A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ)
NO. 2019-084-ND, FOR ECONOMIC DEVELOPMENT CONSULTANT
SERVICES; AUTHORIZING THE ADMINISTRATION TO ESTABLISH A
MULTIDISCIPLINARY POOL OF PRE-QUALIFIED CONSULTANTS FOR
SPECIFIC TASKS RELATING TO ECONOMIC DEVELOPMENT SERVICES;
AUTHORIZING THE ADMINISTRATION TO ENTER INTO SIMULTANEOUS
NEGOTIATIONS WITH THE FOLLOWING RESPONSIVE PROPOSERS:
LAMBERT ADVISORY LC, AS THE FIRST RANKED PROPOSER; THE
CORRADINO GROUP INC., AS THE SECOND RANKED PROPOSER,
DAEDALUS CAPITAL LLC, AS THE THIRD RANKED PROPOSER, AND
WILLDAN FINANCIAL SERVICES INC., AS THE FOURTH RANKED
PROPOSER; AND FURTHER AUTHORIZING THE CITY MANAGER AND CITY
CLERK TO EXECUTE AGREEMENTS WITH EACH OF THE FOREGOING
PROPOSERS UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY
THE ADMINISTRATION.
WHEREAS, on December 12, 2019, the Mayor and City Commission approved the
issuance of the Request for Qualifications (RFQ) No. 2019-084-ND for Economic Development
Consultant Services; and
WHEREAS, Request for Qualifications No. 2019-084-ND (the "RFQ") was released on
January 17, 2019; and
WHEREAS, a voluntary pre-proposal meeting was held on February 4, 2019; and
WHEREAS, on March 4, 2019, the City received a total of 6 proposals from Certified
Crime Prevention Consultants LLC, Daedalus Capital LLC, Hailstone Economic LLC, Lambert
Advisory LC, The Corradino Group Inc., and Willdan Financial Services Inc.; and
WHEREAS, the proposal from Certified Crime Prevention Consultants LLC was deemed
non-responsive for failure to meet the minimum requirement of the RFQ, as was not further
evaluated; and
WHEREAS, the proposal from Certified Crime Prevention Consultants, LLC was
deemed non-responsive for failure to meet the minimum requirements of the RFQ and was not
further evaluated; and
WHEREAS, the evaluation committee ("Committee)" convened on March 20, 2019 to
review and score the remaining proposals; and
WHEREAS, the Committee was provided an overview of theproject, information relative '
to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information
on the scope of services, and a copy of each proposal; and
WHEREAS, the Committee's ranking was as follows: Lambert Advisory, L.C., as the first
ranked proposer; The Corradino Group, Inc., as the second ranked proposer; Daedalus Capital,
LLC, as the third ranked proposer; Willdan Financial Services, Inc., as the fourth ranked
proposer; and Hailstone Economic, LLC, as the fifth ranked proposer; and
WHEREAS, the City Manager has concurred with the Evaluation Committee in its
determination that Hailstone Economic, LLC, the fifth ranked firm among the five responsive
firms, when compared to the other four firms, did not demonstrate in its proposal that it has
the experience and familiarity with the challenges faced by a city or coastal community similar
to Miami Beach; and
WHEREAS, after reviewing the qualifications of each firm, and having considered the
Evaluation Committee's rankings, the City Manager is recommending that the Mayor and the
City Commission authorize the Administration to enter into negotiations with the following
responsive proposers: Lambert Advisory, L.C., as the first ranked proposer; The Corradino
Group, Inc., as the second ranked proposer; Daedalus Capital, LLC, as the third ranked
proposer; and Willdan Financial Services, Inc. as the fourth ranked proposer, to establish a pool
of prequalified consultants for specific tasks relating to economic development services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Qualifications (RFQ) No. 2019-084-ND for Economic Development Services; authorize the
Administration to establish a multidisciplinary pool of pre-qualified consultants for specific tasks
relating to economic development services; and authorize the Administration to enter into
simultaneous negotiations with the following responsive proposers: Lambert Advisory, L.C., as
the first ranked proposer; The Corradino Group, Inc., as the second ranked proposer, Daedalus
Capital, LLC, as the third ranked proposer, and Willdan Financial Services, Inc., as the fourth
ranked proposer; and further authorize the City Manager and City Clerk to execute agreements
with each of the foregoing proposers upon conclusion of successful negotiations by the
Administration.

Adopt the Resolution.
ANALYSIS
As the City has moved towards placing a greater emphasis on its business corridors, and
development and promotion of small businesses Citywide, there is a need for the development
of strategies, plans, and initiatives that promote and improve the quality of life, boost business
attraction and retention, and build a foundation for continued economic prosperity.
To assist with the stated goals, the City, through this RFQ seeks to establish a prequalified pool
of multidisciplinary consultant teams to provide economic development consultant services to
the City that may include (but not be limited to): comprehensive economic development
strategic planning, benchmarking and competitive assessment, asset-based economic
development, sustainable development, SWOT analyses, cost modeling, leadership and
organizational models, business development strategies, target industry analysis, marketing
plans, prospect identification, contact plans, competitive and responsible economic

