2019-30779 Resolution RESOLUTION NO. 2019-30779 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE A MIAMI-DADE ISLAND CHIEFS REGIONAL MOBILE FIELD FORCE MULTI-AGENCY OPERATIONAL ASSISTANCE MUTUAL AID AGREEMENT WHICH, IN ADDITION TO THE EIGHT MUNICIPALITIES PREVIOUSLY AUTHORIZED BY THE CITY COMMISSION IN FEBRUARY OF 2019, MAY NOW INCLUDE THE CITY OF CORAL GABLES, CITY OF AVENTURA AND CITY OF MIAMI GARDENS. WHEREAS, Chapter 23, Part 1, of the Florida Statutes, known as the "Florida Mutual Aid Act," authorizes law enforcement agencies to enter into mutual aid agreements to enhance public safety; and WHEREAS it is the responsibility of local municipalities to ensure the public safety of their citizens by providing adequate levels of police service to address any emergency situations necessitating operational assistance; and WHEREAS, by and through their respective police departments, the City of Miami Beach, City of Surfside, Village of Bal Harbour, Town of Bay Harbor Islands, Town of Golden Beach, City of North Bay Village, City of North Miami, Village of Key Biscayne and City of North Miami Beach, Florida, decided to join together and create a multi jurisdictional unit known as the Miami-Dade County Island Chiefs Regional Mobile Field Force Unit ("Regional Field Force Unit") intended to provide for operational assistance across jurisdictional lines within Miami-Dade County, Florida; and WHEREAS, the Mayor and City Commission of the City of Miami Beach passed and adopted Resolution No. 2019-30702 at the February 13, 2019 City Commission meeting which authorized the City Manager and City Clerk to execute a Mutual Aid Agreement amongst those eight (8) municipalities, so the Miami Beach Police Department, on behalf of the City of Miami Beach, can participate in this Regional Field Force Unit; and WHEREAS, since the February meeting of the City Commission, the City of Coral Gables, City of Aventura, and City of Miami Gardens have also expressed interest in entering into the Mutual Aid Agreement and participating in the Regional Field Force Unit. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the City Manager and City Clerk to execute a Miami-Dade County Island Chiefs Regional Mobile Field Force Multi-Agency Operational Assistance Mutual Aid Agreement which, in addition to the eight municipalities previously authorized by the City Commission in February of 2019, may now include the City of Coral Gables, City of Aventura, and City of Miami Gardens. Morales, City Manager DATE: April 10, 2019 SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE A MIAMI-DADE ISLAND CHIEFS REGIONAL MOBILE FIELD FORCE MULTI-AGENCY OPERATIONAL ASSISTANCE MUTUAL AID AGREEMENT WHICH, IN ADDITION TO THE EIGHT MUNICIPALITIES PREVIOUSLY AUTHORIZED BY THE CITY COMMISSION IN FEBRUARY OF 2019, MAY NOW INCLUDE THE CITY OF CORAL GABLES, CITY OF AVENTURA,AND CITY OF MIAMI GARDENS. ANALYSIS A Field Force Unit is a select and specially trained unit designed to provide a rapid, organized, and disciplined response to civil disorders, crowd control episodes, or other emergency situations. The goal of such a unit is to maintain or restore public order in the safest and most efficient way. Earlier this year, the police departments of several municipalities, each having their own Field Force Units, decided to join together and create a multi jurisdictional unit known as the Miami- Dade County Island Chiefs Regional Mobile Field Force Unit (Regional Field Force Unit) intended to provide for operational assistance across jurisdictional lines within Miami-Dade County, Florida. Law enforcement agencies are authorized, under Chapter 23, Part 1, of the Florida Statutes, known as the "Florida Mutual Aid Act," to enter into such mutual aid agreements to enhance public safety. The goal of that Regional Field Force Unit is to join forces for a more efficient use of powers and resources in order to provide higher quality of law enforcement services to the public. More specifically, members of the Regional Field Force Unit, who participate in common trainings, can request and render law enforcement assistance, utilizing their Field Force Units, to the other participating agencies during major spontaneous incidents, special events, or other law enforcement emergency situations necessitating assistance reasonably necessary to avoid or quell a major calamity affecting the safety of persons or property within Miami-Dade County, Florida. All participating agencies contribute personnel and resources in support of the Regional Field Force Unit efforts, with the operations of the Unit being coordinated by the City of Miami Beach Page 565 of 1091 Police Department and representatives of participating agencies. Participating in this Regional Field Force Unit does not divert personnel and resources from the Miami Beach Police Department, except when there is an extraordinary emergency. Miami Beach and all the participating municipalities benefit from the training and availability of this Regional Field Force Unit should an emergency take place in their jurisdiction. On February 13, 2019, the Mayor and City Commission passed resolution 2019-30702 authorizing the City Manager and City Clerk to execute this Regional Field Force Unit Mutual Aid Agreement(MAA)which, at the time, included the following municipalities: The City of Miami Beach Police Department The City of Surfside Police Department The Village of Bal Harbour Police Department The City of Bay Harbor Islands Police Department The Town of Golden Beach Police Department The City of North Miami Police Department The City of North Miami Beach Police Department The City of North Bay Village Police Department The Village of Key Biscayne Police Department The MBPD is today requesting the Mayor and the City Commission authorize the City Manager and City Clerk to amend this Miami-Dade County Island Chiefs Regional Mobile Field Force Multi-Agency Operational Assistance Mutual Aid Agreement to add the following municipalities: the City of Coral Gables, City of Aventura, and City of Miami Gardens.
