A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH AUTHORIZING THE ISSUANCE OF A
PROCLAMATION EXPRESSING ITS APPRECIATION AND
GRATITUDE, AND THAT OF THE COMMUNITY, FOR THE
PUBLIC SERVICE OF MAYOR HAROLD ROSEN.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI
BEACH, FLORIDA, that the following measure be recorded in the
Official Minutes of this body, and be promulgated throughout the
City of Miami Beach:
PROCLAMATION
BY VIRTUE OF THE POWERS vested by the Legislature of
the State of Florida, in the City Council of the City of Miami
Beach, Florida, and in the individual members thereof , be it
hereby proclaimed that
MAYOR HAROLD ROSEN
by these presents be and he is hereby officially informed, advised
and made cognizant that this City Council, each member thereof,
and the totality of the residents of the City of Miami Beach,
jointly and severally, are forever appreciative of and indebted to
him for his immeasurable legacies, contributions, efforts and
achievements in the City of Miami Beach, in the realms of states-
manship, leadership and intrepidity.
Affectionately known to his contemporaries as "EL TIGRE" ,
he served this City and its residents without surcease for three
and one-half strenuous years from January 6 , 1971, to August 20,
1974, as Councilman, and guided the destinies of this City from
August 21, 1974, to November 2 , 1977, as Mayor of the City of
Miami Beach, Florida.
Endowed with innate attributes, courage, grace, warmth,
enthusiasm and creativity, he was a polished, dignified, and
urbane ambassador of goodwill to our visitors and conventioneers;
he exemplified and brought to all those in trouble or need, an
all-prevading compassion; he understood the qualities of mercy,
and practiced them with the sensitivity of a poet; he alleviated
the lot of the oppressed, and brought hope to the forlorn. Loyal
to the ties of friendship and brotherhood, he was steadfast and
unaffraid in response to the demands and call of duty. He embodies
and personifies the precept:
"This above all : to thine ownself be true,
And it must follow, as the night the day,
Thou canst not then be false to any man. "
With principles impeccable, and above reproach, he was
unfaltering in his beliefs in what is right. He brought distinction
and fair renown to his City Nonpareil.
He, in harmony with his Councilmanic peers, inspired and
achieved Public Housing for Senior Citizens; a Youth Center for
the activities of the younger citizens; a cultural Theater of the
Performing Arts; an incomparable Civic Center and Convention Hall;

a City Hall envied by all; an Adjunct Library; Community Centers;
the Restoration of the Beaches; the Redevelopment Project; and the
all-surpassing Miami Beach Marina. Si Monumentum Requiris
Circumspice.
Whereas the pressure of his professional practice has
compelled him to relinquish his high office, a beckoning future
redolent with promise brings from his appreciative colleagues
and a grateful community the abiding hope and trust, as expressed
by the Psalmist, that:
. . . He shall be like a tree planted
by streams of water,
That bringeth forth its fruit in its
season,
And whose leaf doth not wither;
And in whatsoever he doeth he
shall prosper. "
PASSED and ADOPTED this 2nd day of November, 1977 .
