2018-30618 Resolution RESOLUTION NO. 2018-30618 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT FUNDING (INCLUDING MATCHING FUNDS AND FOR ANY RELATED CITY EXPENSES), AND TO EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES, FLORIDA URBAN AND COMMUNITY FORESTRY GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $20,000; 2) SEA TURTLE GRANTS PROGRAM, IN THE APPROXIMATE AMOUNT OF $10,000; 3) MIAMI-DADE COUNTY, EMERGENCY MEDICAL SERVICES GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $5,000; 4) U.S. DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), FLOOD MITIGATION ASSISTANCE PROGRAM AND PRE-DISASTER MITIGATION PROGRAM, IN THE APPROXIMATE AMOUNT OF $1,839,400. WHEREAS, the City Administration requests approval to submit an application to the Florida Department of Agriculture and Consumer Services, Florida Urban and Community Forestry Grant Program, in the approximate amount of $20,000, for the Miami Beach Geographic Information System Tree Inventory, the details of which are as follows: • The goal of the U.S. Forest Service Urban and Community Forestry Grant Program is to develop, enhance, and support sustainable urban and community forestry programs throughout Florida by encouraging citizen and community involvement. • The Program assists organizations in initiating or enhancing local urban and community forestry projects and improving the urban environment in Florida. • The City Administration is requesting funding in the approximate amount of $20,000 to update the City of Miami Beach's Tree Inventory. • The GIS tree inventory provides much needed information about our tree canopy, including but not limited to environmental, social and economic benefits. This information is used for future planning and development to better utilize green infrastructure as a key component to City projects. • The total project cost is $40,000 and the grant requires matching funds in the amount of $20,000, and the source of matching funds is the Environmental and Sustainability Department's Professional Services Account No. 127-6505- 000312-00-406-555-00-00-00-. • This project supports the key intended outcome to maintain Miami Beach public areas and rights-of-way citywide; and WHEREAS, the City Administration requests approval to submit an application to the Sea Turtle Grants Program, in the approximate amount of $10,000, for an education and environmental outreach project to enhance sea turtle conservation in Miami Beach, the details of which are as follows: • The Sea Turtle Grants Program is funded by a portion of revenues from Florida's Sea Turtle Specialty License Plate and administered by the non-profit Sea Turtle Conservancy. • The Sea Turtle Grants Program distributes funds each year to support sea turtle research, conservation and education programs that benefit Florida sea turtles. • The City Administration is requesting funding from the Florida Sea Turtle Grants Program in the approximate amount of $10,000 for an interactive sea turtle signage and display exhibit at Marjory Stoneman Douglas Park located at 3rd Street and Ocean Drive. • The Project also includes an environmental outreach component, a sea turtle campaign which the City has already budgeted for. • Matching funds are not required for this grant. • This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination; and WHEREAS, the City Administration requests approval to submit an application to Miami-Dade County for the FY 2018/19 County Emergency Medical Services Grant Program, in the approximate amount of $5,000, for Emergency Medical Services Equipment, the details of which are as follows: • The Emergency Medical Services (EMS) grant program provides emergency medical service providers with funds to acquire, repair, improve, or upgrade emergency medical services systems. • Funds must be used for the improvement and expansion of emergency medical services within the list of eligible activities outlined by the State of Florida. • The Administration intends to request funding in the approximate amount of $5,000 for emergency medical services equipment, materials, and services needed to enhance the delivery of emergency medical services provided by the Miami Beach Fire Rescue Department. • Matching funds are not required for this grant. • This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination; and WHEREAS, the City Administration requests approval to submit an application to the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), for the Flood Mitigation Assistance Program and Pre-Disaster Mitigation Grant Program, in the approximate amount of $1,839,400 for mitigation projects, the details of which are as follows: • The Flood Mitigation Program (FMA) was authorized by Section 1366 of the National Flood Insurance Act of 1968, with the goal of reducing or eliminating claims under the National Flood Insurance Program (NFIP). •. FMA provides funding to States, Territories, federally-recognized tribes, and local communities for projects and planning that reduces or eliminates long-term risk of flood damage to structures insured under the NFIP. • FMA funding is also available for management costs. Funding is appropriated by Congress annually. • The City is required to apply through the State of Florida for funds. Funding for repetitive and severe repetitive loss properties is prioritized by FEMA. • The Pre-Disaster Mitigation (PDM) Program authorized by Section 203 of the Robert T. Stafford Disaster Relief and Emergency. Assistance Act, is designed to assist States, U. S. Territories, Federally-recognized tribes, and local communities in implementing a sustained pre-disaster natural hazard mitigation program. • The goal is to reduce overall risk to the population and structures from future hazard events, while also reducing reliance on Federal funding in future disasters. • The City Administration intends to apply for the following two projects: I. Elevation of a Private Structure: The Administration is requesting funding in the approximate amount of $297,363 for the elevation and wet flood proofing of a private property structure. The property is located on Alton Road, Miami Beach, and is subject to flooding. The grant requires matching funds which will be provided by the property owners. II. Resiliency Project: The Administration is requesting funding for a Resiliency project to be located at the Par 3 Community Park. The project will include a retention lake berm, pervious pavers and outfalls, and will be designed to mitigate flooding. The estimated cost of the project is $2,056,050. The City is requesting $1,542,037, and matching funds, in the amount of $514,012, are available through the G.O. Bond program. • These projects both support the key intended outcome to ensure reliable stormwater management and resiliency against flooding by implementing select short and long-term solutions including addressing sea-level rise. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby appropriate funding, and approve and authorize (and, as to certain agreements, retroactively approve and authorize) the City Manager, or his designee, to apply for and accept funding (including matching funds and for any related City expenses), and to execute any and all documents or agreements in connection with the following grants and agreements: 1) Florida Department of Agriculture and Consumer Services, Florida Urban and Community Forestry Grant Program, in the approximate amount of $20,000; 2) Sea Turtle Grants Program, in the approximate amount of $10,000; 3) Miami-Dade County, Emergency Medical Services Grant Program, in the approximate amount of $5,000; 4) U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), Flood Mitigation Assistance Program and Pre-Disaster Mitigation Program, in the approximate amount of$1,839,400. The Administration intends to request funding in the approximate amount of $5,000 for emergency medical services equipment, materials, and services needed to enhance the delivery of emergency medical services provided by the Miami Beach Fire Rescue Department.
