A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, CREATING AN AD HOC ADVI-
SORY COMMITTEE, TO BE KNOWN AS THE "OFF-SHORE ISLAND
COMMITTEE, " FOR THE PURPOSE OF INVESTIGATING THE
POSSIBILITY AND FEASIBILITY OF DEVELOPING OFF-SHORE
ISLANDS IN CONNECTION WITH THE BEACH RENOURISHMENT
PROGRAM; PRESCRIBING ITS DUTIES; AND PROVIDING FOR
THE MANNER OF APPOINTMENT AND THE TERM OF OFFICE
OF ITS MEMBERS.
WHEREAS, the City Commission of the City of Miami Beach,
Florida, recognizes the need for investigating the possibility of
developing "off-shore islands" for the purpose of aiding in arrest-
ing the continuous erosion of our beaches;
BE IT RESOLVED BY THE CITY COMMISSION OF THE' CITY OF
MIAMI BEACH, FLORIDA, that an Ad Hoc Committee, to be known as the
"Off-Shore Island Committee" be and the same is hereby created and
established; and
BE IT FURTHER RESOLVED AS FOLLOWS :
1. Said Board shall consist of eight (8 ) members; all
of whom shall be appointed by the Mayor, following
the consideration of recommendations made by the
members of the City Commission of Miami Beach; said
recommendations being advisory in nature only. ;__
2. Each member of the Committee shall be a duly qualified
and registered voter of Dade County, Florida and
shall possess a record of interest in the welfare
and betterment of the City of Miami Beach; each shall
have demonstrated unselfish devotion to civic duty.
3 . Each member shall be appointed for a term of two (2)
years. Any vacancy occurring on the Board shall be
filled in the same manner as was his predecessor.
4. Members of the Committee shall serve without com-
pensation.
5. The members of the Committee shall select and
designate from its members a Chairman and such other
officers as may be deemed necessary, who shall serve
at the pleasure of the Board. All meetings of the
Committee shall be open to the public. No action shall
be taken by the Committee except by a majority vote of
the entire membership. The Committee may adopt rules
of procedure governing its meetings and actions on
matters within its jurisdiction, not inconsistent with
the provisions of this resolution.

6 . The members of the Committee are charged with the
responsibility of working with the Army Corps of
Engineers, Federal Department of Interior, State
Department of Natural Resources and Metropolitan
Dade County, in seeking and developing ways to
implement the concept of constructing "off-shore
islands" for the purpose of creating a breakwater
to preserve the beaches of the City.
