A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, REQUESTING EXEMPTION
FROM TAXES ON THE BELCHER OIL PROPERTY LOCATED
ON TERMINAL ISLAND PURCHASED BY THE CITY OF MIAMI
BEACH, FROM THE DATE OF ACQUISITION, OCTOBER 24 ,
1979 , PURSUANT TO FLORIDA STATUTES, SECTION 196 . 199.
WHEREAS, the City of Miami Beach, Florida, has acquired
for municipal purposes, the following described property, on the
date and for the purchase price hereinafter set forth in the closing
documents consisting of six (6) pages, attached hereto and made a
part hereof;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach,
Florida, hereby formally request exemption from taxes on the property
herein set forth, from the date of acquisition thereof, pursuant to
Florida Statutes, §196 . 199 ;
BE IT FURTHER RESOLVED that the certified copies of this
Resolution be transmitted forthwith to the County Manager of Dade
County, Florida, and to the various county tax officials.
PASSED and ADOPTED this 21st day of November , 1979 .

Dear Mr. Bennett:
This letter will serve as a direction to you and
an escrow agreement pursuant to which you are directed to
hold the sum of $315 ,400. 00 in trust under that certain
Agreement between Belcher and Miami Beach for the captioned
matter. This sum is to be deposited in an account, certifi-
cate of deposit, or repurchase account (or other type of
account yielding the highest available interest) with the
Southeast First National Bank of Miami . All interest earned
on the deposit, less any costs involved in establishing
the account, shall be paid to Belcher together with the
full deposit immediately upon Belcher' s removal of those
certain tanks and loading racks as described in the afore-
said Contract. In this regard, we are hand-delivering,
together with this letter, City of Miami Beach check made
payable to you for this escrow account in the amount of
$315 , 400. 00 and request that you contact Lonnie Baxter, Vice
President of Southeast First National Bank of Miami at their
downtown office.
By the signature of both Belcher and Miami Beach the
parties acknowledge that Belcher shall have continuing access
to the subject real estate in order to facilitate the required
removal of property and that the account to be opened will be
the one as indicated by Lonnie Baxter that will yield the
highest possible return for the expected period of time for
removal, being approximately thirty (30) days.

This shall acknowledge receipt from BELCHER OIL
COMPANY of its check in the amount of $9 ,250. 00 repre-
senting full payment in advance of one (1) year ' s rental
under that certain rental Agreement for dock space be-
tween Belcher Oil Company and the City of Miami Beach
dated June 28, 1978. This shall further acknowledge that
the commencement date under such Lease shall be October
24, 1979 .
