A RESOLUTION APPROVING AN APPLICATION AND
AUTHORIZING FILING OF SAID APPLICATION TO THE
STATE OF FLORIDA, BUREAU OF CRIMINAL JUSTICE
PLANNING AND ASSISTANCE, FOR LEAA GRANT FUNDS
FOR IMPLEMENTING AND OPERATING AN EXTENDED CARE
FACILITY AT OPERATION RE-ENTRY FOR A JUVENILES
PROJECT, TO BE KNOWN AS "OPERATION RE-ENTRY
EXTENDED CARE PROGRAM" .
WHEREAS , on March 3, 1976 , the City Council of the City
of Miami Beach, Florida, held and conducted a public hearing to
consider the proposal of the City of Miami Beach Operation Re-Entry
Program to use funds from an LEAA Grant to implement and operate
an extended care program that is residential in nature, with
24-hour supervision, for approximately 10 adolescents between the
ages of 16 and 18, who are successful terminees from State training
schools or community-based treatment programs, and who have been
' committed to the supervision of the State Division of Youth Services,
on the site of the Operation Re-Entry Headquarters at 3602 Collins
Avenue, Miami Beach, Florida; and
WHEREAS, at the conclusion of said hearing, said Extended
Care Program was approved, and the City 's application to the State
of Florida, Bureau of Criminal Justice Planning and Assistance,
for LEAA Grant Funds in the amount of $47, 096 , was approved and
authorized to be filed; and
WHEREAS, said LEAA Grant requires a cash match by the
City of Miami Beach in the amount of $2,617, said funds being
available in the Social Services Operation Re-Entry' s Special Funds
Account of the City, and the State';of Florida will also match the
Grant by the same amount of $2 , 617, bringing the total amount of
the project budget to $52, 329 , for the purposes set forth in said
application;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, that said City Council hereby
approves the filing of an application with the State of Florida,
Bureau of Criminal Justice Planning and Assistance, for LEAA Grant
Funds in the amount of $47 ,096 , for said "Operation Re-Entry
Extended Care Program" , as set forth in said application; and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
_OF MIAMI BEACH, FLORIDA, that it is hereby appropriated and
authorized to be expended, by the proper financial officers of the
City, from funds appropriately budgeted for and available for such
expenditure, the sum of $2, 617 of funds of the City of Miami Beach
for use as matching funds as required by said application; and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that the City Manager and the Finance
Director of the City of Miami Beach are hereby authorized and
directed to execute and file said application in a timely manner,
for and on behalf of the City of Miami Beach, 'Florida, in said
amount of $47,096 ; and

BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that the Mayor, City Clerk, City Manager
and Finance Director of the City be and they are hereby authorized
and directed to execute all necessary instruments , documents,
agreements to conditions, and certifications, including a
Non-Supplanting Certification; a certification of Equal Employment
Opportunity Compliance, and any and all other instruments
necessary or required for the obtention of said LEAA Funds; and
BESIT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that certified copies of this Resolution,
together with the said Grant application, shall be transmitted
forthwith to the State of Florida, Department of Administration,
Division of State Planning, Bureau of Criminal Justice Planning
and Assistance, for their approval.
