A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH STATING OPPOSITION TO PROPOSED
DADE COUNTY ORDINANCE REGARDING B I SCAYNE BAY
MANAGEMENT AND COASTAL CONSTRUCTION.
WHEREAS, an ordinance is set for final hearing before
the County Commission on May 20 , 1980 , wherein Dade County is
assuming county-wide jurisdiction over coastal construction
permitting, and Biscayne Bay Management responsibility for all
of Dade County; and
WHEREAS, said ordinance seeks to legislate one further
layer of environmental review and expense for the citizens of
Miami Beach in an area that is abundantly regulated by laws and
regulations of the Federal, State, and Municipal Governments;
and
WHEREAS, in the event the State delegates its environ-
mental review of coastal development to the County, such decis-
ions will no longer be made by unbiased or politically neutral
state agencies, but will be made by a political body that nec-
essarily must consider all factors brought before it, including
non-environmental issues, such as economically competing interests;
and
WHEREAS, it is the view of the City Commission of the
City of Miami Beach that decisions regarding coastal construction
permits should not be made where non-environmental factors can
potentially influence such decisions;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that, for the
aforementioned reasons, it stands in opposition to the enactment
of the Proposed Dade County Coastal Permitting Ordinance, and
Biscayne Bay Management Plan scheduled for final passage by the
County Commission on May 20 , 1980.
