RESOLUTION NO. 80-16475
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHOR-
IZING THE EXECUTION OF AN AGREEMENT WITH
MORTON, WOLFBERG, ALVAREZ, TARACIDO AND
ASSOCIATES FOR CONSULTANT SERVICES IN
CONJUNCTION WITH A FEASIBILITY STUDY FOR
THE ADAPTIVE REUSE OF OLD CITY HALL.
WHEREAS, for the reasons more particularly set forth
in Commission Memorandum No. 8612, the City Commission of the
City of Miami Beach deems it in the best interest of the citizens
of Miami Beach to enter into an agreement with Morton, Wolfberg,
Alvarez, Taracido and Associates, the terms of which are familiar
to the City Commission in which Contract is included in the Agenda
package for the meeting at which this Resolution was adopted; and
WHEREAS, the City Manager recommends the City enter
into said agreement and the City Attorney has approved same as to
form and legal sufficiency;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Clerk be and they are hereby authorized and directed to enter into
said agreement for and on behalf of the City of Miami Beach.

SUBJECT: OLD CITY HALL FEASIBILITY STUDY - APPROVAL OF CONSULTANT CONTRACT
WITH MORTON, WOLFBERG, ALVAREZ, TARACIDO AND ASSOCIATES
Attached is a proposed agreement with the firm of Morton, Wolfberg, Alvarez, Taracido
and Associates to provide architectural/engineering services for the purpose of pre-
paring a feasibility study for the adaptive reuse of Old City Hall, located at 1130
Washington Avenue. On 9/24/80, the City Commission selected this firm.
The scope of services includes:
1. Preliminary Building and Site Analysis
The Consultant will analyze the existing physical; environmental,
and architectural characteristics of the structure, such as building
and zoning requirements, 40 year recertification requirements, and
basic building repair costs.
2. Explanatory Sketches
The Consultant will provide existing and proposed elevations, floor
plans, and site plans.
3. Preliminary Market Analysis
Based upon such factors as economic viability, community service needs,
local business conditions, and real estate dynamics, the Consultant
will review two alternative uses or combinations of uses for Old City
Hall and prepare a market study for each.
4. Final Report
The Consultant will prepare a final report indicating the preferred use
for Old City Hall, including a financial pro-forma for this use and
refinements of explanatory sketches.
The scope of services in the proposed agreement was developed by the Economic Develop-
ment Department, reviewed by the Community Development Division for consistency with
Federal requirements, and approved by the City Attorney.
The fee for Consultant services is $9500. , and the estimated duration of the contract
is 10 weeks.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the. City Commission approve this resolution and
authorize execution_ of this agreement.
