Resolution 2019-30719 RESOLUTION NO. 2019-30719 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING CITY SPONSORSHIP FUNDING, IN AN AMOUNT NOT TO EXCEED $25,000, TO PROVIDE FOR A FERRIS WHEEL IN LUMMUS PARK FOR THE 2019 MIAMI BEACH GAY PRIDE EVENT; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A SPONSORSHIP AGREEMENT WITH THE EVENT ORGANIZER, WHICH IS ACCEPTABLE TO THE CITY MANAGER AND THE CITY ATTORNEY. WHEREAS, the 2019 Miami Beach Gay Pride event (the "Event") is an annual public event celebrating and benefiting the South Florida LGBTQ community; and WHEREAS, Miami Beach Gay Pride, Inc. ("Event Organizer") brings together members of the lesbian, gay, bisexual, transgender, queer, and questioning ("LGBTQ") community, and their friends, allies, and supporters, in celebration of the unique spirit and culture of the LGBTQ community; and WHEREAS, the Event Organizer has produced nine (9) successful years of Miami Beach Gay Pride events, generating a significant economic impact (including hotel room nights) in Miami Beach; and WHEREAS, the 2019 Event is scheduled to take place from Saturday, April 6, 2019 through Sunday, April 7, 2019 in Lummus Park, between 11th and 14th Streets; and WHEREAS, at the January 23, 2019 City Commission meeting, Item R9A was sponsored by Commissioner Michael Gongora to discuss the Event producer's request for the use and sponsorship of a ferris wheel, in Lummus Park during the Event and to refer the item to the Finance and Citywide Projects Committee ("FCWPC"); and WHEREAS, during the January 23, 2019 City Commission meeting, at the Administration's recommendation, the Mayor and City Commission approved the use and sponsorship (by the City) of a fifty foot ferris wheel in the amount not to exceed $25,000, to cover production costs. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve City sponsorship funding, in an amount not to exceed $25,000, to provide for the placement of a ferris wheel in Lummus Park for the 2019 Miami Beach Gay Pride event; and authorize the City Manager to execute a sponsorship agreement with the Event Organizer, which is acceptable to the City Manager and the City Attorney. Mayor Gelber asked Mr. Ralph "Bo" Martinez to step up to the podium. City Manager Morales introduced Mr. Martinez, and mentioned the adage "if you wait long enough, some things are meant to be." Five years ago, Mr. Martinez applied for the Economic Division Director position, and the Administration had selected him and he accepted, but unfortunately, a family emergency prevented him from moving to Miami Beach. He kept in touch with Mr. Martinez and let him know that if the position were to become available in the future, he would let him know. Mr. Martinez has been involved in the economic development sector for 15 years in the Cities of Phoenix, Denver, and Bluefield. He will give Miami Beach the direction it needs, and on top of all that, he will be a tremendous asset to the team. Mayor Gelber clarified that Mr. Martinez goes by Bo Martinez, not Ralph Martinez. Bo Martinez'thanked the Mayor and the City Commission for this tremendous opportunity. He looks forward to working with everyone to enhance and elevate the community.
