ATTENDANCE REPORT Approval of Meeting Summary ► Old Business ► Review of prior meeting summary ► Liquor Sales Before 10am 4:11pm – Ms. Schwartz motioned to accept the summary of the prior meeting. Ms. Bakkum seconded. Accepted by acclimation. 4:27pm – Ms. Bakkum motioned to reaffirm the Committee’s prior resolution to recommend that package liquor sales be allowed no earlier than 10am Citywide but, if the time is changed, the Committee recommends that the purchase time be no earlier than 10am in the MXE district in support of the Police Department’s recommendation. Motioned seconded by Ms. Zemo. Motion passed unanimously. Old Business ► Old Business ► Criminality Among Homeless Population Ms. Ruiz provided an overview of the arrest data provided by the Police Department regarding the arrests made of people reporting to be homeless. Old Business – FY 15/16 Arrests ► Miami Beach Police completed 1645 arrests of people claiming to be homeless ► 312 people accounted for 65% of these arrests ► 63 people were arrested 5 or more times Old Business – FY 15/16 Arrests 1.PC – 15 arrests (grand theft, trespass, cannabis possession, battery) 1. RH – 15 arrests (battery, petit theft, grand theft, strong arm robbery) 3. GP – 14 arrests (cocaine possession, battery, cannabis purchase, trespass after warning) 4. KC – 13 arrests (battery, strong arm robbery, cocaine possession, burglary, fugitive warrant) 5.JD – 12 arrests (burglary, battery, trespass, disorderly intoxication, indecent exposure) 5. JF – 12 arrests (petit theft, cannabis, aggravated battery, trespass after warning) 7.JD – 11 arrests (aggressive panhandling, cocaine possession, battery, petit theft, trespass) 8.RP – 10 arrests (alcohol, trespass after warning) 8.TS – 10 arrests (criminal mischief, disorderly conduct, disorderly intoxication) 8. VT - 10 arrests (trespass, assault of safety personnel, petit theft, alcohol in public) On average, the top 10 arrestees were arrested 12.2 times in FY 15/16 New Business ► New Business ► Introduction of Nancy Grant, Homeless Program Coordinator Introduction was made. Committee Requests Police FY 16/17 Budget Captain Robinson did not have the budget numbers with him but stated the department spends considerable amounts of resources on addressing homelessness.
