A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH APPROVING THE PROPOSED
METHOD FOR IMPLEMENTING A SEWER USER CHARGE
SYSTEM FOR MIAMI BEACH RESIDENTS AND SATEL-
LITE CITIES.
WHEREAS, the City of Miami Beach, Florida, received
Federal Grant No. C120491020, in the amount of Twenty-four Million
Four Hundred Ninety-one Thousand Three Hundred Forty-five Dollars
($24,491, 345 . 00) from the United States Environmental Protection
Agency, for the construction of sewage transmission facilities to
Virginia Key; and
WHEREAS, a requirement. for receipt of said Grant was
that the City develop "a system of user charges to assure that
each recipient of waste treatment services within the applicant' s
service area will pay its proportionate share of the cost of
operation and maintenance of all waste treatment service provided
by the applicant" ; and
WHEREAS, the City of Miami Beach, Florida, has prepared
a User Charge System. designed to comply with the Environmental
Protection Agency' s requirements; and
WHEREAS, the United States Environmental Protection
Agency and the Florida Department of Environmental Regulation
have approved approved the proposed Sewer User Charge System; and
WHEREAS, the City Manager has recommended to the City
Commission that the proposed method for implementing a Sewer
User Charge System be approved;
WHEREAS, the City Attorney has reviewed the requirements
of the Grant and the proposed Sewer User Charge System and deter-
mined that it is in order for adoption to satisfy the terms of
said Grant;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the proposed method for
implementing a Sewer User Charge System be approved subject to the
approval of the Metropolitan Dade County Water and Sewer Board.
