A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, URGING METROPOLITAN DADE
COUNTY TO IMMEDIATELY APPROPRIATE FUNDS FOR THE
PURCHASE OF ADEQUATE MACHINERY TO REMOVE ROCKS
FROM THE PUBLIC BATHING BEACHES WITHIN THE CITY
OF MIAMI BEACH AND TO SEEK THE CITY OF MIAMI
BEACH' S PARTICIPATION IN THE PLANNING AND DESIGNING
OF WARNING SIGNS TO BE PLACED UPON THE PUBLIC BATHING
BEACHES WITHIN THE CITY OF MIAMI BEACH.
WHEREAS, a satisfactory solution to the accretion of rocks
and other spoil from the dredging operations in connection with the
Beach Nourishment Project has not been developed; and
WHEREAS, the above-stated accretion of rocks and other
spoil onto the public beach area continues to create a condition
injurious to the health, safety and welfare of the City of Miami
Beach; and
WHEREAS, it has become obvious and evident that unless
the most vigorous, forceable corrective measures are taken immedi-
ately and forthwith, the destruction of this irreplaceable public
bathing beach will become totally irretrievable;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1: That Metropolitan Dade County take immediate action to
purchase a Rotoveyer, or similar machinery, with the
ability to remove rocks from the surface of the public bathing
beaches and to incorporate said machinery into the County' s regular
maintenance program.
SECTION 2 : That the Dade County Board of County Commissioners be
urged to allocate sufficient funds in FY80-81 to pur-
chase as many Rotoveyers , or similar machinery, as necessary to
establish a regular schedule of removal of rocks from the surface of
the public bathing beaches.
SECTION 3: That the Dade County Board of County Commissioners and
the Army Corps of Engineers allocate sufficient funds
for the research and development of new equipment which will remove
the rocks and other spoils from the surf zone as well as the beach
area.
SECTION 4 : That the Dade County Board of County Commissioners and
the Army Corps of Engineers take forthwith all necessary
steps to cause the prompt removal of said dangerous and destructive
deposits of rock from said public bathing beaches and adjacent surf
zone, and to initiate immediately all necessary remedial measures
to restore said public beach to its original, natural state.
SECTION 5: That Metropolitan Dade County continue to work with the
City of Miami Beach in determining the placement of
meaningful safety-conscious signs on all public beaches and public
access points affected by the dangerous and destructive deposits of
rocks.
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that this resolution be and it is hereby
passed and adopted as an immediate emergency measure; and that

copies hereof be transmitted to the Dade County Board of County
Commissioners and to the Army Corps of Engineers. It is the
consensus of this Commission that the actions called for by this
resolution should be undertaken and completed by the said responsible
public officials and governmental agencies as measures requiring
emergency action.
