THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING
FUNDING, AND APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO
APPLY FOR AND ACCEPT FUNDING (INCLUDING MATCHING
FUNDS AND FOR ANY RELATED CITY EXPENSES), AND TO
EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN
CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS
AND AGREEMENTS: 1) MIAMI-DADE COUNTY NEAT
STREETS MIAMI, STREET TREE MATCHING GRANTS
PROGRAM, IN THE APPROXIMATE AMOUNT OF $40,000; 2)
UNITED STATES TENNIS ASSOCIATION, NATIONAL FACILITY
ASSISTANCE GRANT PROGRAM, IN THE APPROXIMATE
AMOUNT OF $10,000; AND, 3) CITIES OF SERVICES,
ENGAGED CITIES AWARD PROGRAM, IN THE APPROXIMATE
AMOUNT OF $100,000.
WHEREAS, the City Administration requests approval to submit a grant
application to Miami-Dade County Neat Streets Miami, Street Tree Matching Grants
Program, in the approximate amount of $40,000, for the City's Reforestation Project, the
details of which are as follows:
• Neat Streets Miami is a Miami-Dade County Program dedicated to the
maintenance and beautification of transportation gateways, corridors and
connections.
• The Program provides funding for reforestation efforts taking place in Miami-
Dade County.
• The Street Tree Matching grant program is now in its fourth year of the "Million
Tree Miami" program, which has a goal of planting one million trees by 2020, to
achieve a 30 percent tree canopy for Miami-Dade County.
• The grant Program is funded by Miami-Dade County and provides funding to
municipalities, non-profits, and community organizations to plant native or
Florida-friendly trees on the County's corridors and gateways.
• The goal of this Program is to encourage investments in County and local
streets.
• The City Administration is applying for funding in the amount of $40,000 for trees
for the North Beach and Middle Beach areas.
• Matching funds are not required and both projects support the key intended
outcome to maximize the Miami Beach brand as a world class destination.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements, retroactively approve and authorize) the City Manager, or his designee, to
apply for and accept funding (including matching /funds and for any related City
expenses), and to execute any and all documents or agreements in connection with the
following grants, programs and agreements: 1) Miami-Dade County Neat Streets
Miami, Street Tree Matching Grants Program, in the approximate amount of $40,000; 2)
United States Tennis Association, National Facility Assistance Grant Program, in the
approximate amount of $10,000; and, 3) Cities Of Services, Engaged Cities Award
Program, in the approximate amount of$100,000.

WHEREAS, the City Administration requests approval to submit a grant application
to the United States Tennis Association (USTA), National Facility Assistance grant
program, in the approximate amount of $10,000, for funds to improve the City's tennis
courts at the Miami Beach Tennis Center, the details of which are as follows:
• The USTA Foundation awards grants to programs that support under-resourced
youth through tennis and education programs designed to improve health, build
character, and strive for academic excellence.
• The USTA Foundation strives to bring tennis and education together to change
lives, stating that studies have shown that youth who play tennis are healthier,
less prone to risky behaviors, and are also less likely to be overweight or at-risk
for being overweight.
• The City intends to apply to the USTA Foundation to resurface and upgrade the
two hard surface tennis courts at the Miami Beach Tennis Center, which are
used by the Miami Beach Tennis Academy for children's tennis programming.
• The courts are in need of repairs and resurfacing and the program would benefit
from the addition of blended lines.
• The goal is to expand current programming and court capacity and to improve
training for younger players.
• The City Administration intends to request funding in the approximate amount of
$10,000 to resurface and upgrade the two hard surface tennis courts at the
Miami Beach Tennis Center.
• This grant requires matching funds and the City's Parks and Recreation
Department has $10,000 available to contribute towards the project in account
011-0950-000349-28-406-545-00-00-00-. The total cost of the project is
$20,000.
• This project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant
application to Cities of Service Engaged Cities Award, in the approximate amount of
$100,000, the details of which are as follows:
• The Engaged Cities Award is a recognition program, designed to elevate tested
solutions that have been shown to successfully address public problems through
citizen engagement.
• Cities of Service helps Mayors and City leaders tap into the knowledge,
creativity, and service of citizens to solve public problems and create vibrant
cities.
• The Cities of Service program works with cities to build city-led, citizen-powered
initiatives that target specific needs, achieve long-term and measurable
outcomes, improve quality of life, and build stronger cities.
• Prize money can be used at the discretion of the winning cities to support their
efforts to engage citizens to solve critical public problem.
• The City is submitting two projects for this award. They are as follows:
(1) City of Miami Beach #PlasticFreeMB Campaign
Plastic pollution is a global issue that has grown exponentially since the
introduction of single-use plastics. Over 8 million metric tons of plastics end
up in the ocean annually and 100 million marine animals are killed every year
due to plastic debris. Single-use plastics are not biodegradable and can live
within the environment for hundreds of years. Approximately 8,000 pounds of
litter are removed from local beaches on a daily basis and thousands more
pounds are removed annually from Miami Beach waterways, parks, and other
public areas. At the recommendation of the citizen-driven Sustainability
Committee, the City launched the #PlasticFreeMB campaign. Its goal is to
engage the community in eco-conscious decision-making and to incentivize
and celebrate businesses that have already acted to reduce single-use
plastics. Results have already shown significant behavioral change since the
launch of the program and adoption of City Ordinances.
(2) Miami Beach General Obligation Bond 2018 Process
Miami Beach faces challenges of sea level rise and other impacts from
climate change. Funding is needed to address the City's Resiliency Program
and for infrastructure improvements to maintain or increase property values
and retain the world class tourism industry. The City Commission, City
Administration and City Boards and Committees worked jointly with the
Mayor's G.O. Bond Advisory Panel, Homeowner Associations, businesses
and residents to propose a General Obligation Bond Program. The ballot
questions were very successful and ultimately received the support of an
overwhelming majority of Miami Beach voters.
• The Administration is proposing both projects for the Cities of Service Engaged
Cites Award.
• Winners of the award will each be presented with a minimum of$50,000 each.

ANALYSIS
1. Approval to submit a grant application to Miami-Dade County Neat Streets Miami. Street

Neat Streets Miami is a Miami-Dade County Board dedicated to the maintenance and

CONCLUSION •
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding, and approving and authorizing the City
Manager or his designee to apply for and accept funds and execute any and all documents or
agreements in connection with the aforementioned grants, award programs and funding
requests.
