RESOLUTION NO. 80-16503
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING NEW ELECTION
PROCEDURES FOR ELECTION OF MEMBERS TO THE BOARD
OF TRUSTEES OF THE GENERAL EMPLOYEES RETIREMENT
SYSTEM, GROUPS I , II AND III.
WHEREAS , for the reasons more particularly set forth in
Commission Memorandum No. 8669 , the City Commission of the City of
Miami Beach deems it in the best interest of the City to adopt the
procedures approved by the Pension Board for the election of mem-
bers to the Board of Trustees of the General Employees Retirement
System; and
WHEREAS, the City Manager recommends the City approve
the new procedures, and the City Attorney has approved same as to
form and legal sufficiency;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the new procedures
approved by the Pension Board for the election of members to the
Board of Trustees of the General Employees Retirement System as
more specifically set forth in Commission Memorandum No. 8669 be
hereby approved.
PASSED and ADOPTED this 17th day of December, 1980 .

SUBJECT: NEW PROCEDURES APPROVED BY THE PENSION BOARD FOR THE ELECTION OF
MEMBERS TO THE BOARD OF TRUSTEES OF THE GENERAL EMPLOYEES RETIRE-
MENT SYSTEM
Many retirants of the General Employees Retirement System live out
of town or have physical disabilities that prevent them from coming
to City Hall to vote for trustees to the Pension Board. It is mainly
in the light of this situation that the Board of Trustees has
developed the following procedures which would apply to all persons,
members of the system and retirants, eligible to vote for trustees
to the Pension Board.
ELECTION PROCEDURES RECOMMENDED BY THE BOARD OF TRUSTEES
I. GENERAL RECOMMENDATIONS
A. Elections to be conducted by Pension Office personnel
instead of the City Clerk's office.
B. Implementation of Notarized absentee ballots for all
retirants and eligible employees.
C. Elimination of run-off election. Candidate with the
most votes wins.
II. SPECIFIC RECOMMENDATIONS AND PROCEDURES
A. Notice of election - Intention to run for Board of
Trustees must be given within 3 weeks.
1) Notices to active employees eligible to be
attached to pay checks.
2) Notices to retirants to be mailed to their
home address. The notices of those retirants
who have their checks mailed to a bank and
have not provided a home address to the
Pension Office will have marked on the
envelope, Address Correction Requested.
B. BALLOTS
1) The date by which the ballots are to be received
either in person or by mail, will be printed on
the ballot. Allow 4 weeks after notice, 12:00
noon.
2) Three envelopes to be used:
a) Outside envelope addressed to retirant/employee.
b) Include a return envelope with label of name of
retirant/employee.
c) Smaller envelope to be returned sealed with ballot 8
inside. l

C. COUNTING BALLOTS
1) As envelopes are returned, check names on label of
envelope against list to prevent voting twice, and
put inside sealed envelope with ballot in locked
box.
2) Sealed envelopes with ballots will be opened and
counted by Pension Office personnel along with
one employee from each group.
3) The candidate receiving the most votes wins.
