis, implementing the "first-of-its-kind" bike share system, Complete Streets, protected bikeways, or parklets. Every city is unique, but we can apply our experience tackling the same transportation challenges in cities across the country and globally to each new place where we work. On Washington Avenue, Gehl will pair Ma's expertise in transportation with Gehl's 'people-first' approach, and experience implementing tactical urbanism projects, to engage the community and cultivate a vibrant public realm along Washington Avenue. Gehl will build on recent experience working together, in June 2018, to create a vision and guiding principles for a vibrant 41st street in the City of Miami Beach. CONCLUSION After reviewing all of the submissions and the Evaluation Committee's rankings and commentary, I concur with the Evaluation Committee and find Zyscovich, Inc. to be the best qualified firm for the project. Zyscovich, Inc. offered a team that understands the challenges of our City and delivered an approach that is bold with an amazing vision. Its vision for how it would approach this project can provide a strong connection between where the City was, is, and what we want to become. it is • important to note that Zyscovich went above and beyond by considering the project impact outside of Washington Avenue corridor and looked into associations with Collins Avenue, Ocean Drive and the residential neighborhoods. Finally, it has partnered with a team of equal superior sub-consultants for the project for the landscape, civil and economic and market assessment components. For the reasons stated herein, I recommend that the Mayor and City Commission approve the Resolution authorizing the Administration to enter into negotiations with Zyscovich, Inc.; and, if the Administration is not successful in negotiating an agreement with Zyscovich, Inc., authorizing the Administration to enter into negotiations with Brooks + Scarpa Architects, Inc.; and, if the Administration is not successful in negotiating an agreement with Brooks + Scarpa Architects, Inc.; authorizing the Administration to enter into negotiations with Gehl Studio Inc.; and further authorizing the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiations by the Administration.
