RECOMMENDATION The administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the City Manager's recommendation, pertaining to the bids received, pursuant to ITB 2019-035-AG for rental of vehicles. ANALYSIS The City of Miami Beach Police Department("Department"), as part of its normal operations, depends heavily on undercover operations for its criminal investigations. The Department uses rental vehicles during undercover operations to remain disguised in order to ensure the integrity of any given criminal case and for the safety of all parties involved. The Department uses, on average, thirty-three (33) vehicles per month to conduct undercover operations. These rental vehicles have an estimated cost of$25,000 per month. ITB PROCESS ITB No. 2019-035-AG was issued on October 11, 2018,with a bid opening date of October 25,2018. One (1) addendum was issued. The Procurement Department issued bid notices to 195 companies utilizing www.publicpurchase.com website and 280 via email notification. Twenty-eight (28) prospective bidders accessed the advertised solicitation. The notices resulted in the receipt of three (3) responses from: Enterprise Leasing Company of Florida,LLC and Budget Refit-A-Car System,Ina.and Royal Rent A Car Systems of Florida,Inc. The ITB stated that the lowest responsive, responsible bidder meeting all terms, conditions, and specifications of the ITB would be recommended for award by bid item, bid group, or for the entirety of all bid items, as deemed in the best interest of the City. After review of the bids submitted and the ITB requirements, staff has determined that the lowest responsive, responsible bidder meeting'all terms, conditions, and specifications for classes one (1) through eight (8) of the ITB is Budget Rent-A-Car System, Inc. Class nine (9) will not be recommended foraward since the price received exceeds the City's cost expectation for this vehicle class. If and when this class of vehicle is required, the Administration will then determine the most efficient and cost-effective manner of acquiring. • Through the issuance of the ITB, the Procurement Department sought to establish fix monthly rates for the rental of various vehicle classes. Based on the current needs of the Police Department, the most used vehicle class is the full-size SUVs; which includes vehicles similar to the Chevrolet Tahoe. The current rate for this vehicle class is $859.69 per month. The pricing, obtained through the ITB for the Full-Size SUV vehicle class is $675 per month. This pricing will realize an annual savings of approximately $22,000. see Attachment A for full Bid Tabulation. Budget has been in business for 72 years in the local market and nationwide. Further, Budget offers multiple facilities with access to pick up and drop off vehicles located throughout the Miami Dade and Broward Counties. The Police Department has used this firm in the past with positive results. CONCLUSION After considering the bids received and staffs evaluation, pursuant to ITB 2019-035-AG, I recommend that the Mayor, and City Commission of the City of Miami Beach, Florida, approve the award to Budget Rent-A-Car System, Inc. for classes one (1)through eight(8) of the ITB.
