A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING CHANGE ORDER NO. 7 TO THE
CONTRACT BETWEEN THE CITY OF MIAMI BEACH, FLORIDA, AND LANZO
CONSTRUCTION CO., FOR THE SUNSET HARBOUR PUMP STATION
RETROFIT AND DRAINAGE IMPROVEMENTS PROJECT, IN THE NOT TO
EXCEED AMOUNT OF $158,350.00, FOR ADDITIONAL DESIGN/BUILD
SERVICES TO IMPROVE THE EXISTING DRAINAGE SYSTEM TO SUPPORT
LOW LYING BUILDINGS, INCLUDING THE INSTALLATION OF 16 BACKFLOW
PREVENTION DEVICES, ROOF DRAIN REROUTES AT THE SOUTHEAST
CORNER OF 20TH ST. AND PURDY AVE., AND THE INSTALLATION OF THREE
MICRO-PUMP STATIONS IN THE RIGHT OF WAY; FOR A TOTAL CONTRACT
AMOUNT OF $26,263,781.74; AND FURTHER APPROVING AND AUTHORIZING
THE CITY MANAGER TO TAKE THE NECESSARY AND APPROPRIATE STEPS
FOR THE IMPLEMENTATION THEREOF; AND FURTHER AUTHORIZING THE
MAYOR AND THE CITY CLERK TO EXECUTE CHANGE ORDER NO. 7.
WHEREAS, on May 8, 2013, via Resolution No. 2014-28765, the City Commission awarded
Lanzo Construction Co. ("Lanzo") a construction contract pursuant to Invitation to Bid No. 060-
2013TC for the Sunset Harbour Pump Stations Retrofit and Drainage Improvements, in the amount
of $2,040,460.00 (the "Project"); and
WHEREAS, on May 21, 2014, via Resolution No. 2014-28590, the City Commission
approved Change Order No. 1, in the amount of$546,481.00, for additional construction and design
services, including the installation of drainage pipes, fencing, and electrical components, and
additional engineering and design services; and
WHEREAS, on September 30, 2014, via Resolution No. 2014-28765, the City Commission
authorized an emergency no-bid contract, pursuant to Subsection 287.055(9)(c)(6) Florida Statutes,
with Lanzo, in the amount of $4,250,000.00, to convert the construction agreement into a
design/build agreement for stormwater improvements along 18th St., watermain improvements along
20th St., paving and hardscape improvements along 20th St., landscape improvements along 20th St.,
lighting improvements along 20th St., and irrigation improvements along 20th St, which amount is in
addition to the Lanzo construction contract; and
WHEREAS, on October 29, 2014, via resolution 2014-28817, the City Commission
authorized Change Order No. 1 to the design/build agreement, in the amount of$5,590,718.00, for
additional engineering services, drainage structure modification, and water main replacement for the
Project to replace failing water supply distribution; and
WHEREAS, on September 30, 2015, via resolution 2015-29153, the City Commission
authorized Amendment No. 2 to the design/build agreement, in the not to exceed amount of
$7,080,844.00, to bring Purdy Avenue, West Avenue, and 18th St. to a 3.7 NAVD elevation, and to
replace the 20-inch water main along Dade Boulevard; and
WHEREAS, on December 9, 2015, via resolution 2015-29242, the City Commission
authorized Amendment No. 4 to the design/build agreement, in the not to exceed amount of
$2,721,607.00, to bring Sunset Dr. to a 3.7 feet NAVD elevation, including associated water, sewer,
stormwater improvements, landscaping, lighting, and irrigation; and
WHEREAS, on April 14, 2016, via resolution 2016-29366, the City Commission authorized
Amendment No. 5 to the design/build agreement, in the amount not to exceed $3,875,322.00, to
bring Parking Lot No. 46, the Purdy Boat Ramp, and the Purdy Marina Parking Lot to 3.7 Feet NAVD
elevation, expand pump station No. 2, and construction of a discharge outfall pipe; and
WHEREAS, after the Project was placed into operation, the City identified ponding at critical
locations within the Sunset Harbour drainage system following two rainfall events that caused
flooding of low lying areas at Sunset Harbour, which include an intense rainfall on August 1, 2017
that lead to flooding throughout the City and a localized rainfall event on May 13, 2018 that was
documented via Letter to Commission, dated May 15, 2018 (LTC 268-2018); and
WHEREAS, the City has engaged Lanzo and Wade Trim, the Engineer of Record for the
Project, to determine the system capacity, as constructed, and to find ways to make enhancement
to the existing drainage system; and
WHEREAS, after a comprehensive evaluation of the Sunset Harbour drainage system, it was
determined that the system is capable of handling a five year storm event; however, some low lying
properties, especially properties below sea level, will experience standing water for a short amount
of time during rainfall events with intensities equal to or greater than 1.8 inches per hour, and as a
result of this condition, the City and Lanzo reached an agreement to provide certain improvements
to enhance the capacity of the drainage system, including the installation of 16 backflow prevention
devices, roof drain reroutes at the southeast corner of 20th St. and Purdy Ave., and the installation
of three micro-pump stations in the right of way; and
WHEREAS, the total cost for the improvements to the drainage system is $475,000.00, of
which two thirds will be the responsibility of Lanzo and one third, in the amount not to exceed
$158,350.00, will be the City's responsibility; and
WHEREAS, the Administration is recommending the approval of Change Order No. 7, in the
amount not to exceed $158,350.00, for a total contract amount of$ 26,263,781.74.'
NOW,THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve
Change Order No. 7 to the contract between the City of Miami Beach, Florida, and Lanzo
Construction Co.,for the Sunset Harbour Pump Station Retrofit and Drainage Improvements Project,
in the not to exceed amount of $158,350.00, for additional design/build services to improve the
existing drainage system to support low lying buildings, including the installation of 16 backflow
prevention devices, roof drain reroutes at the southeast corner of 20th St. and Purdy Ave., and the
installation of three micro-pump stations in the right of way; for a total contract amount of
$26,263,781.74; and further approving and authorizing the City Manager to take the necessary and
appropriate steps for the implementation thereof; and further authorizing the Mayor and the City
Clerk to Execute Change Order No. 7.

