Gonzalez City Manager WALKER PARKING - PHASE II/ALTERNATIVES ANALYSIS The supply/demand component (first phase) of the Walker Parking Study is complete~ second and next component of the study is to conduct an AA (Alternatives Analysis). This is an analysis of potential sites from various perspectives, including location, capacity/density, and costs. The AA will include the following tasks: · Review existing vehicular and pedestrian access and circulation patterns for their relationship to existing and proposed parking facilities. · Identify alternative sites for a new parking facility(s) and determine reasonable parking capacity for each site. External variables that will be considered are desirable density, phasing of construction, and incorporation of other uses (such as retail) in the proposed facility. · Determine conceptual construction and project costs to enable a comparison of the costs of each alternative. · Evaluate the various alternatives on the basis of qualitative criteria (mutually agreed upon by Walker and the City). The criteria generally includes: capital costs, life cycle costs, ability to generate revenue, location, visibility, site costs, pedestrian access, vehicular access, traffic impact, aesthetics, implementation time, security, and future versatility. A weighted matrix will be used to achieve more objectivity and rank the alternatives. The Administration has identified 27 sites throughout the City to be evaluated in the Alternatives Analysis. Each site was evaluated and if one or more of following three criteria applied, the site was withdrawn from consideration: (1) private development planned with no excess parking; (2) private development planned/approved with some excess parking; (3) inefficient lot sizes for multi-level structure; however, may be considered for surface lot parking. Please review the attached correspondence to Walker Parking Consultants outlining the sites to be considered in the Alternatives Analysis. Please provide any additional sites and/or information as well as comments, input, and/or suggestions at your earliest convenience in order to incorporate them into the Alternatives Analysis review. In addition to the site tour conducted with Commissioner Garcia, as a result of LTC 145-03, staff visited the FlamingoNVestJSunset Harbor neighborhoods with Commissioner Steinberg and was able to identify additional properties, such as the Feinberg Fisher Elementary campus vacant lot and expanded the concept of "Median Angle/Parallel Parking" opportunities for the Flamingo neighborhood, and lastly, excluded a lot previously included in West Avenue/Sunset Harbor which is planned for private development. These changes are reflected in the attached updated Alternatives Analysis Sheet and serves to update the attached June 25th correspondence to Walker Parking.
