2019-30790 ResolutionRESOLUTION NO. 2019 -30790 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA DEPARTMENT OF TRANSPORTATION TO CONDUCT A STUDY TO EVALUATE THE NEED FOR IMPLEMENTATION OF A CROSSWALK IN THE VICINITY OF HARDING AVENUE AND 87TH STREET TO IMPROVE SAFETY FOR ELDERLY PEDESTRIANS FROM STELLA MARIS HOUSE AND OTHER PEDESTRIANS IN THE AREA. WHEREAS, Stella Maris House is an elderly community located near 87th Street on Harding Avenue (A1A); and WHEREAS, many of the seniors currently residing in Stella Maris cross Harding Avenue to reach Collins Avenue to access the northbound bus stops; and WHEREAS, the closest crosswalk to the Stella Maris House is 330 feet from its entrance and this location was studied by the Florida Department of Transportation in 2013 relative to the addition of a crosswalk; however, a crosswalk was not approved; and WHEREAS, since 2013, new land uses have been added to this area and more pedestrians have been observed crossing in the vicinity of the Stella Maris House; and WHEREAS, specifically, Mater Academy is a new use operating in the area and children have been observed jay - walking across Harding Avenue; and WHEREAS, in addition, a new condominium (87 Park) is under construction in the area on Collins Avenue, which will include direct beach access and will generate more pedestrian activity; and WHEREAS, due to changed circumstances in the area and increased pedestrian activity, the Florida Department of Transportation should conduct a study to evaluate the need for a crosswalk in the vicinity of Harding Avenue and 87th Street. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge the Florida Department of Transportation to conduct a study to evaluate the need for a crosswalk in the vicinity of Harding Avenue and 87th Street to improve safety for elderly pedestrians from Stella Maris House and other pedestrians in the area. RECOMMENDATION Pursuant to the request of Commissioner Michael Gongora, the above - referenced Resolution is submitted for consideration by the Mayor and City Commission at the April 10, 2019 City Commission meeting. The Resolution urges the Florida Department of Transportation (FDOT) to implement a crosswalk in the vicinity of Collins Avenue and 87th Street. Commissioner Michael Gongora previously recommended the proposed crosswalk when he was a Commissioner in 2013; however, FDOT denied the request. Due to the continued need for a crosswalk by the elderly and new uses in the area, including the Mater Academy, an even greater need for a crosswalk exists. Thus, the request for a crosswalk is proposed again pursuant to the attached Resolution.
