A RESOLUTION OF THE CITY OF MIAMI BEACH
FLORIDA AUTHORIZING AND DIRECTING THE
MAYOR AND CITY CLERK TO ENTER INTO AN
AGREEMENT WITH METROPOLITAN DADE
COUNTY OFFICE OF COMMUNITY AND ECONOMIC
DEVELOPMENT FOR THE RECEIPT OF FUNDING
IN THE AMOUNT OF ONE HUNDRED TWENTY-
FOUR THOUSAND DOLLARS ($124 , 000) TO BE
USED IN THE REVITALIZATION OF WASHINGTON
AVENUE.
WHEREAS, the City of Miami Beach, hereinafter referred
to as the City, is authorized by Commission Memorandum Number
5467 , dated January 21, 1976 , to prepare an Application for
Community Development Block Grant, hereinafter referred to as
"CDBG Funds" and to design and implement such systems as are
necessary to insure that the Community Development Program is
developed, conducted and administered in accordance with
Title I of the Housing and Community Development Act of 1974 ,
as amended, and any Federal Regulations promulgated thereunder,
as well as applicable State and Local Authorities, and in such
capacity as is authorized to enter into and execute agreements
with other Departments and Agencies be they City, State or
Federal; and
WHEREAS, the City has duly submitted the Sixth Year
Application to the United States Department of Housing and Urban
Development, hereinafter referred to as "HUD" , for the amount
of $2 , 437 , 000, which is the Fiscal Year 1980-81 entitlement; and
WHEREAS, the City has identified the Revitalization of
Washington Avenue through the above described Community Development
Block Grant process as an eligible activity; and
WHEREAS , Metropolitan Dade County funding of one hundred
twenty-four thousand dollars ($124 , 000) will be matched by one
million three hundred seventy-two thousand dollars ($1, 372 , 000)
in City funds; and
WHEREAS, the City Manager recommends the City enter into
said Agreement, and the City Attorney has approved same as to form
and legal sufficiency;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
the City Clerk be and they are hereby authorized and directed to
execute and deliver said Agreement for and on behalf of the City of
Miami Beach, Florida

$831,134.30, which includes Sidewalk Alternate B)

On July 25, 1980, bids were received for Phase I of the Washington Avenue
Revitalization project which provided for the total reconstruction of
Washington Avenue from Lincoln Road to 16th Street and 11th Street to
6th Street.
Two bids were received for the project, designed in accordance with the
Master Plan and are as follows:

Garcia Allen Construction Co. Inc. $2,181,743.50
Marks Brothers Co. , not Inc. $2,618,246.00
As the available funding was insufficient to consider an award for the entire
project, alternatives were pursued by the Administration and the Consultant,
Carr Smith and Associates, Inc. , to reduce the scope of work, as many of the
elements of the project were unit priced.
Following action by the City Commission On October 15, 1980,. the low
bidder was advised to submit a contractual cost on construction that
would provide for the reconstruction of Washington Avenue according
to the original concept within available monies.
By the negotiations undertaken, the low bidder, Garcia Allen Construction Co.
Inc. , submitted a figure of $1,350,609.20. This would provide for
reconstruction of Washington Avenue from Lincoln Road to 16th Street
and from 11th Street to 9th Street.

The additional expenses of $145,390.80 with a contract in the amount
of $1,350,609.20 would total a project cost estimated to be $1,496,000.00.
The overall reductions in quantities of all items, reflecting the omission
of the southern-most three blocks, does not result in a sacrifice in the
theme of the original concept.
The Contractor has proposed to perform the work under Change Order Number 1,
based upon a revised set of plans agreeing to the reduced quantities and
scope of work and in accordance with all other items of the specifications,
which provide for a total completion in six months.
Funding for this project is available from the following sources:

The City Attorney has reviewed this matter and advises that an award
of contract can be made including Change Order Number 1.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission award the con-
tract to Garcia Allen Construction Co. Inc. , in the negotiated amount
of $1,350,609.20, including Change Order Number I, providing for the
reduction of $831,134.30, from the Base Bid and authorize the expen-
diture of the total amount of $1,496,000.00, from the available sources
as listed, including reallocations of funds as itemized above.
