A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AWARDING CONTRACT 6A
AND CONTRACT 6B FOR CONSTRUCTION OF FACILITIES
FOR TRANSMITTING SEWAGE TO VIRGINIA KEY TREAT-
MENT PLANT, SUBJECT TO APPROVAL BY THE ENVIRON-
MENTAL PROTECTION AGENCY.
WHEREAS, on October 10, 1977, the City of Miami Beach
called for bids under Invitation to Bid Number 101-77 for "Facilities
for Transmitting Sewage to Virginia Key Treatment Plant, P-19" , the
same being Environmental Protection Agency Project No. C120491020;
and
WHEREAS, following examination and analysis of the six
bids received pursuant to said call, the City' s Consulting Engineers,
Malcolm Pirnie, Inc. and Ray L. Hart & Associates, Inc. , the Public
Utilities Director and the City Manager -have recommended that the
contracts called for by said Invitation to Bid be awarded as follows:
Contract 6A, for the installation and construction
of a sewage force main beginning from the west end
of Biscayne Street, continuing subaqueously under
Government Cut to a point of termination on Fisher
Island and consisting of approximately 3, 200 linear
feet of 54" nominal diameter pipe with other work
incidental thereto, be awarded to POWELL BROTHERS,
INC. in the amount of $2, 753, 779; and
Contract 6B, for the installation and construction
of a sewage force main beginning at the point of
termination of Contract 6A, continuing across Fisher
Island, subaqueously under Norris Cut, and across
Virginia Key to a point of termination being the
point of connection to the Miami Dade Water and
Sewer Authority' s Virginia Key Wastewater Treatment
Plant, be awarded to INTERCOUNTY CONSTRUCTION
CORPORATION in the amount of $4, 287, 541;
for a total contract cost of $7, 041, 320; and
WHEREAS, the City Commission has found and determined
that the said bids of Powell Brothers, Inc. and Intercounty Construc-
tion Corporation are the lowest and best bids; and
WHEREAS, in addition to said contract obligations totaling
$7, 041, 320, an estimated additional $859 , 688 will be required for
engineering, surveying, diving, monitoring, testing, administration,
arid contingency, for a total project cost of $7, 901, 008; and
WHEREAS, the Federal Government will provide a grant to
the City for seventy-five percent (75%) of this cost which is
$5,925, 756, and the remaining $1, 975, 252 will have to be provided
by the City from the $10 . 5 million Sewage Treatment and Collection
Bond Issue, approved by the electorate on November 2, 1971;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that it is in the best interests
of the City of Miami Beach, its citizens, residents and taxpayers,
that the recommendations of said Consulting Engineers, the Public
Utilities Director and the City Manager be accepted and approved,
and the same recommendations be and they are hereby approved,
ratified and confirmed; and
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that Contract 6A for said project be and
the same is hereby awarded to Powell Brothers, Inc. at their bid of

$2 , 753, 779 , and that Contract 6B for said project be and the same
is hereby awarded to Intercounty Construction Corporation at their
bid of $4, 287, 541; the total project cost being $7, 901, 008, which
cost is hereby authorized and approved by the City Commission;
and
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that notwithstanding any provision in the
Specifications in the contracts to the contrary, the City' s Consult-
ing Engineers, Malcolm Pirnie, Inc. and Ray L. Hart & Associates,
Inc. , shall be charged with the responsibility for the inspection
and supervision of the performance of the said contracts; and that
the City Manager be and he is hereby designated as the person to
whom said Consulting Engineers shall make regular reports, and that
any substantial departures from said contracts, as specified,
inclusive of the routing, function, and dollar amounts, shall
require the prior approval of the City Commission; and
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that the award of these contracts by the
City of Miami Beach shall be contingent upon and subject to the
approval of same by the Environmental Protection Agency; and
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that the Mayor and the City Clerk be and
they are hereby authorized and directed to execute and deliver said
contracts, for and on behalf of the City of Miami Beach, upon
receipt of said required approval by the Environmental Protection
Agency.
