Resolution 80-16364 RESOLUTION NO. 80-16364 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING TRANSMISSION TO THE DADE COUNTY PROPERTY APPRAISER INFORMA- TION SPECIFIED IN SEC. 200. 069, FLORIDA STATUTES, AS AMENDED, RELATING TO THE PROPOSED MILLAGE FOR THE CITY OF MIAMI BEACH TAX YEAR 1981; SETTING FIRST PUBLIC HEARING ON PROPOSED MILLAGE AND BUDGET. WHEREAS, the recently adopted "Trim" Bill (HB-4d) by the Florida legislature has significantly altered the manner in which a municipality adopts an annual budget and tax millage; and WHEREAS, such bill outlines the steps to be followed by municipalities in this process , as more specifically described in Commission Memorandum No. 8428, attached hereto and made a part hereof by reference ; and WHEREAS, the City Commission of the City of Miami Beach, Florida, has considered the steps outlined to be followed ; NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the following recommendations of the Administration, be and they are hereby rati- fied for transmission to the Dade County Property Appraiser as specified in Sec. 200. 069, Florida Statutes , as amended: Roll back Millage for Current Year General Operating Without New Homestead Exemption 6. 29 mills Debt Service without new Homestead Exemption 2. 33 mills General Operating with new Homestead Exemption 6. 47 mills Debt Service with new Homestead Exemption 2. 39 mills Proposed Millage for FY 1980/81 General Operating without new Homestead Exemption 8. 00 mills Debt Service without new Homestead Exemption 2. 31 mills General Operating with new Homestead Exemption 8. 22 mills Debt Service with new Homestead Exemption 2. 37 mills BE IT FURTHER RESOLVED that the first Public Hearing on the Proposed Millage and Budget for FY 1980/81 will be held on September 30, 1980, at 5: 00 P.M. in the Commission Chambers , City Hall, 1700 Convention Center Drive, Miami Beach, Florida. City Manager SUBJECT: PROPOSED MILLAGE 1980/81 The recently adopted "Trim" Bill (HB-4D) has significantly altered the manner in which a municipality adopts its annual budget and tax millage. It is now necessary that as a first step in the process the Commission ratify a proposed millage for FY 1980/81 and fix the date, time and place of the first Budget Hearing. The proposed rate and hearing information must be in the hands of the Dade County Ap- praiser by 5:00 p.m. on August 27, 1980. The Proposed Millage will be shown on the Notice of Assessed Valuations to be sent to each property owner on September 11, 1980. The Proposed Millage is a tentative estimate and may be freely revised at the first hearing. The result of the first hearing will be the adoption of a Tentative Millage and Budget. This tentative millage may then be revised down- ward or left the same at the second or final hearing. Should the Commission wish to increase the millage at the final hearing, it may do so provided that the County Appraiser has renotified each property owner. The cost of the second notification must be borne by the City. A further restriction involves the setting of the date for the first hearing. It may not be held before September 27 and must be held after 5:00 p.m. and must not be in conflict with other taxing authorities' budget hearings. Dade County will hold its first hearing on September 29 and the School Board will hold its first hearing on October 1. The Proposed Millage must be calculated in two ways, i.e. , with and without the increase in Homestead Exemption to be voted upon on October 7. In addition, a recalculation of the current year's millage must be made using the one hundred percent assessments prepared by the appraiser. ADMINISTRATION RECOMMENDATIONS The Administration recommends that the following information be ratified for transmittal to the Dade County Property Appraiser as specified in 200.069 of the Florida Statutes as amended.
