A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING
FUNDING, AND APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO
APPLY FOR AND ACCEPT FUNDING (INCLUDING MATCHING
FUNDS AND FOR ANY RELATED CITY EXPENSES), AND TO
EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN
CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS,
AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF
TRANSPORTATION, STATE SAFETY OFFICE, HIGHWAY
SAFETY SUBGRANT PROGRAM, IN THE APPROXIMATE OF
$400,000; 2) FLORIDA DEPARTMENT OF TRANSPORTATION,
TRANSPORTATION ALTERNATIVES FUNDING, IN THE
APPROXIMATE AMOUNT OF $1,000,000; 3) FLORIDA OFFICE
OF THE ATTORNEY GENERAL, VICTIMS OF CRIME ACT
GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF
$650,000; 4) ARBOR DAY FOUNDATION, IN THE
APPROXIMATE AMOUNT OF $30,000; AND, 5) MIAMI-DADE
COUNTY HOMELESS TRUST, IN THE APPROXIMATE
AMOUNT OF $38,000.
WHEREAS, the City Administration requests approval to submit a grant
application to Florida Department of Transportation, State Safety Office, Highway Safety
Subgrant Program, in the approximate amount of $400,000, the details of which are as
follows:
• The Florida Department of Transportation (FDOT) State Safety Office awards
subgrants to traffic safety partners to undertake programs and activities to
improve traffic safety and reduce crashes, serious injuries, and fatalities.
• The FDOT Safety Office provides funding under different categories, and the
Administration intends to apply for funding under four different categories.
• Applications will be submitted for the following four grant programs:
1. Motorcycle Safety Program: This program provides funds to increase
safety awareness and skills among motorcyclists. Miami Beach is an
international destination and frequent, large numbers of visitors attend the
many events in the City. Motorcycles are used by residents and visitors to
travel around the City. This grant provides funds for our Police Department
to conduct specialized training and enforcement for motorcycle safety. The
City is requesting $82,500 for police overtime salary and benefits.
2. Public Traffic Safety Professionals Training: This program provides
funding to train public safety traffic enforcement officers and support staff
in areas such as traffic homicide investigation, traffic crash reconstruction
and driving under the influence (DUI) enforcement detection. The training
classes are important because they improve the skills and abilities of
traffic enforcement professionals and crash investigation 'personnel, and
acquaint them with the new technology, theories, and techniques in their
areas of practice. The City is requesting $110,000 for police overtime
salary and benefits.
3. Impaired Driving: The Administration intends to request funding for
overtime salary and benefits to decrease impaired driving crashes and to
conduct impaired driving high visibility overtime enforcement operations.
The Administration is requesting funding for Fiscal Year 2018/19 in the
amount of $40,000 and for Fiscal Year 2019/2020 in the total amount of
$55,000. `
4. Work Zone Safety: This program includes funding for traffic safety
programs to increase work zone awareness, enforcement, and education.
The risk of serious accidents and injuries is increased when construction
work zones are involved. The City is requesting funds in the amount of
$117,403 for overtime salary and benefits for law enforcement coverage at
construction work zones in the city, and for related equipment.
• The total request is approximately $400,000 and this grant does not require
matching funds; and
WHEREAS, the City Administration requests approval to submit a grant application
to the Florida Department of Transportation, for Transportation Alternatives funding, in
the approximate amount of $1,000,000, for the Alton Road Share Use Path Project, the
details of which are as follows:
• The Florida Department of Transportation's Transportation Alternatives (TA) is
under the Surface Transportation Block Grant program, and provides funding for
smaller-scale transportation projects including, but not limited to, pedestrian and
bicycle facilities.
• The TA is administered through FDOT District Six.
• The City is requesting funding in the amount of $1,000,000 for a bicycle-
pedestrian shared use path that will run along the east side of Alton Road
between Chase Avenue and N. Michigan Avenue.
• The shared use path will consist of buffered bi-directional bicycle lanes and a
walking path and will follow the Miami Beach Golf Course.
• The project encourages mode shift and will decrease vehicular volume, resulting
in increased safety for cyclists and pedestrians and public transportation will also
be improved as there are bus stops along the road.
• Eligible projects for this round of TAP funds are typically programmed in the
Florida Department of Transportation's Tentative Work Program for Fiscal Year
2024/2025.
• In the past, FDOT has advanced/delayed funding based on project readiness.
• This grant program does not require matching funds, however the total cost of
the project is $3.468 million and the City has pledged $2.468 million to the
project, which will be comprised of $1.370 million in GOB funding, and the
remaining $1.098 million is subject to appropriation in the City's capital budget
