A RESOLUTION CREATING THE AD HOC YOUTH CENTER
ADVISORY. COMMITTEE OF THE CITY OF MIAMI BEACH
AND SETTING FORTH THE DUTIES AND JURISDICTION
OF THE SAME.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI
BEACH, FLORIDA, that a Special Ad Hoc Youth Center Advisory
Committee be and the same is hereby created. Said Committee shall
consist of fourteen (14) members to be appointed, to have the
qualifications , and the rights , duties, responsibilities and juris-
diction as hereinafter set forth:
1 . Said Ad Hoc Youth Center Advisory Committee shall be
comprised of fourteen (14) members . Each Councilman shall appoint
one (1) member, said seven (7) members shall be adult parents,
residents of this City, and having children who will be using the
' City 's Youth Center. Said adult parents of the said Committee
shall also be persons who possess a demonstrable background and
interest in youth activities., and who possess a record of active
participation in activities designed and intended to foster,
encourage and -improve the development of the youth of the City to
its fullest and richest potential. Said adult members of this
Ad Hoc Committee shall hold office at the will of the City Council.
Said Ad Hoc Committee shall also include a representative from each
of the following Committees, which shall be designated by that
Committee: Miami Beach Youth Commission, Parks and Recreation
Advisory Committee, and Advisory Committee on Juvenile Problems .
In addition, said Ad Hoc Committee shall include three (3) ex officio
youth members, who shall be the presidents or vice presidents of the
student bodies of the following schools in the City: Miami Beach
Senior High School, Fisher Junior High School, and Nautilus Junior
High School, respectively. In the event that said student bodies '
presidents or vice presidents are unable or unwilling to act, the
Council shall appoint such other youth representatives of said
student bodies as tl.e Council deems appropriate. The remaining
ex officio member shall be the Director of Parks and Recreation of
the City of Miami Beach.
2 . The Special Ad Hoc Youth Center Advisory Committee
shall have the following rights , duties , responsibilities and
jurisdiction: (1) It shall make recommendations to the City Council,
the City Manager, and the City of Miami Beach Director of Parks
.and Recreation, concerning the proposed operations and activities
to be conducted at the City of Miami Beach Youth Center. (2) It
shall also recommend the programming of events to be conducted and
staged at said Youth Center, together with recommended hours of
operation. (3) The Committee shall further have the duties and
responsibilities of making such suggestions to the City Council,
the City Manager, and the proper administrative officials of the
City, as are designed to achieve the objective of the City Council
of the City of Miami Beach, Florida, to have a Youth Center that
will be unrivaled and unsurpassed in the Nation in its facilities,
attributes and appurtenances .
3 . The Committee shall meet and organize at the
earliest possible time immediately following its formulation. Its
meetings shall be held at such times and places as shall be fixed
and determined by it. The City Manager is hereby directed and
authorized to furnish, supply and make available to the Committee
suitable and proper accommodations for the transaction of the
business of said Committee. The Committee shall submit to the City
Council, the City Manager and the City 's Director of Parks and
Recreation interim reports as to the performance of its duties
and responsibilities as hereinabove delineated.
PASSED and ADOPTED this 18th day of February, 1976.
