A RESOLUTION CONDITIONALLY APPROVING APPLICATION
BY THE MIAMI BEACH HOUSING AUTHORITY TO THE
UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT FOR A PRELIMINARY HOUSING LOAN, AND
SETTING FORTH THE SPECIFIC REQUIREMENTS UPON
WHICH APPROVAL IS CONDITIONED.
WHEREAS, the Redevelopment Plan of the Miami Beach
Redevelopment Agency provides for demolition of the City of
' Miami Beach Housing Authority project known as Goodman Terrace,
and;.
WHEREAS, Federal regulations require that a replacement
facility be constructed and available for occupancy prior to
demolition of Goodman Terrace, and;
WHEREAS, the U.S. Department of Housing and Urban
Development has funds available for site evaluation studies,
appraisals and other expenses related to the development of a
project, and;
WHEREAS, repayment of the loan may be made from
Federal funds granted to the Housing Authority for project
construction or may be waived entirely, and;
WHEREAS, the City Commission wishes to accomplish
the purposes outlined in the memorandum from the City Manager,
a copy of which is attached to this resolution, for the reasons
delineated therein;
NOW, THEREFORE, BE .IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
Section 1. That this Commission approves the application
of the Housing Authority of the City of Miami Beach for a pre-
liminary loan in connection with the replacement of Goodman
Terrace, in an amount which shall not exceed $50, 000.
Section' 2. That approval by this Commission is condi-
tioned upon the requirements listed in the attached memorandum
from the City Manager.

Section 3 . That the City Manager is directed to
forward a certified copy of this resolution and accompanying
memorandum together with the Housing Authority' s loan appli-
cation to the U. S. Department of Housing and Urban Development ,
Jacksonville Area Office.

SUBJECT: REPLACEMENT FACILITY FOR GOODMAN TERRACE
BACKGROUND
Since the early stages of planning for the. South Shore Redevelopment
Project, it has been apparent that Goodman Terrace must be
demolished and that a replacement facility must be constructed.
The U.S. Department of Housing & Urban Development has taken the
position that a replacement facility must be constructed prior
to demolition of Goodman Terrace.
This requirement will not permit the Redevelopment Agency to
simply relocate the current residents of Goodman Terrace to other
housing facilities either within the redevelopment area or else-
. where. HUD' s position is that a replacement facility must be
built for low and moderate income persons.
Recently, the Executive Director of the Housing Authority has
met with Redevelopment Agency staffand my staff to discuss the
required replacement and to review conditions under which the
replacement could occur in order to serve the best interests of
the City of Miami Beach. .The first action requested of the City
Commission is the adoption of a resolution approving the Housing
Authority' s request for a. loan of approximately $50,000 from the '
U.S. Department of Housing & Urban Development. The purpose of
the loan would be to study potential sites, estimate land and
constructions costs and assemble a full proposal to be submitted
to HUD' s Jacksonville Area Office for approval and funding. In
our discussions with Mr. Gilman, we have taken the position that
approval of the Housing Authority' s loan request must be made
with the understanding that the City wishes to impose certain
conditions upon the loan application and the project proposal.
We have further indicated that any resolution forwarded to the
U.S. Department of Housing & Urban Development must ;include those
conditions which would be binding upon the Housing Authority in
its implementation of the project if approved.
CONDITIONS
Following are several conditions which should accompany approval
by the City Commission of the Housing Authority' s request for loan: -:' '
1. All construction and financing documents mustbe
approved by the City Commission prior to execution 81

2. The Housing. Authority must sign a letter agreement
or similar written agreement with the Redevelopment
Agency assuring that relocatees from the South. Shore
Project will have first priority for occupancy in the
new project, after relocation of current Goodman
Terrace residents.
3. The City Commission, City Attorney and City Manager will
receive copies of the loan application, site evaluation
studies, project proposals, etc. when completed, which
are developed as a result of the City Commission' s
' approval of the loan request.
4. Site evaluation and feasibility studies must include
consideration of more than one site and consideration
of a 50-unit replacement facility, as well as larger
ones. ,
5. The City Commission must approve the specific site
and number of project units proposed for the housing
project prior to any actions by the Housing Authority
to obtain financing and begin acquisition of land.
RECOMMENDATION
It is recommended that the City Commission adopt the attached
resolution approving the City of Miami Beach Housing Authority' s
loan request to the U.S. Department of Housing & Urban Development,
which includes the conditions enumerated in this memorandum, and
that a certified copy of that resolution be sent to the U.S. V
Department of Housing & Urban Development, Jacksonville Area Office.
