A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH CREATING AND DESIGNATING
THE "MIAMI BEACH YOUTH CONGRESS" ; PROVIDING
FOR ITS 'MEMBERSHIP; THE MODE OF APPOINTMENT;
AND ITS JURISDICTION DUTIES AND RESPONSIBILITIES; AND
DISSOLVING.-THE' MIAMI BEACH_ YOUTH CENTER ADVISORY BOARD.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that the "Miami Beach Youth Congress" be and
the same is hereby created. Said Congress shall consist of sixteen
(16) voting members and six (6) ex officio members to have the
qualifications, rights, duties , responsibilities, and jurisdiction
as hereinafter set forth:
1. Said Miami Beach Youth Congress shall be comprised
of 16 youth members, selected as follows :
One member from the 6th grade in each of the
following elementary schools : North Beach,
• Biscayne, South Beach, Leroy D. Fienberg,
Hebrew Academy, St. Patrick's and St. Joseph' s;
one member from each of the following junior
high schools : Nautilus, Ida M. Fisher, Hebrew
Academy, St. Patrick' s and St. Joseph' s; and
two memebers from each of the following senior
high schools : Miami Beach and Hebrew Academy.
Representatives from each of the seven elementary
schools shall be selected by the Principal of
each school from the 6th graders in that school. •
Members from the junior high schools and high
schools shall be elected at an election to be
held in each of these schools under the rules,
regulations and supervision of the respective
Principals.
Said members of the Youth Congress shall be selected or
elected by October 1st of the school year and shall serve a one
year term which will end at the end of the school year. The members
of the Youth. Congress are . to be elected every year, their terms ,
running concurrently with the school year. Students eligible for
election to the Congress must be residents of the City of Miami Beach.
Each school shall select or elect alternate members who shall serve
the same terms and who shall have the same rights and duties as the
regular representative in the absence of said representative. The
elementary school alternate shall be selected from the 5th grade.
2 . The Miami Beach Youth Congress shall have six (6)
ex officio members who shall be non-voting, but shall sit in an
advisory capacity. These ex officio members shall be selected by
the Principals of the schools, one coming from the public sector
On each level, elementary, junior high, and senior high, and one.,
from the parochial schools on each level , elementary, junior high
ans senior high. The ex officio position shall be rotated alpha-
betically among the schools with each school ' sex officio repre-
sentative serving a one year term running concurrently with the
school year.

3. A representative from the Miami Beach Recreation
Department shall be designated to attend all Youth Congress meetings .
Said representative shall be a non-voting member of the Congress
selected by the Director of the Recreation Department to represent
the Recreation Department.
4. A majority of the voting members of the Youth Congress
shall constitute a quorum. A majority vote of the quorum shall be
necessary in order for the Youth Congress to take any action.
5. The Miami Beach Youth Congress shall have the following
rights , duties, responsibilities and jurisdiction: to make recom-
mendations to the Director of the Youth Centeras to the type of
activities and programs to be scheduled, conducted and maintained
in the Youth Center, and the manner and mode in which said activities
and programs shall be carried on; to make recommendations to the
Director of the Recreation Department and to the City Manager' s office
as to the type of activities and programs to be scheduled, conducted
and maintained at the various parks and recreational facilities in
the City of Miami Beach and the manner and mode in which said activi-
ties and programs shall be carried on. Further, the Congress shall
make recommendations, sitting in an advisory capacity, as to the
policy of the City' s recreational facilities. Said recommendations
shall be submitted to the Director of Recreation and to the City
Manager' s office. If an impasse or disagreement develops between
the members of the Youth Congress and the Recreational Director and
Representative of the City Manager' s office, the facts of such im-
passe and the recommendations of the administration shall be presented
before the City Commission. Matters affecting the policy of the
City' s Recreational facilities shall also be brought before the City
Commission.
6. The Miami Beach Youth Congress shall meet and organize
at the earliest possible time immediately following the election/
selection of the members and shall elect a speaker and vice-speaker
from the senior high school membership who shall hold office at the
will of the Youth Congress.' Its meetings shall be held at such times
and places as shall be fixed and determined by the Congress, but
shall meet not less than once a month. The City Manager is hereby
directed and authorized to furnish, supply and make available to
the Youth Congress suitable and proper accommodations for the trans-
action of the business of said Congress .
7. The Youth Congress shall be responsible for submitting
an annual report of its findings , recommendations, and suggestions
for the recreational policy of the City by the last meeting at the
end of the school year.
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that the present Miami Beach Youth Center
Advisory Board. be and the same is hereby dissolved; this Resolution
shall go into effect immediately upon its passage.
