A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI BEACH, FLORIDA, PROTESTING AND REPROBATING
ALLEGED ACTION BY THE SOVIET UNION AND THE THIRD
WORLD NATIONS SEEKING TO BAN STATE OF ISRAELI
TEAMS FROM PARTICIPATING IN THE 1980 SUMMER
OLYMPICS TO BE HELD IN THE SOVIET UNION AND
CALLING UPON ALL NATIONS , GOVERNMENTS AND
HUMANITARIAN PEOPLE TO JOIN PROTEST.
WHEREAS , the world news media has given wide circulation
to reports that the Soviet Union and the Third World Nations are
seeking to ban the participation of the State of Israeli teams
from participating in the 1980 Summer Olympic Games to be held
in the Soviet Union, and that the United States Olympic Committee
is yielding to alleged pressures to concur and to join in said
proposed ban, and
WHEREAS , said allegations , if true, represent a total
and complete abnegation of the principles and purposes of the
Olympic Games , namely, the promotion of goodwill , concord and
fraternal understanding among all nations , without exception, and
WHEREAS , approval and condonation of such attempts to
exclude any nation from participation in the Olympic Games will
constitute a catastrophic step toward the destruction of the
Olympic Games as an instrument for the preservation of the ideals
sought to be inculcated thereby, and
WHEREAS , the singling out of the State of Israel as
the especial target for hostility, animosity and ill-will ,
represents the very nadir and perigee of international diplomacy,
and would constitute a shocking perversion of recognized normal
relationships among civilized nations;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, that it hereby desires to
record and publish its vehement opposition to the alleged tech-
niques and objectives of the Soviet Union and the Third World
Nations and hereby calls upon the responsible officials of the
United States of America, including the Secretary of State , and
the heads of all civilized nations , to express their vigorous
and unalterable opposition and abhorrence to such alleged
maneuverings by the Soviet Union and the Third World Nations , and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that the President of the United States
take every possible and permissible ameliorative action directed
to the United States Olympic Committee to oppose, with unalterable
determination, any alleged efforts by the said alleged malefactors ,
and that said United States Olympic Committee be requested to
convey to the Soviet Union and the said Third World Nations , its
intent and proposal to refuse to participate in the said 1980
Summer Olympics unless and until it is given reasonable and
satisfactory assurances that the State of Israel will be permitted
to participate in said Games on the basis of parity and equality
with all other civilized nations , and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that the representatives of all the
civilized nations take like and similar action for the purposes
herein set forth, and

BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that certified copies of this resolution
be transmitted to the President of the United States and to the
Secretary of State, with the additional request that the said
Secretary of State transmit copies of this resolution to the
official representatives and ambassadors of all nations which are
members of the United Nations with a request that they concur in
the action hereinabove respectfully requested.
PASSED and ADOPTED this 21st day of September , 1977 .
