A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND
CITYWIDE PROJECTS COMMITTEE ("FCWPC") AT ITS JANUARY 25, 2019
MEETING, TO PROCEED WITH THE REPAVING OF SPECIFIED STREETS IN THE
CENTRAL BAYSHORE SOUTH NEIGHBORHOOD, BETWEEN 28TH STREET AND
34TH STREET; FURTHER, BASED ON THE ADMINISTRATION'S UPDATED COST
ESTIMATES FOR THE STREET REPAVING WORK, MODIFYING THE FCWPC'S
RECOMMENDATION WITH RESPECT TO THE RE-ALLOCATION OF $150,000 FOR
THE COMPLETION OF SUCH WORK, AND APPROVING THE RE-ALLOCATION OF
$191,300 FOR THE STREET REPAVING WORK, PLUS A TEN PERCENT (10%)
OWNER'S CONTINGENCY IN THE AMOUNT OF $19,130, FOR TOTAL BUDGET
AUTHORITY OF$210,600 FOR THE STREET REPAVING WORK,WITH PREVIOUSLY
APPROPRIATED FUNDING FROM THE PAVEMENT & SIDEWALK PROGRAM
PROJECT.
WHEREAS, on October 17, 2018, the Mayor and City Commission discussed the condition
of City streets in the Central Bayshore South project area, generally bounded by W. 28th Street to
the south, Prairie Avenue to the west, Sheridan Avenue to the east and W. 34th Street to the north,
as well as North Meridian Avenue between W. 28th Street and Dade Boulevard; and authorized
the Administration to temporarily resurface Prairie Avenue, from 28th through 34th Streets, in the
not-to-exceed amount of$100,000, with previously appropriated funding; and
WHEREAS, the Prairie Avenue repaving work between W. 28th Street and 34th Street was
subsequently completed under the direction of the City's Office of Capital Improvements Projects;
and
WHEREAS, at the October 17, 2018 meeting, the Mayor and City Commission referred an
item to the Finance and Citywide Projects Committee (FCWPC), to develop a list of any other
streets in the Central Bayshore area that are in dire need of repairs; and
WHEREAS, as a result of a pavement assessment survey of the Central Bayshore area,
the following streets were determined to be in need of remedial action:
• 28th Street, from Sheridan to Prairie Avenue: Critical need for remediation, due to
length and degree of deterioration and volume of traffic;
• Sheridan Ave, from 28th Street to 30th Street: Critical need for remediation, due to
residential complaints and volume of traffic
• Royal Palm Avenue, from 29th Street to 34th Street
• 29th Street, from Royal Palm Avenue to Prairie Avenue
• 31st Street, from Sheridan Avenue to Prairie Avenue
(collectively, the "Street Repaving Work"); and
WHEREAS, at its January 25, 2019 meeting, the FCWPC approved proceeding with the
foregoing Street Repaving Work, in the estimated not-to-exceed amount of$150,000; and
WHEREAS, notwithstanding that the FCWPC recommended$150,000 be allocated for the
completion of the Street Repaving Work, since January 25, 2019, the Administration has updated
its cost estimates, based on current City contract pricing, and currently believes that the Street
Repaving Work will cost $191,300; and
WHEREAS, ;based on the updated cost estimates for the Street Repaving Work, the
Administration recommends that the City Commission re-allocate funds in the amount of$191,300,
plus a ten percent (10%) Owner's Contingency in the amount of $19,300, for a total budget
authority of$210,600 for the Street Repaving Work, with previously appropriated funding from the
Pavement & Sidewalk Program Project referenced in the Commission Memorandum
accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby accept the recommendation of the FCWPC at its January 25, 2019 meeting, to proceed
with the repaving of specified streets in the Central Bayshore South neighborhood, between 28th
Street and 34th Street; further, based on the Administration's updated cost estimates for the Street
Repaving Work, modifying the FCWPC's recommendation with respect to the re-allocation of
$150,000 for completion of such work, and approving the re-allocation of$191,300 for the Street
Repaving Work, plus a ten percent (10%) Owner's Contingency in the amount of $19,130, for a
total budget authority of $210,600 for the Street Repaving Work, with previously appropriated
funding from the Pavement & Sidewalk Program Project.
PASSED and ADOPTED this 13th day of February, 2019.