STORM; SUCH ORIGINAL AGREEMENT APPROVED PURSUANT TO
RESOLUTION NO. 2014-28765.
RECOMMENDATION
The Administration recommends approving the Resolution.
ANALYSIS
On May 8, 2013, the City awarded Lanzo a contract pursuant to Invitation to Bid No. 060-
2013TC for the Sunset Harbour Pump Stations Retrofit and Drainage Improvements in the
amount of$2,040,460.
On June 19, 2013, the City Commission approved Change Order No. 1 in the amount of
$546,481 for additional work including: drainage pipes, structure, fencing, electrical
components, and additional engineering services.
On September 30, 2014, the City Commission authorized an emergency no-bid contract to
Lanzo in the amount of $4,250,000 for the design-build of additional improvements to the
Sunset Harbour Neighborhood. with four subsequent change orders in the aggregate amount of
$19,268,491 for a total contract in the amount of$26,105,432.
After the project was placed into operation, the City noticed ponding at critical locations within
the Sunset Harbour drainage system. Two rainfalls caused flooding of low lying areas of Sunset
Harbour: The City experienced significant flooding from an intense rainfall on August 1, 2017
that lead to flooding throughout the City. Also localized flooding was observed from a rainfall
event on May 13, 2018 and documented as a Letter to Commission (LTC 268-2018).
Since then, the City, Lanzo and Wade Trim, record engineer for this project, have met multiple
times to determine the system capacity as constructed and to find ways to make enhancements

to the drainage system.
After a comprehensive evaluation of the drainage system, it was determined that the system is
capable of handing the design storm; however, some low lying properties, especially the
properties below sea level will experience standing water for a short amount of time during
rainfall events with intensities equal to or greater than 1.8 inches per hour. As a result of this
condition, the City and Lanzo reached an agreement to perform the following improvements
which are described in more detail in the attached proposal letter from Lanzo:
1. Installation of 16 backflow prevention devices.
2. Roof drain reroutes at the southeast corner of 20th Street and Purdy Avenue.
3. Installation of three micro pump stations in the right of way.
The total cost for the improvements is in the amount of $475,000.00 of which two thirds will be
the responsibility of Lanzo and one third (475,000 / 3 = $158,350) the City's responsibility.
Therefore, the City is recommending to issue a change order to Lanzo in the amount of
$158,350 for a grand total contract, inclusive of this change order, in the amount of $
26,263,781.74.
CONCLUSION
The Administration recommends approving the Resolution.

Gentlemen:
Lanzo Construction and Wade Trim have appreciated the time the City has spent with our design-build
team to understand the challenges faced as we work together for solutions to protect low lying
buildings during the peak of the 5-year design storm.This letter is intended as a follow-up to our July
6,2018 letter and subsequent meetings and contains final recommendations for drainage system
improvements.
Based on additional evaluation and discussions with AECOM and the City,we recommend the
following improvements:
Item 1:Installation of sixteen(16)Backflow Prevention Valves
Backflow prevention measures placed at selected inlet locations will keep roadway drainage
contained within the storm pipes and prevent flow from entering low lying properties where
gravity lines connect below the design hydraulic grade line.This condition was not a part of the
project's original design criteria.Backflow preventers can be installed quickly and are an
acceptable solution for this type of stormwater drainage situation.We have attached a detailed
system map showing the location of where backflow preventers should be installed designated
as`BFP 1 through 16"on the attached Figure 1.