process.
• This project supports the key intended outcome to ensure comprehensive
mobility addressing all modes throughout the City and to maximize the Miami
Beach brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application
to the Florida Office of the Attorney General, Victims of Crime Act (VOCA) Grant
Program for Fiscal Year 2019/20 funding, in the approximate amount of $650,000, the
details of which are as follows:
• The Florida Office of the Attorney General provides federal Victims of Crime Act
(VOCA) grant funds for the provision of services to victims of crime.
• In the past, the City Administration has applied for and received these funds
annually; the Administration plans to apply for continued funding for Fiscal Year
2019/20.
• The Administration intends to apply for VOCA funding in the approximate amount
of $650,000 for salaries and benefits for Victim Advocate positions, training, and
operating costs in the Police Department.
• This grant requires a 25% match.
• Matching funds from the City in the approximate amount of $158,236 will be
provided from next year's General Funded Victim Advocate Position and an
additional $19,725 will be provided in the form of an in-kind match.
• This grant supports the key intended outcome to insist on Police Department
accountability and skilled management/ leadership; and
WHEREAS, the City Administration requests approval to submit a grant application
to the Arbor Day Foundation, in the approximate amount of $30,000, for canopy
reforestation trees in Allison Park, the details of which are as follows:
• The Arbor Day Foundation is a nonprofit conservation and education
organization dedicated to planting trees.
• The Miami Beach tree canopy was severely impacted by Hurricane Irma in
September 2017. As a result of the storm, Allison Park experienced total tree
devastation.
• The Administration is requesting funding to facilitate the planting of 35 canopy
reforestation trees in Allison Park.
• The trees are important for reducing stormwater runoff in the area, thus helping
the City to combat climate change.
• This project will contribute to the City's overall goal of enhancing its green
infrastructure system.
• Matching funds are not required for this grant.
• This project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination and to ensure reliable stormwater
management and resiliency against flooding by implementing select short and
long-term solutions including addressing sea-level rise; and
WHEREAS, the City Administration requests approval to submit a grant application
to the Miami-Dade County Homeless Trust for funds in the approximate amount of
$38,000 for the Hotel Management Information System (HMIS) Staffing Program and
the Identification Assistance Program, the details of which are as follows:
• The Miami-Dade County Homeless Trust was created by the Miami-Dade Board
of County Commissioners to, among other things, oversee the use of the Food
and Beverage Tax and establish and implement policies based on the Miami-
Dade County Community Homeless Plan (The Plan).
• The Plan is a comprehensive continuum of care system to serve homeless
persons in Miami—Dade County.
• The Administration has been approved for HMIS Staffing and Identification
Assistance funding through the Homeless Trust. The HMIS Staffing Program
provides partial funding for the salary of a City staff person needed to maintain
data in the County's HMIS.
• The grant provides funding in the approximate amount of$13,000.
• The Identification Assistance Program provides funds to obtain identification
documents for homeless clients, such as birth certificates, marriage certificates,
driver licenses and school records.
• The grant provides funding in the approximate amount of $25,000 to replace
identification documents for clients.
• The combined total for this grant is approximately $38,000 and matching funds
are not required.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements, retroactively approve and authorize) the City Manager, or his designee, to
apply for and accept funding (including matching funds and for any related City
expenses), and to execute any and all documents or agreements in connection with the
following grants, programs, and agreements: 1) Florida Department of Transportation,
State Safety Office, Highway Safety Subgrant Program, in the approximate of$400,000;,
2) Florida Department of Transportation, Transportation Alternatives Funding, in the
approximate amount of $1,000,000; 3) Florida Office of the Attorney General, Victims of
Crime Act Grant Program, in the approximate amount of $650,000; 4) Arbor Day
Foundation, in the approximate amount of $30,000; and, 5) Miami-Dade County
Homeless Trust, in the approximate amount of$38,000.

ANALYSIS
1. Applications to the Florida Department of Transportation. State Safety Office. Highway
Safety Subgrant Program. in the approximate amount of$400.000.
The Florida Department of Transportation (FDOT) State Safety Office awards subgrants to

CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City

Manager or his designee to apply for and accept funds and execute any and all documents or
agreements in connection with the aforementioned grants, award programs and funding requests.
