RESOLUTION NO. 81-16663
A RESOLUTION APPROVING AN APPLICATION AND
AUTHORIZING FILING OF SAME FOR THE SEVENTH
YEAR UNDER THE COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM AUTHORIZED BY THE HOUSING
AND COMMUNITY DEVELOPMENT ACT OF 1974, AS
AMENDED.
WHEREAS, two public hearings were held by the City of Miami
Beach Community Development Advisory Committee on February 10, 1981 ,
in accordance with federal requirements to obtain views and proposals
of citizens at the initial stage of application development ; and
WHEREAS, the Miami Beach City Commission on May 6 , 1981 held
and conducted a public hearing to obtain views of citizens relative
to the contents of the proposed application to the U.S . Department
of Housing and Urban Development by the City of Miami Beach for the
Seventh Year application under the Housing and Community Development
Act of 1974, as amended, and
WHEREAS, the Seventh Year application includes an amended
Community Development and Housing Needs summary, the 1981-82 Annual
Plan and budget , the Annual Housing Assistance Plan; and an amended
Three Year Housing Program;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that said City Commission hereby approves
the filing of the Seventh Year application with the United States
Department of Housing and Urban Development for Community Development
Block Grant funds under the Housing and Community Development Act
of 1974, as amended, and further authorizes the City Manager to execute
and file said application in a timely manner to comply with applicable
regulations for and on behalf of the City of Miami Beach, Florida, in
the amount of $2 , 349,000 for said Seventh Year program.
PASSED and ADOPTED this 20th day of May, 1981 .

SUBJECT: Year Seven CDBG Application
The Seventh Year CDBG application is for the total entitlement grant
of $2, 349, 000, and provides for the continuation of improvements in
the Flamingo Neighborhood Strategy Area (NSA) .
Among these improvements are neighborhood facilities, rehabilitation
efforts, public works projects, fire protection equipment , special
activities by local development corporations, historic preservation
and several major site-specific allocations, namely Washington
Avenue, Flamingo Park, Lincoln Road Mall and 21st Street Community
Center.
It should be noted that the individual projects and the allocation
of funds in this application are submitted with the full approval
and recommendation of the administration and the Community Develop-
ment Advisory Committee (CDAC) .
The CDAC and staff began the planning process on January 6, 1981 ,
with a performance hearing, followed by two public hearings on
February 10, 1981, to receive citizen input on needs and priorities
at the initial stage of application development . Eight meetings were
held by the CDAC to review all proposals and reach consensus on the
final application.
There is some variance in the amount of funds recommended in this
application from those guidelines identified in the Three Year
Plan and submitted in Year Five. These revisions , some of which
result from a change in project category, are : increases in
Public Services, Rehabilitation and Historic Preservation , Com-
munity Development Plan Implementation ; and decreases in Neigh-
borhood Facilities, Architectural Barriers, and Public Facilities
and Improvements. One project category not previously used is
Special Activities By Local Development Corporations.
This application also contains the Annual Housing Action Program,
an amended Three Year Housing Program Goal and an amended
Community Profile and Housing Needs narrative.
With the submission of this application , the City enters into its
third year of a Three Year Housing Assistance Plan. During the
past two years the City has been able to accurately gauge the
level of HUD assistance that has been and can realistically be
expected to be provided to Miami Beach. Additionally, an accurate
assessment has been made of the many other factors affecting the
provision of assisted housing in the community. In view of these
factors and in light of the dramatic cuts proposed for many of
the assisted housing programs, the goals identified in the 1979
• Three Year Housing Assistance Plan are being amended to be made
more realistic.

The amended Community Profile and Community Development and Housing
Needs narrative, normally required with the preparation of the
Three Year Plan, has been requested by HUD to be included in the
Year Seven application. Their primary concern is the impact the
refugee influx has had and will continue to have on the community
and specifically, the Community Development Neighborhood Strategy
Areas .
Administration Recommendation :
The administration recommends approval of the Seventh Year (1981-82)
Community Development Block Grant application including the Annual
Housing Action Program, the amended Three Year Housing Program Goal ,
the amended Community Profile and the Community Development and
Housing Needs; and that this application be submitted to the A-95
review process and to the U.S . Department of Housing and Urban
Development .
The administration also requests permission to make necessary ad-
justments to the narrative and/or technical corrections which may
be identified during the review process and which do not signi-
ficantly affect the approved budget or the intent of the program.
