SUBJECT: Garage Index Results for FY 2018/'9 Quarter 1
The purpose of this Letter to Commission is to communicate the results of the newly
developed Garage Index from FY 2018/19 Quarter 1 (October 1, 2018 to December 31,
2018).
Key Q1 Metrics:
• Citywide Overall Rating: 1.77
• Percent of Assessments Meeting Interior Appearance Target: 72.6%
• Percent of Assessments Meeting Parking Area Appearance Target: 67.8%
Background
The Miami Beach Garage Index is an objective measurement of performance ranging from
1.0 (Very Well Maintained) to 6.0 (Not Maintained) and includes assessments for cleanliness
and interior/exterior appearance of the parking area, stairwells, and elevators.
The results of the assessments are used to monitor the impacts of recently implemented
initiatives to target areas for future improvements, and assure the quality of services.
Quarterly sample sizes are set to ensure no greater than ± 5.0 percentage point sampling
error given the 95% confidence level.
Summary of the Garage Index Results FY 2018/19 Quarter 1
Overall, the City Garage Index in FY 2018/19 Quarter 1 was a 1.77, with 82.7% of
assessments scoring a 2.0 or better. All appearance scores improved when compared to the
same quarter in the prior FY with elevator appearance improving 26% from the same quarter
in the prior FY.
Areas of Focus
• Appearance Interior — Overall garage interior appearance deteriorated to 2.01 with
72.6% of assessments meeting the target, a 2.5% and 6% deterioration respectively
when compared to the prior Fiscal Year quarter. Elevators deteriorated in many
garages, with the percent meeting target in these areas declining 7.3% when
compared to the prior quarter.
Parking area assessments continue to yield the lowest score at 2.08 and 67.8% of
assessments meeting target due to pavement stains in the parking area; only 47.0%
of parking area assessments were stain free, a 10.9% improvement from the prior
quarter. This continues to be a very challenging factor to address as traditional
pressure cleaning techniques do not address the oil stains from cars, and the City
has evaluated the current standard which continues to present challenges. This past
quarter, the garage at 42nd Street decks, directional arrows, and entrance ways were
painted. The Parking Department and Property Management Division are discussing
the best approach for alternative coatings for garage decks. The goal is to have a
more resilient surface coating that returns to its original luster with low maintenance.
Assessment criteria are being considered for inclusion in the agreement.
• Exterior Appearance — Exterior appearance of the parking garages improved to
1.57 or 26% when compared to the same quarter in the prior Fiscal Year with 88.5%
of assessments meeting the target, a 38% improvement from the same quarter in the
prior FY. Trash on the exterior of the garages continues to be an issue. As of April
30, 2018, parking supervisors are utilizing a formal assessment to report and track
cleanliness and other deficiencies weekly. Reports are transmitted to Property
Management via email for review and issue notice to the contractor as needed. A
Request for Proposal for janitorial services was issued and a recommendation went
to Commission in October.
Positive and Stable Areas
• Cleanliness - Overall garage cleanliness improved to 1.52, a 7.9% improvement
from the prior quarter, and 18.7% improvement when compared to same quarter in
the prior Fiscal Year, with 90.8% of assessments meeting the target. As of June 1,
2018, an additional staff member was added seven (7) days per week from 11 pm —
6am at the 7th12th and 13th street garages to address cleanliness issues throughout
the garages. Parking and Property Management will continue to review data to
ensure garage cleanliness continues to improve.