To prevent ponding and impact to low lying buildings adjacent to the Right of Way(ROW)area
on the south side of 20'h Street,east of Purdy Ave.,we recommend that improvements be made
to reroute the four existing roof drain connections on the north face of the building to tie directly
into the storm sewer under 20th St.Connecting the storm water into the conveyance system
directly will also limit the size of a required micro pump station designed to serve the ROW
space at this location.This work will require excavation, installation of new storm sewer pipe

and restoration of the road and sidewalk areas.
Estimated Cast(Design and Construction): $115,000
Preliminary Schedule:3 to 5 Weeks
Item 3:Installation of Micro Pump Stations
Three micro pump stations(capacities of approximately 100 gpm)designed to serve ROW areas
adjacent to the face of existing buildings are proposed at three locations noted as MPSI,MPS2,
and MPS3 on the attached Figure 1.These small sump pumps will serve to pump water in these
ROW areas directly to the storm sewers under the roadway,allowing it to enter the conveyance
system.This work will include installation of a sump structure,pumps with floats,electrical service
and new discharge piping,minor adjustments to the sidewalk to prevent drainage to the front of Sushi
Garage,along with restoration of the areas.
Estimated Cost(Design and Construction):$200,000
Preliminary Schedule: 16 to 24 Weeks
Guaranteed Maximum Price $475,000
Performance
The proposed improvements identified above should provide a 5-year level of service within the ROW
and no water in the first floor of buildings for the 5-year,24-hour SCS Type III design storm with 6-inches
of total rainfall during a tidal outlet condition of 2.7 ft at the outfalls.

As mentioned previously, it is recommended that property owners conduct additional improvements to
address private drainage needs where the properties are lower than sea level.
Lanzo/Wade Trim is pleased to be a partner with the City on this landmark project to protect our
community from the threat of severe weather conditions and sea level rise.We affirm our commitment to
work alongside the City of Miami Beach in delivering a level of service for Sunset Harbour properties
and residents that meets the City's desires.We look forward to meeting with you to discuss the next steps
in moving forward to implement these improvements.
Additionally, Lanzo agrees to:
1) Provide a final design with sufficiently detailed engineering analysis for the City's review and
approval
2) Select pumps and backflow preventers that have been approved by the City
3) Add and/or remove pumps and backflow preventers as required to satisfy the 5 Year 24 Hour
storm event described above
4) Warrant and represent that the output of Pump Station 2A will be increased in proportion
with the additional flows accepted by the Sunset Harbour drainage system
5) Provide an updated model inclusive of the proposed improvements and a drainage
map/profile indicating the design HGL at each property.
6) Coordinate all work with property/business owners prior to commencement.
We shall provide the above work at a cost NOT TO EXCEED the amounts listed within this
proposal. The costs shall be distributed as follows: one-third(1/3) of the cost will be paid by the City,
two-thirds(2/3)of the cost shall be paid by the design-builder(Lanzo/Wade Trim).
Lanzo agrees to WARRANTY the performance of these improvements for a period of one(1)year,
following final completion of work.Should additional improvements be required during the
warranty period,Lanzo agrees to execute these repairs,upgrades,or modifications at no additional
cost to the City.
We look forward to resolving this issue and beginning work on these improvements.

SUBJECT: Storm Event of Sunday Evening, ay 13, 2018
The purpose of this Letter to Commission is to provide information to the Mayor and City
Commission regarding the storm event of Sunday night.
The City has a rain gauge located at City Hall which recorded a total of 4.09 inches of rain for
the 24 hour period ending at 12:00 am May 14, 2018. Between the hours of 6:00 pm and 7:00
pm, 1.88 inches of rain fell with a peak intensity of 8.11 inches per hour. During the time of the
heaviest rains and immediately afterwards, some localized flooding was observed at various
locations throughout the City.
In Sunset Harbour on Sunday evening, some properties that are located below the flood plain
elevation reported minor flooding for a brief period of time. The storm water system built in
Sunset Harbour by Lanzo Construction Company was expected to prevent sunny day flooding
due to sea level rise and manage six (6) inches of rain in 24 hours with a peak hourly capacity
of 2.4 inches. The improvements have proven to work very well against sea level rise as we
have not seen any sunny day flooding in the area which had been frequently the case during
higher tidal events. All information available shows the system will easily manage the 6 inches
of rainfall in 24 hours. However, the system, in at least some locations, reaches capacity at
approximately 1.8 inches in one hour. City staff, consultant engineers from AECOM, and Lanzo
Construction Company with their engineers from Wade Trim, have been engaged for months
making this determination.
Lanzo Construction Company owner, Joe D'Alessandro Sr., has provided his commitment to the
City of Miami Beach to make improvements in the system to be sure expectations are met.
Lanzo Construction Company is expected to provide submittals for engineering review of their
intended improvements. Work is expected to commence very shortly.
If the City experiences rainfall events that exceed 1.8 inches per hour, exceeding the system
capacity, properties that are below the flood plain elevation may experience standing water for a
short amount of time.