development incentive policies, workforce trends and forecasts analysis, talent and business
attraction and stakeholder and community outreach.
RFQ PROCESS
On December 12, 2019, the City Commission approved to issue the Request for Qualifications
(RFQ) No. 2019-084-ND for Economic Development Consultant Services. On January 17,
2019, the RFQ was issued. A voluntary pre-proposal conference to provide information to
proposers submitting a response was held on February 4, 2019. One addendum was issued.
The Procurement Department issued bid notices to 1,213 companies utilizing
www.publicpurchase.com website. 116 prospective bidders accessed the advertised
solicitation. RFQ responses were due and received on March 4, 2019. The City received a total
of 6 proposals from the following firms: Certified Crime Prevention Consultants LLC, Daedalus
Capital LLC, Hailstone Economic LLC, Lambert Advisory LLC, The Corradino Group, Inc., and
Willdan Financial Services, Inc. The proposal Certified Crime Prevention Consultants LLC was
deemed non-responsive for failure to meet the minimum requirements of the RFQ and was not
further evaluated.
On December 12, 2019, the City Commission approved and the City Manager appointed the
Evaluation Committee. The Evaluation Committee convened on March 20, 2019, to consider
proposals received. The Committee was comprised of Matis N. Cohen, Resident, City of Miami
Beach; Jose Gonzalez, Director, Transportation Department, City of Miami Beach; Amy Mehu,
Special Assistant, Office of the City Manager, City of Miami Beach; James Murphy, Chief of
Urban Planning, Planning and Zoning Department, City of Miami Beach; Heather Shaw,
Assistant Director, Tourism, Culture and Economic Development Department, City of Miami
Beach. The Committee was provided an overview of the project, information relative to the
City's Cone of Silence Ordinance and the Government Sunshine Law The Committee was also
provided with general information on the scope of services and a copy of each proposal. The
Committee was instructed to score and rank each proposal pursuant to the evaluation criteria
established in the RFQ.
The evaluation process resulted in the raking of proposers indicated in Attachment A, in the
following order:
1. Lambert Advisory LLC
2. The Corradino Group, Inc.
3. Daedalus Capital LLC
4. Willdan Financial Services, Inc.
5. Hailstone Economic LLC.

Lambert Advisory LLC
According to the information provided by the firm, Lambert Advisory LLC. was founded in 1995
and is an internationally recognized real estate and economic advisory firm. Established on a
foundation of knowledge, data, and experience, Lambert works collaboratively with clients and
partners to transform places and build stronger communities.

According to the information provided by the firm, The Corradino Group, Inc. was established in
1970 and is headquartered in South Florida. The Corradino Group, Inc. bases its practices on
an in depth understanding of the professional disciplines associated with community
infrastructure and development. Based on this foundation, the firm makes a commitment to
understand, analyze, and solve the challenges that municipalities, agencies, and private sector
clients face every day.
Daedalus Capital LLC
According to the information provided by the firm, Daedalus Capital, LLC provides expertise in
strategic direction setting, real estate, and economic development. It relies on intelligent market
research, quantification, and modeling to deliver client results. The Daedalus team has worked
across five continents to maximize economic potential, broaden employment opportunities for
residents across all skill levels, and maintain a healthy economic base that attracts and retains
people, business, and visitors.
Willdan Financial Services. Inc.
According to the information provided by the firm, Willdan Financial Services, Inc. was created
in 1964 and believes in helping organizations and their communities evolve and thrive as
resources and infrastructure change. Willdan Financial Services, Inc. is a leading, nationwide
provider of trusted, comprehensive solutions that are supported by a team of experts and
advanced software applications. Finally, it designs and delivers proven solutions to improve
efficiency and resiliency in economics and strategic planning.
CONCLUSION
I have reviewed each firm's submission and results of the Evaluation Committee process. As
previously stated, the purpose of this solicitation is to create a pool of firms with multidisciplinary
experience in economic development studies. Having a pool of experienced firms will assist the
City in expediting the studies and work needed to advance the economic development goals of
the City Commission. For this reason, it is important to assure that the firms selected for the
pool are well qualified and ready to respond to the needs of the City.As such, I concur with the
Evaluation Committee's ranking of: Lambert Advisory LLC, as the first ranked proposer; The
Corradino Group, Inc., as the second ranked proposer Daedalus Capital LLC, as the third
ranked proposer; and Willdan Financial Services, Inc., as the fourth ranked proposer. I also
concur with the Committee in its determination that Hailstone Economic, LLC, the fifth ranked
firm among the five responsive firms, did not demonstrate that it has the experience and
familiarity with the challenges faced by a city or coastal community similar to Miami Beach.
Therefore, I recommend that the Mayor and City Commission approve the Resolution
authorizing the Administration to enter into simultaneous negotiations, in order to establish a pool
of pre-qualified consultants, with the following firms: Lambert Advisory LLC, as the first ranked
proposer; The Corradino Group, Inc., as the second ranked proposer, Daedalus Capital LLC,
as the third ranked proposer, and Willdan Financial Services, Inc. as the fourth ranked proposer.
Further, I recommend that the City Manager and City Clerk be authorized to execute the
agreements, upon conclusion of successful negotiations by the Administration, with the pre-
qualified firms.
