A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH CREATING AND DESIGNATING AN AD
HOC ECONOMIC ADVISORY COMMITTEE FOR THE RE-
VIEW OF DEVELOPMENT PROPOSALS FOR THE CONVEN-
TION HOTEL/TRADE MART COMPLEX; PROVIDING FOR
ITS MEMBERSHIP AND LIMITED TERM OF SERVICE; AND
ITS JURISDICTION, DUTIES, AND RESPONSIBILITIES.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA that a City of Miami Beach Ad Hoc Economic Advisory Commit-
tee for the review of development proposals for the Convention Hotel/Trade Mart
Complex be and the same is hereby created. Said Committee shall consist of nine (9)
members who shall serve a term commencing with the receipt of development
proposals for the Convention Hotel/Trade Mart Complex and terminating upon final
selection of a development proposal by the City Commission.
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA that the said Committee shall be established and vested
with the following powers and responsibilities:
1. Said Committee shall be comprised of nine (9) members selected
from a list of no less than 15 qualified candidates. The City Manager shall develop
such a list based upon candidates' expertise in the fields of tourism, finance,law, real
estate, design, and other fields deemed necessary, as well as community leadership
and standing. No candidate shall have any financial interest, implied or expressed, in
construction and operation of the Convention Hotel/Trade Mart Complex. Appoint-
ments to the Committee shall be made by written designation of the City Manager.
2. The Committee shall have the following rights, duties, responsibil-
ites, and jurisdiction:
a) The Committee shall be charged with the duty and responsibility to
act in an advisory capacity to the City Commission, City Manager, and members of
the Administration pertaining to review of development proposals for the Convention
Hotel/Trade Mart Complex.
b) The Committee shall review and evaluate proposals based upon
criteria set forth in Chapter IX of the Request for Proposal, which was prepared in
February, 1981.
c) The Committee shall meet with prospective developers and the City
Administration as often as needed and shall be authorized to request additional
information from developers as deemed necessary.
d) The Committee shall provide the City Commission with a written
recommendation and ranking of development proposals, including justification for
such rankings.
3. The Committee shall meet and organize at the earliest possible time
and immediately following its formation shall elect a Chairman and Vice-Chairman
who shall hold office at the will of the Committee. Its meetings shall be

held at such times and places as shall be fixed and determined by its members. The
Committee shall comply with the provisions of Resolution No. 13248 relative to
attendance and submission of minutes of its meetings. The City Manager is hereby
directed and authorized to furnish, supply and make available to the Committee
suitable and proper accomodations for the transaction of the business of said Com-
mittee. The Committee, at the request of the City Manager and/or City Commission,
shall submit interim reports as to the performance of its duties and responsibilities as
hereinabove delineated.
