SUBJECT: Notification of Imposition of High In*act Event Measures re: Floatnik Event
Pursuant to my authority articulated in the City of Miami Beach Code of Laws and Ordinances
section 82-443(b), I am imposing immediate measures in order to protect the health, safety, and
welfare of the general public as well as the beach from damage, property degradation, and/or
unauthorized uses This notification shall be filed with the City Clerk and transmitted to various
media outlets in cornplance with sec. 82-443(c). The duration of the irrrposdion of these
measures shall be through Monday, April 24, 2017 at 6am.
BACKGROUND
Floattnik, a f oatopia-type social media-drivan irrflatal}le raft party that draws massive crowds to
the beaches was being advertised on social media to take place on Sunday, April 23, 2017 at
Haulover beach. A significant spike in social media conversations and increasing audience
impressions are now pointing to a secret location to be announced to the masses on the morning
of the event It is rumored that Miami Beach may be the secret location as these non -sanctioned
events have previously taken place here. These events have stretched our public safety
resources to deal with the massive crowds and beach rescues, traffic gridlock and the aftermath
of discarded floats, coolers, bottles and garbage.
ACIMN
Accordingly, I am imposing the following immediate measures:
• The prohibition of coolers.
• The prohibition of any inflatable devices.
• The prohibition of tents, tables, and similar structures.
• The limitation of live or amplified music.
• The limitation of traffic routes to prohibit vehicxilar access to non-residents; access only to
residents, patrons and businesses located in the area where traffic is impacted as
determined by the location identified by public safety and/or social media.
• The establishment of occupancy limits for segments of beach property for management of
crowds.
We are committed to providing excellent public service and safety to all who live, work, and play in our vibrant, tropical, historic
community.
• The prohibition of direct or indirect consumption of alcohol on the beach property.
• License Plate Reader police detail on any access points into the City, as determined by
the police department.
The City's Police, Fire, Parking, and Code Compliance Departments, as well as our Sanitation
and Beach Maintenance Divisions are authorized to implement additional operational measures
on an active, fluid basis as the event and logistics may dictate.
I am also directing our Communications Department to disseminate this information via local
television, radio, print and social media outlets. Our Police Department's Intelligence Unit is
continuing to monitor social media and our Department of Emergency Management's Control
