A RESOLUTION CREATING A YOUTH CENTER
ADVISORY BOARD OF THE CITY OF MIAMI
BEACH, SETTING FORTH THE DUTIES AND
JURISDICTION OF SAME.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, that a Youth Center Advisory Board, be and the same
is hereby created. Said Board shall consist of fourteen (14) members
to be appointed, to have the qualifications , rights, duties , responsi-
bilities, and jurisdiction as hereinafter set forth:
1. Said Youth Center Advisory Board shall be comprised
of fourteen (14) members. Each Commissioner of the City Commission
shall appoint two (2) members, each of whom shall be an adult resident
of the City and a registered voter. Said members of said Board
shall also be persons who possess a demonstrable background and
interest in youth activities , and who possess a record of active
participation in activities designed and intended to foster, en-
courage and improve the development of the youth of the City to its
fullest and richest potential. Said members of this Board shall
hold office for a period of one year from date of appointment. The
Director of the Recreation Department of the City of Miami Beach or
such other person as the City Manager may designate, shall be an ex
officio member of said Board.
2 . The Youth Center Advisory Board shall have the following
rights, duties, responsibilities and jurisdiction: (1) It shall
make recommendations to the City Commission, the City Manager, and
the Director of the Recreation Division of the City of Miami Beach,
concerning the operations and activities to be conducted at the City
of Miami Beach Youth Center. (2) It shall also recommend the
programming of events to be conducted and staged at said Youth
Center, together with recommended hours of operation. (3) The
Committee shall further have the duties and responsibilities of
making such suggestions to the City Commission, the City Manager,
and the proper administrative officials of the City, as are designed
to achieve the objective of the City Commission of the City of Miami
Beach, Florida, (i. e. to have a Youth Center that will be unrivaled
and unsurpassed in the Nation in its facilities , attributes,
appurtenances and programs) .
3. The Board shall meet and organize at the earliest
possible time immediately following its formulation and may adopt
such by-laws as are necessary for the orderly conduct of its busi-
ness. Its meetings shall be held at such times and places as shall
be fixed and determined by it. The City Manager is hereby directed
and authorized to furnish, supply and make available to the Committee,
suitable and proper accommodations for the transaction of the business
of said Committee. The Committee shall submit to the City Commission,
the City Manager and the City' s Director of the Recreation Department
interim reports as to the performance of its duties and responsibilities
as hereinabove delineated.
