RESOLUTION NO. 80-16274
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, MEMORIALIZING
THE FLORIDA STATE LEGISLATURE TO RECOGNIZE
THE INADEQUACY OF THE RECENTLY ENACTED FLORIDA
CONDOMINIUM CONVERSION STATUTES, ENTITLED THE
"ROTH ACT"
WHEREAS, It is a fact that the conversion of existing
rental units into condominiums diminishes the supply of rental
housing and creates undue hardship for residence displaced by
conversions and adversely effects the availability and cost of
rental housing throughout the State when such a housing shortage
exists; and
WHEREAS, there exists a housing emergency so grave
in a number of municipalities that constitutes a serious menace
to the general public and that strong controls are necessary
and proper to eliminate such grave housing emergencies; and
WHEREAS , the recent passage of the "Roth Act" has
provided the tenants with minimal relief and stops short of pro-
viding any substantial long range relief to the tenants; and
WHEREAS, in order to adequately protect the rights of
the tenants it is necessary to enact strong protective housing
legislation similar to that already enacted in New York and
California; and
WHEREAS, it should be recognized that the districts of
one fourth of the legislators are affected by the current hous-
ing crises; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Members of the
State Legislature be memorialized to enact effective legisla-
tion to prevent the inevitable difficulties arising out of such
conversions;
BE IT FURTHER RESOLVED BY THE CITY COMMISSION 'OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Members of the Dade Coun-
ty delegation to the Florida Legislature as well as other Members.
of the Florida Legislature take note that their constituents will
not tolerate their lack of effectiveness in obtaining meaningful
legislation which will protect tenants against the effects of
condominium conversions.
