A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND
CITYWIDE PROJECTS COMMITTEE, AT ITS MARCH 22, 2019 MEETING, AND
ACCEPTING THE RECOMMENDATION OF THE MAYOR'S BLUE RIBBON 41ST
STREET COMMITTEE, AT ITS NOVEMBER 19, 2018 MEETING, AND DIRECTING
THE CITY MANAGER TO IMPLEMENT A TEMPORARY PILOT PROGRAM FOR A
NON-SWORN OFFICER AT 41ST STREET AND PINE TREE DRIVE TO ALLEVIATE
TRAFFIC CONGESTION BETWEEN THE HOURS OF 3:30 PM TO 6:00 PM, MONDAY
THROUGH FRIDAY.
WHEREAS, on November 19, 2018, the Mayor's 41st Street Blue Ribbon Committee (the
"Committee") adopted a motion recommending a pilot program for a non-sworn officer at the
intersection of 41st Street and Pine Tree Drive to help alleviate congested traffic between the
hours of 3:30 pm to 6:00 pm, Monday through Friday; and
WHEREAS, at its meeting on March 22, 2019, the Finance and Citywide Projects
Committee ("FCWPC") reviewed the Committee's motion with Police Department staff and
recommended support of the Committee's recommendation of a pilot program to improve safety
along the 41st Street corridor for up to two months at $1,217.20 a month, excluding overtime
hours that would likely apply to some of these hours at 1.5 the hourly rate at an additional
$18.258 per hour; and
WHEREAS, the Police Department supports the temporary use of a non-sworn Public
Safety Specialist for 1-2 months for a pilot program and will observe the measurable impact on
the 41St Street corridor.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF. THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Citywide Projects
Committee, at its March 22, 2019 meeting and accepting the recommendation of the Mayor's
Blue Ribbon 41st Street Committee at its November 19, 2018 meeting, and directing the City
Manager to implement a temporary pilot program for a non-sworn officer at 41st Street and Pine
Tree Drive to alleviate traffic congestion between the hours of 3:30 pm to 6:00 pm, Monday
through Friday.

22, 2019 MEETING, ACCEPTING THE MAYOR'S BLUE RIBBON 41ST
STREET COMMITTEE REQUEST FOR A TEMPORARY PILOT NON-
SWORN OFFICER AT41ST STREETAND PINE TREE DRIVE.
RECOMMENDATION
The Administration recommends a short-term pilot of a non-sworn officer at the intersection of
41st Street and Pine Tree Drive, at a cost of $1,217.20 per month, to observe the measurable
impact on the corridor. The Administrations recommends an initial 30 -60 day pilot, to ascertain
the public benefit and consideration for FY19/20 budget.
ANALYSIS
During the Mayor's Blue Ribbon 41st Street Committee (the "Committee") November 19, 2018
meeting, the Committee motioned to utilize intersection of 41st Street and Pine Tree Drive as a
test study, with a non-sworn officer, to help alleviate congested traffic between the hours of 3:30
pm to 6:00 pm, Monday to Friday.
On March 22, 2019,the Finance and Citywide Projects Committee reviewed the motion with the
Police Department and recommended supports any reasonable efforts to improve safety along
the 41st Street corridor. FCWPC further recommended exploring a pilot non-sworn officer with
the following costs applying:
Public Safety Specialist-$20.2868 per hour.
If the City does a one (1) month pilot, placing a Public Safety Specialist from 3:30 - 6:00 pm
(plus 30 minute commute time)five (5)days a week,the cost would be:
• three (3) hours x five (5)days = 15 hours per week
• 15 x 4 weeks =60 hours
• 60 hours x$20.2868-$1,217.20 per month
This does not take into account the overtime rate (1.5)that would likely apply to some of these
hours or an additional $18.258 per month.

The Police Department is supportive of this pilot for 1-2 months, but long term it would have
impact on their current staffing and overtime may result.
CONCLUSION
The Administration recommends acceptance of the FCWPC and 41st Street Committee
recommendation for a short-term pilot (30 -60 days)of a non-sworn officer at the intersection of
41st Street and Pine Tree Drive, at a cost of $1,217.20 per month (which can immediately
be funded within the FY 19/20 Police Department budget), to observe the measurable impact
on the corridor and consideration for FY19/20 budget if necessary.
