A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, FLORIDA, SETTING A PUBLIC HEARING TO
CONSIDER GRANTING A WAIVER OF CERTAIN DEVELOPMENT
REGULATIONS, BY A 5/7TH VOTE OF THE CITY COMMISSION, PURSUANT
TO CITY CODE SECTION 142-425(D), FOR THE NORMANDY ISLE PARK
LOCATED AT 7030 TROUVILLE ESPLANADE, IN THE NORMANDY SUD
NEIGHBORHOOD, WHICH PROPOSED WAIVER CONSISTS OF A
RELAXATION OF THE SETBACK REQUIREMENTS IN CITY CODE SECTION
142-106, IN ORDER TO CONSTRUCT THE NEW MULTI-PURPOSE
ARTIFICIAL TURF FIELD WITHIN THE NORMANDY ISLE PARK.
WHEREAS, improvements to the Normandy Isle Park ("Project"), located at 7030
Trouville Esplanade, consisting of installation of a quality, industry standard artificial turf soccer
field and other related improvements (the "Project"), were approved in the Fiscal Year 2015/16
Capital Budget; and
WHEREAS, pursuant to the Agreement between the City of Miami Beach and Kimley
Horn and Associates for Professional Architectural and Engineering Services in Specialized
Categories on an as — needed basis (RFQ 2014-346-YG), a Consultant Service Order was
executed on June 20, 2017 for the design of the Project described herein; and
WHEREAS, the Project scope includes the construction of a multipurpose artificial
turf field with underdrainage system, concrete pad for the existing bleachers, and chilled
water fountain with associated electrical service connection; and
WHEREAS, in order to construct the proposed new artificial turf field and the related
improvements, two (2) waivers of the setback requirements in City Code Section 142-106 are
required; and
WHEREAS, City Code Section 142-106, pertaining to the setback requirements for
single-family detached dwelling in the RS-1, RS-2, RS-4 single family residential districts, requires
a minimum front yard setback of 20 feet, and requires that at least 50% of the required front yard
area shall be sodded or landscaped pervious open space; and
WHEREAS, with the exception of driveways and paths leading to the building, paving
may not extend any closer than five feet to the front of the building; and
WHEREAS, the proposed artificial turf and underdrainage system will extend to the
property line along 71st Street and along Trouville Esplanade,which would require a waiver of the
20-foot front yard setback; and
WHEREAS, the requested waiver would allow the construction of the artificial turf field
within the 20 foot front yard setback and completion of the Project's scope of work along both 71st
Street and Trouville Esplanade; and
WHEREAS, Normandy Isle Park is currently zoned Government Use (GU), and
is open to the general public; and
WHEREAS, pursuant to City Code Section 142-425(d), the City Commission
may waive by five sevenths (5/7ths) vote, following a duly noticed public hearing
advertised in the newspaper at least fifteen (15) days prior to the hearing, development
regulations "pertaining to governmental owned or leased buildings, uses and sites
which are wholly used by, open and accessible to the general public, or used by not-
for-profit, educational, or cultural organizations, or for convention center hotels, or
convention center hotel accessory garages, or city utilized parking lots, provided they
are continually used for such purposes"; and
WHEREAS, the Administration has requested that the City Commission approve this
Resolution and schedule a public hearing to consider the waiver of certain development
regulations pursuant to City Code Section 142-425(d), for the Normandy Isle Park, which is
located within the Normandy Sud Neighborhood.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby set a public hearing to consider granting a waiver of certain development
regulations, by a 5/7th vote of the City Commission, pursuant to City Code Section 142-425(d),
for the Normandy Isle Park located at 7030 Trouville Esplanade, in the Normandy Sud
Neighborhood, which proposed waiver consists of a relaxation of the setback requirements in
City Code Section 142-106, in order to construct the new multi-purpose artificial turf field within
the Normandy Isle Park.

PUBLIC HEARING, PURSUANT TO SECTION 142-425(D), OF THE CITY'S
LAND DEVELOPMENT REGULATIONS (LDR), FOR THE NORMANDY ISLE
PARK LOCATED AT 7030 TROUVILLE ESPLANADE, IN THE NORMANDY
SUD NEIGHBORHOOD; IN ORDER TO WAIVE LDR SECTION 142-106,
PERTAINING TO THE SETBACK REQUIREMENTS, IN ORDER TO
CONSTRUCT THE NEW MULTI-PURPOSE ARTIFICIAL TURF FIELD
WITHIN THE NORMANDY ISLE PARK.
RECOMMENDATION
The Administration recommends that the City Commission approve the resolution.
ANALYSIS
The Normandy Isle Park (Project), located at 7030 Trouville Esplanade was approved in the
Fiscal Year 2015/16 Capital Budget. The project consisted of installation of quality, industry
standard artificial turf soccer field and other related improvements.
Pursuant to the agreement between the City of Miami Beach and Kimley Horn and Associates
for Professional Architectural and Engineering Services in Specialized Categories on an as —
needed basis, RFQ 2014-346-YG, a Consultant Service Order was executed on June 20,
2017 for the Project design.
The project scope includes the construction of a multipurpose artificial turf field with
underdrainage system, concrete pad for the existing bleachers and chilled water fountain with
associated electrical service connection. The project is currently at the ninety percent (90%)
design development stage and is in the permitting process.
In order to construct the new artificial turf field, and the related improvements, it will be
necessary to obtain two (2) waivers of Section 142-106, of the City of Miami Beach Land
Development Regulations.

The Land Development regulations Section 142-106, pertaining to the setback requirements for
single-family detached dwelling in the RS-1, RS-2, RS-4 single family residential districts

allow the construction of the artificial turf field within the 20 foot front yard setback and complete
the scope of work along both 71st Street and Trouville Esplanade.
Normandy Isle Park is currently zoned Government Use (GU), open to the general public and,
pursuant to Section 142-425(d) of the City Land Development Regulations, the City
Commission may waive by five sevenths (5/7ths) vote, following a duly noticed public hearing
advertised in the newspaper at least fifteen (15) days prior to the hearing, development
regulations "pertaining to governmental owned or leased buildings, uses and sites which are
wholly used by, open and accessible to the general public, or used by not-for-profit, educational,
or cultural organizations, or for convention center hotels, or convention center hotel accessory
garages, or city utilized parking lots, provided they are continually used for such purposes."
The Administration hereby requests that the City Commission approve the scheduling of a
Public Hearing to consider the waiver of certain Development Regulations pursuant to Section
142-425 (d) of the Land Development Regulations, for the Normandy Isle Park located within
the Normandy Sud Neighborhood.
CONCLUSION
The Administration recommends that the City Commission approve the resolution.
