Resolution 79-15870 RESOLUTION NO. 79-15870 A RESOLUTION AMENDING RESOLUTION NO. 74-14586 , RESOLUTION NO. 75-14896 and RESOLUTION NO. 77-15486 PROVIDING FOR EMPLOYMENT OF JOSEPH BRODES AND COM- PENSATION FOR HIS SERVICE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Resolution No. 74-14586 , Resolution No. 75-14896 and Resolution No. 77-15486 be and the same are hereby amended in accordance with the provisions set forth in Commission Memorandum No. 7430 from the City Manager to the City Commission dated April 4, 1979 which Memorandum is incorporated herein by reference; BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the existing Agreement existing between the City of Miami Beach and the said Joseph Brodes be amended in accordance with the provisions of this Resolution and said Commission Memorandum No. 7430 and that the Mayor and the City Clerk be and they are hereby authorized to execute said Agreement as amended and that the financial officers of the City be and they are hereby authorized to make the payments therein called for and specified under the terms and conditions set forth. O'Brien^ City Manager -7 SUBJECT: Compensation Increase for Services of Capital Projects Expeditor Mr. Joseph Brodes is under contract to the City to provide services in the capacity of Projects Expeditor. Mr. Brodes originally was employed in the Capital Projects office under the City Manager. Since reorganization he has been assigned, along with many of the functions , to the Engineering Division of the Public Utilities , Department . He has been incorporated in the existing staff per- forming additional duties as architect for various projects . The present contract allows for an average of 40 hours a week not to exceed $21,500. 00 per year. The unclassified employees of the City, along with many of the classified employees , received an annual increase in salary on April 1, 1978 . Various benefits for the City employees , such as holidays , sick leave and vacations are not provided in the contract with Mr. Brodes . He has not received a pay increase since his contract of. December 17 , 1975 . In addition to being recently appointed Energy Management Coordinator for the City, his assigned functions within the Public Utilities Department have been expanded, and it is proposed that he be compensated for the additional respon- sibilities . His contract must be modified to allow for this com- pensation. Funds for this purpose will be provided out of the Professional Service Account of the Administrative/Engineering Budget of the Public Utilities Department , as well as Bond Funds . The compensation increase outlined herein will not have an adverse affect on the operating budget . The City Attorney's opinion is that the contractual agreement with Mr. Brodes is legal and proper. RECOMMENDATION The Administration recommends that the agreement between Mr. Brodes and the City of Miami Beach be amended to allow for an annual com- pensation not to exceed $23,000. 00. This represents an increase of $1500.00 which is a 7% pay raise. His job assignments are comparable to those of a Civil Engineer III whose annual rate with the same time in grade is $23,842. 00 plus fringe benefits . This increase compensates Mr. Brodes at approximately 3.5% less than that amount .
